CALL TO ORDER Board Members Present: Dayna Bertola, Miguel Alonso, Roger Grave de Peralta, Stacy Somers, and Thomas Wenham. APPROVAL OF MINUTES ARB-224 Approval of the November 17, 2021 Architectural Review Board Minutes A motion was made by Thomas Wenham, seconded by Dayna Bertola, to approve the November 17, 2021 Architectural Review Board Meeting Minutes. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. V. ADDITIONS/DELETIONS/REORDERING OF AGENDA VI. SWEARING IN OF SPEAKERS VII. NEW BUSINESS ARB-222 Petition 2021-0010 ARB Isla Verde Exterior Color Palette and Monument Signs A motion was made by Dayna Bertola, seconded by Thomas Wenham, to approve the two (2) multi-panel monument signs Option 3 as recommended by staff but to allow the multi-panel sign at the southern entrance to be located closer to the access drive as long as it meets separation requirements from The Quaye sign and with the forfeit of the small monument sign at the southern entrance. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez A motion was made by Dayna Bertola, seconded by Miguel Alonso, to approve Option 1 for the one (1) Small Monument Sign at the northern entrance (the monument sign at southern entrance was forfeited in previous motion) and three (3) Auxiliary Ground Signs as recommended by staff. A condition was added that all signs would need to be shown on the Site Plan and that the property line on the site plan would need to be adjusted to show the actual property line based on the recorded Plat. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. ARB-223 Petition 2021-0013 ARB 12623 Quercus Lane Alternative Fence Design A motion was made by Miguel Alonso, seconded by Roger Grave de Peralta, to approve Petition 2021-0013 ARB 12623 Quercus Lane Alternative Fence Design as recommended by staff with the removal of Condition 2. The motion failed due to a lack of majority (3-2). Dayna Bertola and Thomas Wenham dissented. Ryan Mishkin and Luis Rodriguez had an excused absence. A motion was made by Roger Grave de Peralta, seconded by Miguel Alonso, to approve Petition 2021-0013 ARB 12623 Quercus Lane Alternative Fence Design with modifications to the staff's recommendation to require the fence on the west side to be setback five (5) feet from the front plane and to plant a clusia hedge every three (3) feet on center at a minimum height of 36 inches at the time of planting. The motion passed with a 4-1 vote. Dayna Bertola dissented. Ryan Mishkin and Luis Rodriguez had an excused absence. ARB-227 Petition 2021-0014 ARB Lotis Wellington Parking Garage, Retail/Office Buildings, and Site Amenities A motion was made by Thomas Wenham, seconded by Miguel Alonso, to approve Petition 2021-0014 ARB Lotis Wellington Parking Garage, Retail/Office Buildings, and Site Amenities as recommended by staff. A motion was made by Roger Grave de Peralta seconded by Dayna Bertola, to amend the motion to approve the alternative bench wall planter and to allow the parking garage parapet to remain at the height requested by the applicant. The amended motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. ARB-225 Petition 2021-0015 ARB 3045 Blue Cypress Flat Roof A motion was made by Dayna Bertola, seconded by Thomas Wenham, to table Petition 2021-0015 ARB 3045 Blue Cypress so that the applicant can provide a roof plan that shows how the roof will drain, a plan showing the overhang, etc. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. ARB-226 Petition 2021-0016 ARB Luxe at Wellington Green Pod A Wall and Ground Signs A motion was made by Roger Grave de Peralta, seconded by Miguel Alonso to approve Petition 2021-0016 ARB Luxe at Wellington Green Pod A Wall and Ground Sounds with staff's recommendations and for the applicant to work with staff on the location of the wall sign so that it works and aligns with the existing condition of the wall. The motion passed unanimously (5-0). Ryan Mishkin and Luis Rodriguez had an excused absence. VIII. The next meeting is scheduled for January 19, 2022. Currently there is nothing on the agenda, however, if the Blue Cypress petition can resubmit on time, they could possibly be placed on the January meeting. X. COMMENTS FROM THE BOARD XI.
