Agenda Item 4
Sunshine Law regarding Email and correspondence
Discussion Neil Baumtrager spoke to the board regarding the Sunshine
Summary Law as it pertains to Boards and Meetings. Reviewed the
benefits of archiving e-mails and recommended the board
CC Katy N. on all official board correspondence. Neil B.
further recommended not recording phone calls but to
confirm the call via e-mail after the fact. Neil also strongly
advised not to engage on social media comments sections
and to maintain that under no circumstances is one
individual representing the board and that all potential
comments or input are personal opinion only. Neil further
advised that things such as group training for the board
should be posted but are not necessarily open meetings.

Sharing PCEB Condemnation Statement (circled back to
after line item 6)
Katy would like the statement shared in areas other that the
Discussion PCEB webpage on the City of Webster Groves website.
Summary Gerry Welch acknowledged that with out the Webster
Kirkwood Times it is difficult to get the statement out to the
residents of Webster Groves but that it is available on the
webpage for all who are interested.
Gerry Welch advised that the statement was included on the
June 19th “Friday Page”. Jennifer C. advised currently there
are only 150 subscribers but the Friday Page Information is
also posted to the City Website and Facebook Page.
Conclusions Gerry Welch would like input on how to increase the
subscription to the “Friday Page”

How to Respond to Social Media Posts
Discussion Neil B. reiterated that he does not advise engaging on social
Summary media comments sections unless providing a direct link to
the PCEB or the Cities website for clarification.
Various board members expressed that they would like to
post in the comments to clarify when possible misinformation
is being spread.
Kevin S. advised that providing a link in the comments to the
PCEB webpage is acceptable in the comments but to refrain
form engaging as a PCEB member.
Both Neil B. and Mayor Gerry Welch both acknowledged that
sometimes misinformation is on Social Media but that
engaging in the comments section should only be done
prefacing with the statement that personal views are being
expressed not the views of the PCEB, the City of Webster
Groves, or the Webster Groves PD.
Conclusion Engaging in social media should not occur in an official
PCEB capacity.

Process and Information Available on Complaints Filed with
WGPD
Discussion A brief summary of complaint data was provided by Dale

Abbreviated records are available for public review but no
data on the Officer or Citizen complaining is available for
release.
Katy gave an example of the question she was asked.
Dale C. advised that a citizen could file a Sunshine Request
for the open information. Jennifer C. advised that there is a
link to Sunshine Request on the website.
Dale C. further advised that all Calea Accredidation
Information is linked to the website.

Process for Applying for Open PCEB Positions
Discussion www.webstergroves.org/boardapplication is available under
Summary boards and commissions on the City of Webster Groves
website.

Updated Vehicle Stops Report
Discussion Discussion of the improved disparity index.
Dale C. shared a Power Point showing the reduction of the
disparity once less enforcement was assigned to I44.
Showed how the introduction of the LPR increased the
disparity index and that the departments removing 1 of the 3
units is helping reduce the numbers.
Contracts on the remaining 2 LPR will not be renewed at the
end of the year in hopes of further reducing the disparity
index.
Kevin S. expressed that the situation should be monitored
and that he feels the WGPD should be a model for all police
departments.
Dale C acknowledged that reducing the disparity index is
import and is a goal but for the safety of WG residents traffic
enforcement is both necessary and requested by WG
citizens.
Scott G. asked for clarification on how the numbers were
concluded. Dale C. provided an explanation of the changes
made and how they have impacted the index. Gave Katy M.
a description of what the LPR reads.

Discussion of Implicit Bias Training
Discussion Kevin S. lead a discussion regarding potential training for the
Summary board on Implicit Bias and systemic Racism. Reference was
made to information provided by Kevin S. and Katy M. (see
note).
Kevin S. read passages from an unmentioned author
regarding racism and systemic bias and expressed personal
opinion on the need to have training on this subject providing
3 groups that provide such training

Gerry W. acknowledged that the City of Webster Groves will
be having a “community conversation”
Costs and how they can be paid for with no budget will be
looked in to.
Gerry W. will forward the proposal regarding community
engagement to the board,
John T. gave an overview of how this type of training was
held at the School District.
Rev. Eric H. commented on his perspective of the community
conversation.

Review of Survey Additions and Modifications
Discussion Kevin S. presents that after many revisions and the current
climate in society that the survey no longer looks affective
and should possibly not be the primary focus of meetings
with community groups if and when they occur.

(presented to the board outside of the meeting) to be
presented in the survey and to get back with him on
additional possible changes.
