Equestrian Preserve Committee Action Summary June 3, 2020
I. CALL TO ORDER
Chair Cleveland called the meeting to order at 6:30 PM. Jane Cleveland,
Dr. Rachel Eidelman, Haakon Ganges, Glen Fleischer, Annabelle
Garrett, Carlos Arellano, and Dr. Kristy Lund were present.
Staff present: Michael O'Dell, Ryan Harding, and D.J. Helkowski.
II. PLEDGE OF ALLEGIANCE
III. REMARKS BY COMMITTEE CHAIR
Chair Cleveland requested that committee members introduce
themselves.
IV. ADDITIONS/DELETIONS/REORDERING OF AGENDA
There were no changes made to the agenda.
V. ELECTION OF COMMITTEE CHAIR AND VICE CHAIR
Annabelle Garrett nominated Jane Cleveland as Committee Chair. This was
seconded by Dr. Rachel Eidelman, and the committee unanimously voted to
retain Jane Cleveland as Chair.
Carlos Arellano was nominated for Vice Chair by Dr. Rachel Eidelman, and this
was seconded by Annabelle Garrett. The motion passed unanimously, and
Carlos Arellano was appointed Vice Chair of the committee.
VI. APPROVAL OF MINUTES
EPC-201 February 5, 2020 Equestrian Preserve Committee Minutes
Glen Fleischer made a motion to approve the February 5, 2020 EPC minutes.
The motion was seconded by Carlos Arellano, and the minutes were approved
unanimously.
VII. NEW BUSINESS
After discussing Ordinance 2020-10 to allow covered arenas in Subarea
F of the EOZD and hearing from the applicant, Chair Cleveland opened
the item to public comment.
Hope Greenfield of Aero Club called into the meeting, stating that she
would consider purchasing a property in Winding Trails, but only if
covered arenas are allowed to be built. She then asked what the issues
are with allowing covered arenas.

Chair Cleveland closed public comments and the committee gave final
remarks.
EPC-202 ORDINANCE NO. 2020-10: COVERED ARENAS IN SUBAREA F OF
THE EQUESTRIAN OVERLAY ZONING DISTRICT (EOZD) ZONING
TEXT AMENDMENT (ZTA)
Dr. Kristy Lund made a motion to approve the zoning text amendment to allow
for covered arenas in Winding Trails (EPA Subarea F). Dr. Rachel Eidelman
seconded the motion. The motion passed with 5 members voting yay, and 2
members (Annabelle Garrett and Glen Fleischer) abstaining.
VIII. STAFF COMMENTS
Michael O'Dell stated that staff have been working on updating the
Comprehensive Plan Equestrian element, and that it will be brought
forward to the committee in either July or August. Final approval of the
Comprehensive Plan will take place in February 2021. The Equestrian
element addresses entire issues that the committee addressed in the
Equestrian Plan of Action.
IX. BOARD COMMENTS
Jane Cleveland asked if there was any update on the provision that the
committee voted on in February to allow for the EPC to be involved in
review of Special Use permits involving development orders with
conditions that have not been satisfied. Michael O'Dell replied that he
would inform the committee when these permits are scheduled to go to
council. He reminded the committee that the process for approving
seasonal equestrian permits is outlined in Article 5 of the Land
Development Regulations. These permits are reviewed by council.
Dr. Kristy Lund then asked why the Village took the horse symbol off of
new signs along Forest Hill Boulevard. O'Dell responded that it was
Council's direction, and that he thinks they will remain on signs within the
Equestrian Preserve Area.
Glen Fleischer then asked what the plan is for future meeting as far as in
person versus Zoom. O'Dell responded that we are currently under a
governor's order to socially distance. He said he hopes that we can meet
in person in July, but we will remain conducting committee meetings
through Zoom until further notice.
