CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 pm. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq ., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel R. Callovi, Clerk. 2. PLEDGE OF ALLEGIANCE Council led the Pledge of Allegiance. 3. INVOCATION Kenzie Gordon, The Church of Jesus Christ of Latter-Day Saints, Wellington Ward, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 17-0700 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING PALM BEACH CENTRAL HIGH SCHOOL BRONCO BAND ON WINNING THE 3A STATE CHAMPIONSHIP Mr. Schofield introduced the item. Ms. Callovi read the proclamation. A short video of the Palm Beach Central High School Band was shown. Mr. James Yaques, Director of Bands, thanked the students for all of their hard work and dedication as well as the families for supporting them. He also thanked his Assistant Director, Mr. Lucas Basso, and the Principal of Palm Beach Central High School, Mr. Darren Edgecomb. Council congratulated the members of the band, Mr. Yaques, and Mr. Basso on their extraordinary accomplishments. CONSENT AGENDA A. 17-0403 AUTHORIZATION TO CONTINUE UTILIZING A SOUTHEAST FLORIDA CO-OP CONTRACT FOR THE PURCHASE AND DELIVERY OF WATER METER FITTINGS AND WATER LINE ACCESSORIES This item was approved on consent. B. 17-0623 AUTHORIZATION TO RENEW AN EXISTING CONTRACT WITH SOUTHWEST ENGINEERS FOR SUPPLY AND DELIVERY OF LIQUID DISPERSION POLYMER This item was approved on consent. C. 17-0666 AUTHORIZATION TO AWARD A CONTRACT FOR STRIBLING WAY AND FAIRLANE FARMS ROAD LANDSCAPE AND IRRIGATION IMPROVEMENTS This item was approved on consent. D. 17-0797 AUTHORIZATION TO UTILIZE STATE OF FLORIDA AND GENERAL SERVICES ADMINISTRATION CONTRACTS FOR THE PURCHASE AND DELIVERY OF HEAVY EQUIPMENT This item was approved on consent. E. 17-0781 AUTHORIZATION TO APPOINT AN ALTERNATE SELECTION COMMITTEE FOR THE ENTERPRISE RESOURCE PLANNING (ERP) REQUEST FOR PROPOSAL (RFP) SOLICITATION This item was approved on consent. F. 17-0806 RESOLUTION NO. R2017-02 (WELLINGTON GREEN MUPD “F” VACATION / ABANDONMENT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL, VACATING A PORTION OF THE 12 FOOT WIDE WATER AND SEWER EASEMENT, TOTALING APPROXIMATELY 2,253 SQUARE FEET, LOCATED WITHIN WELLINGTON GREEN MUPD “F”; AND PROVIDING AN EFFECTIVE DATE. This item was approved on consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Vice Village of Wellington Page 2 Village Council Action Summary - Final January 10, 2017 Mayor McGovern, and unanimously passed (5-0), to approve the Consent Agenda as presented. Mr. Schofield indicated no comment cards were received from the public. At this time, Council sang Happy Birthday to Mr. Bob Basehart. 7. PUBLIC HEARINGS A. 17-0807 RESOLUTION NO. NO. R2016-71 (BINKS COMMERCIAL CENTER LOT 9 CONDITIONAL USE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL, APPROVING A CONDITIONAL USE (PETITION NUMBER 16 – 87 / 2016 – 34 CU 1) FOR CERTAIN PROPERTY KNOWN AS LOT 9 OF THE BINKS COMMERCIAL CENTER; CONSISTING OF APPROXIMATELY 0.73 ACRE, MORE OR LESS, LOCATED IN THE SOUTHEAST CORNER OF BINKS FOREST DRIVE AND BENT CREEK ROAD ON PROFESSIONAL WAY, AS MORE SPECIFICALLY DESCRIBED HEREIN; TO ALLOW A 3,600 SQUARE FOOT VETERINARY CLINIC IN A PLANNED UNIT DEVELOPMENT ZONING DISTRICT SUBJECT TO CONDITIONS OF APPROVAL; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Councilman Napoleone recused himself from discussing this item, because his firm represents Wantman Group, who would be the engineer on this project if approved. Ms. Cohen indicated this hearing was quasi-judicial and swore in those individuals who would be giving testimony. Council disclosed their ex parte communications. Staff presented the item and responded to Council's questions as well as to some questions posed by the applicant. Mr. Vince Weber spoke during the public hearing, as he was concerned about the veterinary office receiving deliveries via tractor trailers. A motion was made by Vice Mayor McGovern, seconded by Councilman Drahos, and unanimously passed (4-0) to approve Resolution No. 2016-71 with the additional caveat that the administrative amendment for the master plan amendment and the abandonment of the limited access easement could be done by staff. At this point, Councilman Napoleone returned to the Council Chambers. Village of Wellington Page 3 Village Council Action Summary - Final January 10, 2017 8. REGULAR AGENDA There were no regular agenda items. 9. PUBLIC FORUM 1. Vince Weber, 2146 Wingate Bend, Wellington. Mr. Weber asked if the Village had any formal personnel practices with regard to hiring, acquisition or bidding processes. Mr. Schofield indicated a formalized personnel manual as well as a formalized purchasing manual were available online. He said staff would be happy to sit and review them with him at any time. He also indicated Ms. Quickel was in the back of the room and would speak with him. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: · Ms. Cohen reported that the Village just received an order granting its motion for temporary injunction against Palm Beach Polo, so the weekly soccer games should come to an end unless Palm Beach Polo applies for and obtains a special use permit. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: · The next regular Council Meeting will be held on Tuesday, January 24th, at 7:00 PM here in the Council Chambers along with the Annual Landowners Meeting of the Acme Improvement District, which will immediately follow the Council Meeting. · Village offices will be closed on Monday, January 16th, in observance of Martin Luther King, Jr., Day. · Village Park will again host the American Youth Soccer Organization (AYSO) State Games on Friday, January 13th, through Monday, January 16th. · The Kids Cancer Foundation along with Keller Williams Wellington will hold the “Serve Up The Love” event at the Wellington Tennis Center at 5:00 PM on Friday, January 20th. Mayor Gerwig stated the Village has had a day of service for Martin Luther King, Jr. Day in the past and asked if they were doing that again this year . Mr. Schofield said he would get the answer for her first thing in the morning . Mayor Gerwig stated they will put it on the website if they find they are offering it. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: · He wished everyone a Happy New Year! COUNCILMAN DRAHOS: Councilman Drahos had no report. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: · He also wished everyone a Happy New Year! · He reminded residents about the Father/Daughter Dance on February 4th. Mayor Gerwig thanked Dr. Simon, a local orthodontist, for sponsoring this event every year. · Vice Mayor McGovern asked when Council would hear the second reading for Winding Trails. Mr. Schofield believed it would be the second meeting in February. · Vice Mayor McGovern inquired about the recent submittals by Wellington Equestrian Partners. Mr. Schofield indicated this information was currently on the website. He said he hoped to have synopses to Council sometime tomorrow and those would be placed on the website as well. Mr. Schofiled also provided an overview of the application process for these submittals. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: · She hoped everyone would come out for the Great Charity Challenge on February 4th. · She wished everyone a Happy New Year! MAYOR GERWIG: Mayor Gerwig presented the following report: · She publicly acknowledge the passing of Len Schaffel, a local senior citizen and tennis player. · She encouraged everyone to see the Screaming Orphans at the Amphitheater on January 21st. · She mentioned she had Jury Duty at the end of January. · She acknowledged National Law Enforcement Appreciation Day and the officers in attendance. · She reminded everyone that the South Florida Fair opens on January 13th and to avoid Southern Blvd when driving. However, she hoped everyone would get out and enjoy the fair. · She indicated some residents are interested in a start-up program for businesses. She stated interested Council members could speak with Mr. Schofield as he would be setting up some meetings. Councilman Drahos announced that the Young Professionals will be holding a competition, Accelerate Wellington, at the end of the month. He explained applicants will pitch their business ideas, and the winner will get $10,000 to use towards their startup. He said more information is available at ypwellington.com. She thought it was a good process and hoped it would help them all work better together. 13. ADJOURNMENT There being no further business to come before the Village Council, the meeting was adjourned.
