II. PLEDGE OF ALLEGIANCE Dr. Falzone led the Pledge of Allegiance. III. APPROVAL OF AGENDA The agenda was approved as submitted. IV. APPROVAL OF MINUTES The minutes were approved as written. PR15-043 Approve Minutes from 12-5-16 V. PRESENTATION PR15-045 Surtax Citizen Oversight Committee The Village Council recently selected the Parks and Recreation Advisory Board as the Citizen Oversight Committee for the One Cent Local Government Infrastructure Surtax program. Jim Barnes gave some background on the program and sicussed briefly the responsibilities of the PRAB in their role as Citizen Oversight Committee. He explained that Wellington is estimating to receive approximately $2.4 million per year for the next 10 years and that the intent of the program was to make up for maintenance or replacement that has not happened idue to the economic downturn over the last several years. He also explained that the role of the committee would be in a compliance capacity to make sure the funds were being used for approved projects and that proper procedures were being followed. Mr. Barnes indicated that no official list of projects have been identified but that Council would be entering visioning workshops in the near future. Ms. Shockley asked about a list of projects that were published. Mr. Barnes explained that the list was put together based on projects that have been discussed over time but that it was not an official list for this program. PR15-044 Staff Updates Mr. DeLaney went over a draft of a policy regarding drones on Village facilities. The committee had asked that staff look into a policy at the last meeting. A copy was distributed to the members. Dr. Falzone offered that he thought it was a solid draft and asked what the process is. Mr. DeLaney explained that it would go through department review and likely be approved in short order. Village of Wellington Page 1 Parks & Recreation Advisory Board Action Summary - Final March 6, 2017 Mr. DeLaney also explained that a group called the Wellington Wizards Rugby Club has approached the department about becoming the provider for rugby in the Village. He explained that staff has allowed them to be a provisional provider to make sure that it was a good fit for both parties. He explained they have 6 teams with approximately 100 participants. He aslo explained when their season runs and what the department was able to provide as far as field space. He explained that the Wizards would likely come in front of this board for review in June. VI. OLD BUSINESS VII. NEW BUSINESS VIII. PUBLIC COMMENTS IX. BOARD COMMENTS Dr. Falzone added that it was refreshing that new things were coming to the committee. He aslo mentioned that as he recruits new physicians to his practice he uses the outstanding parks and recreation facilities and programs as enticement. X. CLOSING COMMENTS XI.
