CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 pm. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq ., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel R. Callovi, Clerk. 2. PLEDGE OF ALLEGIANCE Pack 125 led the Pledge of Allegiance. 3. INVOCATION Geraldo Vieira, Minister, Pentecostals of the Palm Beaches, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda with the following amendment: 1. Postpone Regular item 8B, Appointment of Canvassing Board Member and an Alternate, to the February 28, 2017, Council Meeting to allow more time for interested residents to submit their names. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 17-0905 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA DESIGNATING MARCH 12TH THROUGH MARCH 18th, 2017 AS “WELLINGTON GARDEN WEEK” IN THE VILLAGE OF WELLINGTON” Mr. Schofield introduced the item. Ms. Callovi read the proclamation. Members of the Wellington Garden Club thanked Council for the proclamation recognizing Garden Week, March 12th through March 18th, in the Village of Wellington. They also encouraged everyone to attend their event on Sunday, March 12th, near the Amphitheater from 11:00 a.m. to 5:00 p.m. B. 17-0902 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, Village of Wellington Page 1 Village Council Action Summary - Final February 14, 2017 FLORIDA DESIGNATING THE MONTH OF FEBRUARY, 2017 AS “211 AWARENESS MONTH” IN THE VILLAGE OF WELLINGTON Mr. Schofield introduced the item. Randee Gabriel of the 211 Helpline spoke about the resources the program provides to the residents of Wellington and Palm Beach County. Ms. Callovi read the proclamation. Council presented the Proclamation to Ms. Gabriel who accepted it on behalf of 211 Helpline. 6. CONSENT AGENDA A. 17-0889 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF JANUARY 24, 2017 AND THE ACME IMPROVEMENT DISTRICT ANNUAL LANDOWNERS MEETING OF JANUARY 24, 2017 This item was approved on consent. B. 17-0608 AUTHORIZATION TO CONTINUE UTILIZING A CITY OF BAYTOWN, TEXAS CONTRACT AS A BASIS FOR PRICING FOR UTILITY BILL PRINTING AND MAILING SERVICES This item was approved on consent. C. 17-0885 AUTHORIZATION TO UTILIZE AN EXISTING CONTRACT FOR THE FOREST HILL BOULEVARD CONFLICT STRUCTURE PROJECT This item was approved on consent. D. 17-0745 RESOLUTION NO. R2017-06 (DROWNING PREVENTION COALITION “BUCKS” CERTIFICATE PROGRAM) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND CLERK TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE DROWNING Village of Wellington Page 2 Village Council Action Summary - Final February 14, 2017 PREVENTION COALITION OF PALM BEACH COUNTY TO PROVIDE FOR VOUCHERS FOR FREE SWIMMING LESSONS UNDER THE “BUCK” PROGRAM FOR FISCAL YEAR 2016-2017; AND PROVIDING AN EFFECTIVE DATE. This item was approved on consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. He also indicated no comment cards were received from the public. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended. At this time, Mario DeArmas, Committee Chair for Pack 125 in Wellington, introduced himself as well as Blake Levy, Cub Master. He stated their Charter was based out of St. Peters United Methodist Church in Wellington . He invited the Mayor and Council to attend their Pinewood Derby on Saturday, March 4th. The boy scouts provided car kits to Mayor Gerwig, Battalion Chief Kimberly Hude with Palm Beach County Fire Rescue and Captain Rolando Silva with the Palm Beach County Sheriff’s Office. 7. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA A. 17-0908 RESOLUTION NO. R2017-08 (REQUIREMENTS AND DUTIES OF APPOINTED CANVASSING BOARD MEMBER AND ALTERNATE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING REQUIREMENTS AND OUTLINING DUTIES FOR AN APPOINTED CANVASSING BOARD MEMBER AND AN ALTERNATE IN COMPLIANCE WITH THE CHARTER; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Callovi read the resolution by title. Ms. Cohen explained Wellington’s Charter was amended after the last election and now requires that a community member and an alternate be selected a year in advance of any election to prevent having an even number of Canvassing Board members. She stated this resolution is intended to establish the eligibility requirements for and layout the duties of the Canvassing Board member. Ms. Cohen responded to Council's questions. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve Village of Wellington Page 3 Village Council Action Summary - Final February 14, 2017 Resolution No. R2017-08 (Requirements and Duties of Appointed Canvassing Board Member and Alternate) as presented. B. 17-0909 APPOINTMENT OF CANVASSING BOARD MEMBER AND AN ALTERNATE This item was postponed until the February 28, 2017, Council Meeting. 9. PUBLIC FORUM Mr. Schofield indicated public comment cards were received. 1. Louis Scott, 12604 White Coral Drive, Wellington. Mr. Scott spoke about the PACE (Property Assessed Clean Energy) program and how it could benefit the residents and Wellington. He stated this program could help create a cleaner community as well as create jobs at no cost and no liability to the Village. Mayor Gerwig thanked Mr. Scott for his presentation. She indicated she has seen other presentations on the PACE program and Council has been talking to staff about it. 2. Bernard Scott, 12604 White Coral Drive, Wellington. Mr. Scott, son of Louis Scott, explained the idea of the PACE program is to bring contractors into Wellington and keep them and their money here, before the program is adopted in Palm Beach County in a few weeks. He thanked Council for their time. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen indicated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: · The next regular Council Meeting will be held on Tuesday, February 28th, at 7:00 PM here in the Council Chambers. · He indicated Passover starts on Monday, April 10th, so staff is suggesting that the Council Meeting scheduled on that day be held on Wednesday, April 12th. Council agreed to meet on Wednesday, April 12th. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: · Regarding Relay for Life, she stated her team has started their fundraising efforts, which is “Raise Your Glass to End the Fight Against Cancer.” She stated for every donation of $50.00 or more, Village of Wellington Page 4 Village Council Action Summary - Final February 14, 2017 she will make two hand decorated wine glasses. · She mentioned their trip to Washington, D.C., was really good, as they got a lot accomplished. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: · Regarding the raid by the Sober Homes Task Force in the Greenview Shores neighborhood, he suggested posting the joint statement from the Department of Housing and Urban Development prominently on the Village website. Mr. Schofield stated that information could be posted to the website. He noted the sober homes are exempt from Village permitting, as they qualify for an accommodation under federal guidelines that supersede Village guidelines. · He reminded everyone that the last three days of the Tribute Music and Food Truck Festival will be this Thursday, Friday and Saturday. · He said the Colorfest 5K, in association with the Wellington Chamber of Commerce and the Village Parks & Recreation Department, is this Sunday at Village Park at 8:00 AM. · He wished everyone a Happy Valentine’s Day. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: · He wished everyone a Happy Valentine’s Day. He hoped everyone was going to dinner in Wellington to support their Wellington businesses. COUNCILMAN NAPOLEONE: Councilman Napoleone stated he had no report. MAYOR GERWIG: Mayor Gerwig presented the following report: · She indicated the items Council members are offering for the Relay for Life donations are not available to anyone who has anything before the Council, or any vendors, lobbyists, family members of those, principals of lobbyists. She said if they needed the exact verbiage, they could contact the Village Attorney. · She stated she took a cake to a friend of someone who made a donation, and the friend also made a donation to the American Cancer Society. She explained Relay for Life is for the American Cancer Society, and the Village is competing against other communities. She stated they will all come together on March 11th at the fairgrounds. · She wished everyone a Happy Valentine’s Day. 13. ADJOURNMENT NOTICE Village of Wellington Page 5
