CALL TO ORDER Chair Cleveland called the meeting to order at 6:30 PM. Jane Cleveland, Glen Fleischer, Dr. Kristy Lund, Robert Bushey, Dr. Rachel Eidelman, Carlos Arellano, and Annabelle Garrett were present. Staff present: Michael O'Dell, Ryan Harding, and D.J. Helkowski. II. PLEDGE OF ALLEGIANCE III. REMARKS BY COMMITTEE CHAIR Jane Cleveland started by reminding everyone how livestock waste, an equestrian education program for local schools, and the State of the Industry report are the main topics that the EPC wants to focus on in the coming months. Then, Chair Cleveland and the rest of the committee moved on to discussing potential Pierson Road crosswalk improvements. Speed bumps, rumble strips, and yield signals were all acknowleged as potential additional safety features for horses and golf carts utilizing mid-block crossings.. Ms. Cleveland motioned for staff to explore improvements to these mid-block crossings. That motion passed unanimously. IV. ADDITIONS/DELETIONS/REORDERING OF AGENDA There were no changes made to the agenda. Village of Wellington Page 1 Equestrian Preserve Committee Action Summary April 3, 2019 V. WORKSHOP The purpose of the workshop was to acknowledge and discuss comments made by residents at the previous open forum EPC meeting held in March. The first comment discussed was from a resident who was concerned about a condition of approval to provide access points to the Palm Beach International Equestrian Center that has not been fulfilled. Michael O'Dell explained that any state of emergency signed by the governor allows for developers to delay projects. Next, the committee discussed the manure shavings/recycling operation as it was presented by Equine Ecogreen at the previous meeting. The commitee would then go on to address comments pertaining to the Ag transshipment station on 50th Street and the truck traffic that comes with it. Mr. O'Dell reported that the Florida Department of Environmental Protection, the Public Health Department, the Army Corps of Engineers, and the PBSO's Environmental Unit had all been to the site and no violations were reported by the operator. He also stated that the Village is looking into ways to mitigate the increased traffic on 50th street. The committee then discussed alternative methods of livestock waste disposal that were mentioned at the March meeting such as biofuel, composting, and digesters. Mr. O'Dell agreed that staff would keep the committee informed on advances in alternative disposal methods. VI. STAFF COMMENTS Ryan Harding made the committee aware of a native plants for equestrian properties seminar coming up on April 17th at the Wellington Library. VII. BOARD COMMENTS Jane Cleveland made note that the topics that would continue to be discussed and looked at in the coming meetings would be manure disposal, State Statute 604.50, the equestrian education program, and the golf cart program. VIII. PUBLIC COMMENTS There were no public comments. IX. ADJOURNMENT The meeting adjourned at 8:10 pm.
