Elizabeth Mariaca called the meeting to order at 7:00 p.m.
Members present: Elizabeth Mariaca; Jeffrey Robbert; Adam Rabin; Ron

Ms. Mariaca thanked the public who came out and voted. Ms. Mariaca
congratulated the Council members on their reelection.

MINUTES
A motion was made by John Bowers, seconded by Sal Van Casteren, to
approve the January 12, 2022 Planning, Zoning and Adjustment Board minutes.
The motion passed unanimously (6-0) with Maureen Martinez absent.

Tim Stillings, Planning, Zoning and Building Director, presented to the Board
the request for approval to amend the Wellington PUD Master Plan by
modifying Pod 65B, also known as Blue Cypress of Palm Beach Polo and
Country Club. Mr. Stillings requested the petition be entered into the record.
The request is to change the unit type from Zero Lot Line (ZLL) to Single
Family (SF)/ZLL, to reduce the dwelling units (du) assigned to Pod 65B from 140
units to 136 units, to modify the density of Pod 65B from 4.99 to 4.82 du/ac, and
to transfer the excess 56 dwelling units from Tract B to Tract G-1 of Blue
Cypress of Palm Beach Polo and Country Club. Mr. Stillings reviewed the
background to the Pod, gave the analysis of the request, and illustrated the
location. Mr. Stillings noted that staff had received a letter of support from the
Palm Beach Polo Property Association (PBPPOA) indicating their support.
Liam Sargent, agent for Kimley Horn, gave a presentation of the request to
modify Tract B and Tract G-1. Mr. Sargent illustrated the site plan.
A motion was made by Ron Herman, seconded by Adam Rabin, to open public
comment. The motion passed unanimously (6-0) with Maureen Martinez absent.

recommend approval of Resolution No. R2022-01. The motion passed

TO SIGNS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Tim Stillings, Planning, Zoning and Building Director, presented to the Board
the request to amend Chapter 9, Sign Regulations, of Article 7, Site
Development Standards of Wellington’s Land Development Regulations (LDR)
to establish specific standards and regulations related to signs within
Wellington in regards to recent case law. Mr. Stillings review the updates to
Chapter 9 of Article 7, including the addition to Sections 7.9.9 and 7.9.10 to
provide a detailed process for Sign Permits, Technical Deviations, and a
Master Sign Plan. The regulations have been reorganized to stand alone in
the event of a legal challenge. Mr. Stillings reviewed the updates that include
expanding definitions; standards; sign area; prohibited signs; temporary signs;
permanent signs; and process with required review time for signs including
appeals to the Planning, Zoning and Adjustment Board (PZAB).
A motion was made by Jeffrey Robbert, seconded by Adam Rabin, to open
public comment. The motion passed unanimously (6-0) with Maureen Martinez
absent.

Mr. Stillings pointed out to the Board that staff would like to add a clause of
total sign area not to exceed 32 square feet per property.
A motion was made by Jeff Robbert, seconded by Adam Rabin, to recommend
approval of Ordinance No 2022-13 subject to keeping the time frame of 30 days
and changing temporary signs from six (6) square feet to four (4) square feet
and the maximum sign area shall not exceed 32 square feet cap. The motion
passed unanimously (5-1) with Ron Herman dissenting and Maureen Martinez
absent.

the Board.
