CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Geraldo Vieira, Minister, Pentecostals of the Palm Beaches, delivered the Invocation. At this time, Paul Schofield, Village Manager, acknowledged Palm Beach County Sheriff's Officers that service the Village of Wellington that were in attendance of the meeting. 4. APPROVAL OF AGENDA Mr. Schofield recommended approval of the Agenda with the following amendments. He requested that Consent Item No. 6C be moved to the Regular Agenda as Item No. 8C and advised that Item No. 9 A was withdrawn. A motion was made by Councilman Napoleone, seconded by Councilman Drahos and unanimously passed (5-0), to approve the agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 16-0193 PRESENTATION TO COUNCIL BY CHIEF DEPUTY PROPERTY APPRAISER DOROTHY JACKS Mr. Schofield presented the item. He introduced Dorothy Jacks. Dorothy Jacks, Chief Deputy Property Appraiser, provided a powerpoint presentation regarding tax evaluation for the Village of Wellington. 6. CONSENT AGENDA Mr. Schofield recommended adoption of the Consent Agenda as amended. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern and unanimously passed (5-0), to approve the agenda as amended. There were no comments on the Consent Agenda. 7. PUBLIC FORUM At this time, the public was provided with the opportunity to speak on non-agenda items. There were no public comments. C. 16-0142 AUTHORIZATION TO AWARD A CONTRACT FOR THE BLUE CYPRESS SUBDIVISION IMPROVEMENTS; AND APPROVAL OF RESOLUTION NO. R2016-52 FOR A BUDGET AMENDMENT TO ALLOCATE THE FUNDS REQUIRED TO COMPLETE THE PROJECT This item was moved from the Consent Agenda to the Regular Agenda as Item 8C. D. 16-0258 AUTHORIZATION TO: 1) AWARD A SOLE SOURCE CONTRACT FOR THE PURCHASE AND DELIVERY OF A ROAD BASE RECONSTRUCTION SOLUTION FOR OUSLEY FARMS ROAD; AND 2) UTILIZE AN EXISTING ANNUAL ASPHALT MILLING AND RESURFACING CONTRACT TO FURNISH AND INSTALL ASPHALT SURFACE COURSE, IF REQUIRED This item was approved on the Consent Agenda. 8. PUBLIC HEARINGS A. 16-0276 ORDINANCE NO. 2016-06 (CORRECTION OF SCRIVENER’S ERROR IN SECTION 2-292 “REMOVAL OF BOARD AND COMMITTEE MEMBERS” AN ORDINANCE OF THE VILLAGE OF WELLINGTON, FLORIDA, AMENDING CHAPTER 2, ARTICLE VI, 2-292 ENTITLED “REMOVAL OF BOARD AND COMMITTEE MEMBERS” TO CLARIFY THE NUMBER OF UNEXCUSED ABSENCES THAT COULD RESULT IN REMOVAL AND TO CORRECT THE LAST SENTENCE OF SUBSECTION (A); PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. There being no public comments, a motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Napoleone, seconded by Councilman Drahos and unanimously passed (5-0), to approve Ordinance No. 2016-06 as presented on second reading. 9. REGULAR AGENDA A. 16-0184 RESOLUTION NO. R2016-41 (APPROVING AND ADOPTING THE FY 2016/2017 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND ADOPTING THE FY 2016/2017 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND A RESIDENTIAL ANTI-DISPLACEMENT AND RELOCATION ASSISTANCE PLAN; AUTHORIZING THE VILLAGE MANAGER TO FORWARD THE FY 2016/2017 ANNUAL ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield presented the item, approving and adopting the FY 2016/2017 Community Development Block Grant (CDBG) Annual Action Plan. Ms. Callovi read the title of the resolution into the record. Ed De La Vega, Purchasing Manager, presented the staff report. Tanya Quickel, Director of Administrative and Financial Services, provided a Village of Wellington Page 4 Village Council Action Summary - Final July 12, 2016 powerpoint presentation on the preliminary proposed FY 2016-2017 budget for the Village of Wellington. There were no public comments. Ms. Callovi read the title of Resolution No. R2016-48 into the record. A motion was made by Councilman Drahos, seconded by Councilman Napoleone and unanimously passed (5-0), to approve Resolution No. R2016-48 as presented. Ms. Callovi read the title of Resolution No. AC2016-49 into the record. A motion was made by Councilman Napoleone, seconded by Councilman Drahos and unanimously passed (5-0), to approve Resolution No. AC2016-49 as presented. Ms. Callovi read the title of Resolution No. R2016-50 into the record. A motion was made by Vice Mayor McGovern, seconded by Councilwoman Siskind and unanimously passed (5-0), to approve Resolution No. R2016-50 as presented. Ms. Callovi read the title of Resolution No. R2016-51 into the record. A motion was made by Councilwoman Siskind, seconded by Councilman Napoleone and unanimously passed (5-0), to approve Resolution No. R2016-51 as presented. 16-0142 AUTHORIZATION TO AWARD A CONTRACT FOR THE BLUE CYPRESS SUBDIVISION IMPROVEMENTS; AND APPROVAL OF RESOLUTION NO. R2016-52 FOR A BUDGET AMENDMENT TO ALLOCATE THE FUNDS REQUIRED TO COMPLETE THE PROJECT Mr. Schofield presented the item. He asked for permission to move funds into the capital account and authorization to negotiate a lower price. There were no public comments. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0) to authorize the Village Manager to transfer the remaining bond funds to the capital account and negotiate to reduce the price of the Blue Cypress Subdivision improvements while still meeting the October 31st deadline. 10. PUBLIC FORUM There were no public comments. A. 16-0281 PALM BEACH POLO PRESENTATION A request was received from Palm Beach Polo to pull this item from the agenda. ATTORNEY'S REPORT Laurie Cohen, Village Attorney, presented a report and spoke on the following: • She thanked her staff for their assistance while she was out of the office. 12. MANAGER'S REPORTS Mr. Schofield presented a report and spoke on the following: • He announced that the next Village Council meeting is August 9th and advised that there was only one meeting in July. • He advised that he will be out of the office on vacation the next two weeks. • He said that the water disinfection process has changed from the combined chlorine treatment to a temporary free chlorine treatment. • He announced that the grand opening for the new Wellington Community Center is on August 6th. 13. COUNCIL REPORTS Councilwoman Siskind presented a report and spoke on the following: • She will not be able to attend the opening of the new community center. • She advised that she attended the National PTA Convention. Vice Mayor McGovern presented a report and spoke on the following: • He commended staff for bringing back the Employee of the Month Recognition Program. He thanked Marisol Pearson for her service. • He thanked staff and the Village residents who attended the Fourth of July celebration. • He thanked the Mayor and Village Manager for working with fire rescue in relocating Station 25 to the Village. • He commented on the sober home issues and the work being done through legislation. • He mentioned his request for staff to look at incorporating family leave in the upcoming budget. • He mentioned the opening of the new community center and urged residents to attend. Councilman Drahos presented a report and spoke on the following: • He thanked staff for planning the Fourth of July celebration. • He commented on the grand opening of the new community center. Councilman Napoleone presented a report and spoke on the following: • He announced a back to school supply drive being held by the Wellington Community Service Department and said that supplies can be donated and dropped of at one of the drop-off locations. Mayor Gerwig presented a report and spoke on the following Village of Wellington Page 6 Village Council Action Summary - Final July 12, 2016 • She commented that she was unable to attend the Fourth of July celebration due to the passing of her mother-in-law. • She announced a Putting Fore Patients fundraiser being held on September 17th at 11:00 a.m. • She asked about getting information to the Metropolitan Planning Organization that she is the representative and that Councilman Napoleone is the alternate designee for the Village of Wellington. • She commented on a meeting she attended with Mr. Schofield and Dr. Robert Avossa. • She commented on complaints being received about the dog park not being regulated. She suggested that staff arrange having a community meeting to obtain public comment. • She commented on firework displays in communities and asked that a public service announcement be distributed. 14.
