CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. McGovern, Vice Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Mr. Mark Martinez, Church of Jesus Christ of Latter-day Saints, Wellington Ward, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. Mr. Schofield stated no comment cards were received from the Public. 5. PRESENTATIONS AND PROCLAMATIONS Village of Wellington Page 1 Village Council Action Summary - Final September 26, 2017 A. 17-1398 PRESENTATION OF 2017 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Schofield presented this item. Ms. Paulette Edwards, Community Services Director, gave brief comments and acknowledged Mr. Ron Herman, Vice Chair of the Public Safety Committee, who was in attendance and helped to select the Top Cop and Top Firefighter. Captain Rolando Silva provided background information about Deputy Sheriff Sandra Horne, who was selected as the 2017 Wellington Top Cop, regarding the time she spends in the community and with the elderly. Council gave brief comments and congratulated Ms. Horne. Ms. Horne thanked everyone for the award. The presentation for the 2017 Wellington Top Firefighter award was moved to the October 10, 2017 Regular Village Council Meeting. B. 17-1496 PRESENTATION OF FLORIDA GREEN BUILDING COALITION (FGBC) LOCAL GOVERNMENT GOLD CERTIFICATION AWARD Mr. Schofield introducted the item. Mr. Barnes provided information regarding the process. C.J. Davilla, Executive Director of the Florida Green Building Coalition (FGBC), highlighted certain points of the application process and presented the award. Mr. Barnes acknowledged planner Branden Miller, who is the Village's Employee of the Month for September 2017, for his role in the application process. Council stated how proud they were and thanked the FGBC for the award. 6. B. 17-1242 AUTHORIZATION TO UTILIZE A SOUTHEAST FLORIDA COOPERATIVE CONTRACT FOR THE PURCHASE AND DELIVERY OF QUICKLIME This item was approved on consent. C. 17-1243 AUTHORIZATION TO CONTINUE UTILIZING A SOUTHEAST FLORIDA CO-OP CONTRACT FOR THE PURCHASE AND DELIVERY OF WATER METER FITTINGS AND WATER LINE ACCESSORIES This item was approved on consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as presented. PUBLIC HEARINGS Village of Wellington Page 3 Village Council Action Summary - Final September 26, 2017 A. 17-1536 SECOND PUBLIC HEARING TO ADOPT THE FY 2017/2018 MILLAGE RATE AND ANNUAL BUDGET FOR WELLINGTON I. RESOLUTION NO. R2017-50 (MILLAGE RATE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING THE TAX LEVY AND MILLAGE RATE FOR WELLINGTON FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2017, AND ENDING SEPTEMBER 30, 2018; AND PROVIDING AN EFFECTIVE DATE. II. RESOLUTION NO. R2017-51 (WELLINGTON BUDGET) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING A BUDGET FOR THE VILLAGE OF WELLINGTON FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2017, AND ENDING SEPTEMBER 30, 2018; AND PROVIDING AN EFFECTIVE DATE. There was Council discussion regarding the budget. Public Hearing A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to open the Public Hearings. There being no public comments, a motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to close the Public Hearings. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve Resolution R2017-50 (Millage Rate). Public Comment: Janna Lhota, Holland & Knight, spoke on behalf of her client regarding the Development Review Committee (DRC) being changed to one person who will conduct the reviews and the public particpation throughout the process. There being no further public comments, a motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to close the Public Hearing. Captain Rolando Silva and Deputy Scott Poritz provided comments. A motion was made by Councilwoman Siskind, seconded by Councilman Drahos, and unanimously passed (5-0) to approve Resolution No. R2017-49 (Urging Legislation Making Texting While Driving a Primary Offense). 9. PUBLIC FORUM 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: She stated the Palm Beach Polo and Polo West Applications information is in the Spotlight on the website but suggested the name should be changed to make it clear that they are both there. She stated the settlement documents have been signed by the Village regarding the FMIT (Florida Municipal Insurance Trust) case. Village of Wellington Page 7 Village Council Action Summary - Final September 26, 2017 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, October 10, 2017, at 7:00 p.m. in the Council Chambers. He discussed the rescheduling of the Agenda Review meeting. Council decided to have the Agenda Review Meeting at 1:30 p.m. on October 6, 2017. He also asked Mr. Barnes to provide a Hurricane Irma Recovery/Debris Collection Schedule update. He asked Mr. Basehart to provided an update on the Palm Beach Polo Applications process and scheduling. Village of Wellington Page 8 Village Council Action Summary - Final September 26, 2017 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated it was great having Palm Beach Central High School here and it was great to see so many students interested in government. Mayor Gerwig and Councilwoman Siskind commented and stated the new format is very good. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern stated he has made appointments to the Architectural Review Board (Ryan Mishkin) and Tree Board (Scott Wortman) and will make an appointment to the Equestrian Preserve Committee prior to the next meeting. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated Ryan Mishkin is a good choice and he is glad to see he is getting increasingly more involved. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he attended the Palm Beach County Metropolitan Planning Organization (MPO) meeting as the alternate and stated they discussed the SR 80 Corridor Action plan from US 27 to Congress and provided a brief overview. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she would like for the Village to recognize the board and committee members. Mr. Schofield stated in the past a reception was held for board and committee members with the Council and Senior Management in attendance. The Council agreed to having a reception for the board and committee members. Village of Wellington Page 9 Village Council Action Summary - Final September 26, 2017 Mayor Gerwig also stated that the Florida League of Cities is requesting stories from municipalities regarding Home Rule. Mr. Schofield stated staff will put something together. Mayor Gerwig spoke regarding the bus route near the old Wellington Mall, specifically in front of Boston Market. She stated the driver is parking the bus and blocking a lane. Mr. Schofield stated he and Mr. Barnes will speak with Palm Tran. 13.
