Webster Town Board January 2, 2026 The 2026 Organizational Meeting of the Webster Town Board was called to order by Supervisor Scialdone at 5:00 p.m., at the Webster Town Board Meeting Room, 1002 Ridge Road, Webster, New York, with the following officials present: Supervisor ........................................................................ Aye Councilman Wagner………Aye Motion carried .................. 5-0 *** Resolution No. 19: MOTION by Councilman Wagner, seconded by Councilman Cahill, to formally adopt Rules of Conduct for members of the public for Town Board Meetings. WHEREAS, the New York State Open Meeting Law (Article 7, Public Officers Law) gives members of the public the right to attend meetings of public bodies but does not give the public the right to speak or otherwise participate at those meetings, except at Public Hearings and under other limited circumstances; and WHEREAS, New York State Town Law authorizes a Town Board to enact rules and regulations regarding the conduct of public meetings and Public Hearings conducted by the Town Board, and the New York State Committee on Open Government has agreed that a public body can adopt reasonable rules that treat members of the public equally; and WHEREAS, a Town Board has a responsibility to ensure that everyone has the right to participate in a Public Hearing and therefore can reasonably limit the length and general nature of public comments to the subject of the Public Hearing so that a Town Board can consider various points of view; and WHEREAS, a Town Board can limit other comments from the public and Town Board meetings to a specific time set in the agenda for public participation and comment: 6 01-02-2026 Webster Town Board NOW, THEREFORE, BE IT RESOLVED: The Town Board of the Town of Webster hereby adopts the following rules for public participation at meetings of the Town Board: 1. Public participation at Town Board Meetings is limited to the public participation portion of the agenda, except during Public Hearings formally designated by the Town Board. 2. All public comments are limited to five (5) minutes per person. Time may not be transferred, shared, or reserved for later portions of the meeting. Individuals wishing to speak are encouraged to sign up prior to the meeting. When recognized by the presiding officer, speakers must stand at the podium, state their name, Webster residency status, any group affiliation (if applicable), and the topic they will address. 3. Comments must relate to legitimate Town business or the purpose of the Public Hearing. Questions may be noted by the Town Clerk, but discussion or dialogue during the meeting is not permitted. Speakers must address all comments to the Town Board and may speak only when recognized. Discussion between members of the public or speakers is prohibited. 4. The presiding officer shall act as timekeeper or designate one. Town Board Meetings are formal legislative sessions, and all participants are expected to conduct themselves professionally. Demonstrations, props/signage, applause, booing, shouting, or other disruptions are not permitted. 5. Threatening statements will not be tolerated. 6. The presiding officer has full authority to maintain order. Any person who violates these rules or fails to comply with directives may be barred from further participation and forfeit remaining speaking time. Individuals who refuse to comply may be removed from the meeting and charged with disorderly conduct pursuant to Penal Law.
