Chief Curtis additionally answered questions from the board regarding inclusion of racial bias and other anti- discrimination training as a part of the annual training. Information was provided by Chief Curtis as to approximate annual training budget ($20,000) Location of training (St. Louis County Municipal Police Academy/Online/Other specialized locations as needed) Clarification was given by Chief Curtis that East Central Dispatchers (ECDC) are not POST certified but do receive training as directed by ECDC. Additionally, WGPD Civilian personnel receive annual training as well. Redirected from Agenda item 5 Board member Angela questioned whether the WGPD provided training on Mental Health Crisis and if Officers would be provided post trauma services. Chief Dale Curtis reviewed training standards to include CIT training (40 hour block) and additional training on autism, hearing impairment, addiction, de-escalation, and debriefing. Additionally, provided information regarding post traumatic event trauma services Additional off agenda discussion was had among the board regarding the roll of the Municipal League and Community Engagement Board in the event of a questionable police involved shooting. Action Items Person Responsible NONE Agenda Item 5 Review AG Vehicle Stop Report – Disparity Rate Analysis Chief Curtis reviewed the AG Disparity Rate Analysis Report Discussion and answered questions from the Board regarding the Summary meaning on “disparity rate”, what the department has done to reduce the disparity rate. Discussion was had off topic regarding Speed Radar trailer use. Discussion was redirected back to Agenda Item 4 (see above) minutes Conclusions Action Items Person Responsible None Agenda Item 6 Review Ordinance 9132 Discussion Review of the changes made to the Police Community Summary Engagement Board based on Ordinance 9132 (attached) Conclusion Action Items None Person Deadline Responsible Agenda Item 7 Update of contacts with community group leader and engagement timeline Discussion Kevin Sombart reported that he has reached out to the Summary Rotary Club and PCEB will be included in their meeting either December 4th or 11th, 2020 Dr. Scott Groesch reported that he has been working with Webster University and is working to find a best course of action to have the survey distributed by Thanksgiving. Angela Brooks reported she will not continue to reach out to North Webster Association until the PCEB survey is complete. Additionally, Cindy reiterated the need to have only one survey to ensure that the PCEB was seeing the “big picture” Cindy will send the Dox form to Kevin Sombart for dissemination to the board.
