CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 pm. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Esq ., Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Clerk. 2. PLEDGE OF ALLEGIANCE Council led the Pledge of Allegiance. 3. INVOCATION Deacon Al Payne, St. Therese de Lisieux Catholic Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda. 5. PRESENTATIONS AND PROCLAMATIONS Mr. Schofield indicated there were no presentations or proclamations. 6. CONSENT AGENDA Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. He also stated no comment cards were received from the public on the Consent Agenda. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as presented. Village of Wellington Page 2 Village Council Action Summary - Final April 12, 2017 I. 17-1033 AUTHORIZATION TO UTILIZE EXISTING CONTRACTS FOR THE 12TH FAIRWAY AND PINEWOOD EAST DRAINAGE SYSTEM PROJECTS This item was approved on consent. At this time, the public was given the opportunity to speak on non -agendaed items. Mr. William B. Flak spoke regarding sober homes and asked Council to consider the discussion of sober homes and maybe come up with a policy regarding same. 7. PUBLIC HEARINGS Mr. Schofield indicated there were no Public Hearings. 8. REGULAR AGENDA A. 17-1030 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE ENGINEERING SERVICES FOR THE C-23 CANAL IMPROVEMENTS AND PIERSON ROAD/SOUTH SHORE BOULEVARD INTERSECTION MASTER PLAN DEVELOPMENT Mr. Schofield introduced the agenda item. At this time, Mayor Gerwig announced that she would be recusing herself from this agenda item. She explained that her business has other contracts with Mock Roos outside of this project, although they have nothing to do with this project. Mayor Gerwig then left the Council Chambers. Mr. Tom Lundeen, Village Engineer, presented this item. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0) approving File Number 17-1030: Authorization to approve a task order to Mock, Roos & Associates, Inc. to provide engineering services for the C-23 Canal Improvements and Pierson Road/South Shore Boulevard Intersection Master Plan Development at a cost of $49,871.00. Mayor Gerwig had recused herself from this item. Village of Wellington Page 3 Village Council Action Summary - Final April 12, 2017 B. 17-1058 DISCUSSION OF THE VILLAGE ATTORNEY’S EMPLOYMENT AGREEMENT At this point, Mayor Gerwig re-joined the meeting. Mr. Schofield introduced the item. At this time, Mr. William Flak, a member of the public, spoke regarding Ms . Cohen and asked the Village Council to move forward and retain her. Councilman Drahos provided an update and stated that he and Ms. Cohen had continued the negotiations. Councilman Drahos stated that the contract that he was recommending and Ms. Cohen's counteroffer were both before the Council tonight. Ms. Cohen responded to Council's questions. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0) approving the extension of the Village Attorney's current contract for two years. 9. PUBLIC FORUM There were no public comments for the Public Forum. 10. ATTORNEY'S REPORT Ms. Cohen indicated she had no report. 11. MANAGER'S REPORTS Mr. Schofield stated the next regular Council Meeting will be held on April 25, 2017 at 7:00 p.m. in the Council Chambers. He reported that residents will receive notices in their bill regarding the reintroduction of flouride, and information is on the website and on social media. The flouride reintroduction date is May 15, 2017. Also, Mr. Schofield stated Wellington's Annual Egg Hunt will be held on the Village Park softball fields on Saturday, April 15, 2017 and will begin at 10:00 a.m. The Great American Clean Up will be held on Saturday, April 15, 2017 from 10:00 a.m. to 12:00 p.m. and volunteers should meet at Tiger Shark Cove Park. Village of Wellington Page 4 Village Council Action Summary - Final April 12, 2017 12. COUNCIL REPORTS Councilman Napoleone indicated he had no report. Councilman Drahos indicated he had no report. Vice Mayor McGovern stated he hopes to see as many people as possible at the Egg Hunt and the Great American Clean Up. He congratulated the Wellington Chamber of Commerce on a great Flavors Event and stated the carnival at New Horizons Elementary was very well attended and alot of fun. In addition, Vice Mayor McGovern stated that the Planning, Zoning and Adjustment Board (PZAB) Meeting will be held tomorrow night (April 13, 2017) in the Chambers and encouraged residents to educate themselves on the information and to be present and be heard. He stated he is very glad Ms. Cohen is staying on as the Village Attorney for another two years. Councilwoman Siskind stated she hopes that everyone that celebrated had a happy Passover and wished everyone a Happy Easter. Mayor Gerwig stated she will be going out of town next weekend for MPO training in Orlando. She stated Wellington has an appointment for the MPO Citizens Advisory Council that has never been filled. She stated she would like to nominate Bill Klein and would like for the Council to discuss this. She also stated that there will be a shade of blue in the Clock Tower recognizing Autism Month. Mayor Gerwig stated she met with several residents from Pine Tree and that she has received administrative transmittals regarding Pine Tree. She stated the residents are concerned and would like to know if they can piggyback off of the Village's contracts. Mr. Schofield stated he will provide an update regarding Pine Tree at the next Agenda Review Meeting and will speak with Council individually. Mayor Gerwig stated the Pine Tree residents are appreciative of the relationship with staff, Ms. Tanya Quickel and her experience and depth of knowledge, and Ms. Cohen. Mayor Gerwig stated she hopes everyone had a happy Passover. Vice Mayor McGovern wished everyone a Happy Easter. 13.
