CALL TO ORDER Stormi Bivin, Chairperson, opened the meeting at 2:00 p.m. II. PLEDGE OF ALLEGIANCE Pledge of Allegiance was observed. III. ATTENDANCE Members present: Stormi Bivin, Kay Brown, Richard Cosola, Charles Sandell, and Joan Kaplan. Debbie Evans arrived at 2:20 p.m. Members absent: Scott Wortman Staff present: Brian Hopper, Operations Supervisor, Landscape Division; Michelle Diaz, Assistant Recording Secretary; Chris Macfarlane, Public Works IV. APPROVAL OF MINUTES A. T-078 MARCH 7, 2018 TREE BOARD MINTUES Stormi Bivin suggested a change be made to an item under Section VIII. COMMENTS, in the first sentence. She proposed that the wording of “to meeting” be changed to “to meet”. A motion was made by Kay Brown, seconded by Charles Sandell, approving the March 7, 2017 Tree Board Minutes, as amended. The motion was unanimously passed 5-0, with Stormi Bivin, Charles Sandell, Richard Cosola, Joan Kaplan, and Kay Brown in favor; with Debbie Evans and Scott Wortman absent. V. NEW BUSINESS A. T-079 PROPOSED LANDSCAPE MANUAL WORKSHOP Stormi Bivin informed the Tree Board that the Landscape Manual Workshop item has been postponed, and therefore, no discussion would take place on it at this time. As soon as a date is set, the Tree Board will be notified by staff. Village of Wellington Page 1 Tree Board Action Summary April 4, 2018 Brian Hopper stated that David Flinchum spoke to him, saying that if there were any suggestions from Tree Board members for the proposed landscape manual, they are to contact staff via email. VI. STAFF UPDATES A. T-080 RECENT PLANTINGS & STATUS UPDATES Brian Hopper updated the Tree Board on recent plantings and status updates. VII. OLD BUSINESS A. T-081 F.L.O.W.E.R. AWARD NOMINATIONS The three (3) new F.L.O.W.E.R. Award applications were reviewed, discussed and voted on by Tree Board Members that were present. The 1981 & 1985 Canterbury Circle nomination was passed 3-1, with Stormi Bivin, Kay Brown, and Charles Sandell voting in favor; Joan Kaplan opposed; Richard Cosola recused himself; with Debbie Evans and Scott Wortman absent. The 1225 Belmore Terrace nomination was unanimously passed 5-0, with Stormi Bivin, Kay Brown, Charles Sandell, Joan Kaplan, and Richard Cosola voting in favor; with Debbie Evans and Scott Wortman absent. The 1594/1606 The 12th Fairway nomination was not passed 2-3, with Kay Brown and Charles Sandell in favor; Stormi Bivin, Joan Kaplan, and Richard Cosola opposed; with Debbie Evans and Scott Wortman absent. VIII. COMMENTS Richard Cosola spoke in front of Council about the Beautification Grant. They were positive and he thinks it went very well. Jim Barnes is to follow up on the possibility of the program. Discussion on materials being given out at the Tree Board tent at the Earth/Arbor Day Event 2018. Copies of the annual work plan (final) were handed out for reference. Discussion on hat-racking of trees. IX. ADJOURN A motion was made by Richard Cosola, and seconded by Charles Sandell to adjourn at 2:54 p.m. The motion was unanimously passed 6-0, with Stormi Bivin, Debbie Evans, Charles Sandell, Richard Cosola, Joan Kaplan, and Kay Brown in favor; with Scott Wortman absent.
