CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John T. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Boy Scout Troop #125 led the Pledge of Allegiance. 3. INVOCATION Mr. Gerald Viera, The Pentecostals of the Palm Beaches (Wellington Branch), delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended: 1) Withdraw Consent Item 6C, Authorization to Award a Contract for the Patriot Memorial Trellis Structural Repairs. 2) Move the Hurricane Debris Update; Item 6D, Ratification of Expenditures for Emergency Debris Pickup and Disposal; and add Item #17-1646, Authorization to Award Emergency Contracts for Debris Removal, all to 5B under Presentations and Proclamations. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS Village of Wellington Page 1 Village Council Action Summary - Final October 10, 2017 A. 17-1244 FISCAL YEAR 2018 KEELY SPINELLI GRANT AWARDS Mr. Schofield introduced the item. Ms. Paulette Edwards, Community Services Director, stated, as part of the FY 2018 budget, the Village Council once again approved funding for the Keely Spinelli Grant. She said this year’s budget includes a total of $297,000 with $27,000 for each of the eleven public schools serving Wellington residents. In addition, Ms. Edwards indicated that over 2,700 area students will receive much needed math and reading support. John Webber, Education Committee Chair, gave brief comments. Dr. David Christiansen, Palm Beach County School District Deputy Superintendent, stated he brought greetings from Superintendent, Dr. Robert Avossa, and recognized Ms. Marcia Andrews, Board Member, Ed Tierney, Secondary Instructional Superintendent, and Vivian Green, Instructional Superintendent, who were all present. He also recognized the principals of the Wellington schools and thanked the Village for their partnership in making a difference in the lives of the children who live in the Village. Council distributed the grant checks to the school principals. Council reiterated their committment to investing in education and in the children attending Wellington schools. HURRICANE DEBRIS UPDATE, RATIFICATION OF EXPENDITURES FOR EMERGENCY DEBRIS PICKUP AND DISPOSAL AND AUTHORIZATION TO AWARD EMERGENCY CONTRACTS FOR DEBRIS REMOVAL (#17-1646) Mr. Barnes reviewed the status of debris collection and discussed the items related to debris removal and pickup. Mr. Barnes and Mr. Ed De La Vega, Purchasing Director, responded to Council's questions. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Ratification of Expenditures for Emergency Debris Pickup and Disposal (#17-1575) not to exceed $2.3 million to Tag Grinding Services, Inc. A motion was made by Councilwoman Siskind, seconded by Councilman Drahos, and unanimously passed (5-0), to Authorize the Award of Emergency Contracts for Debris Removal (#17-1646) to Aquarius Recycling, LLC and Murray Logan Construction, Inc. 6. CONSENT AGENDA A. 17-1581 MINUTES OF THE REGULAR WELLINGTON VILLAGE COUNCIL MEETING OF SEPTEMBER 12, 2017 This item was approved on Consent. B. 17-1231 AUTHORIZATION TO ENTER INTO A SOLE SOURCE AGREEMENT FOR DIGITAL COMPREHENSIVE COMMUNICATION ARCHIVING SERVICES This item was approved on Consent. This item was approved on Consent. Mr. Schofield stated staff recommended adoption of the Consent Agenda as amended. There was Council discussion of the item. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to open the Public Hearing. There being no public comments, a motion was made by Vice Mayor McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve Resolution No. 2017-44 (Wellington Elder Care 2 Conditional Use). PUBLIC FORUM Mr. Schofield indicated one comment card was received from the public. 1. Richard Sybul, 1726 Farmington Circle, Wellington. Mr. Sybul spoke regarding water usage and asked why the Village is paying to add flouride to potable water. He suggested that the Village provide flouride toothpaste to residents and then the flouride will not have to be added to the water. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Order of Dismissal has been received by the Village regarding the FMIT (Florida Municipal Insurance Trust) case. She stated she is expecting a full reimbursement of the bills that the Village has been holding. She commented regarding the summary judgement in favor of the Village for the code enforcement case. She stated she is waiting for the final judgement. Ms. Cohen stated she will be away at a conference from October 14-18, 2017 and Aaron Dunlap and Maria Pisz will be available if the Council needs anything. She stated this month's Code Enforcement hearing is cancelled due to Code staff being reassigned to debris monitoring. Village of Wellington Page 7 Village Council Action Summary - Final October 10, 2017 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, October 24, 2017, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated the Sports Commission has requested to use the Village's sound stage during the field hockey festival and it is staff's recommendation that the use be approved at the standard non -profit rates. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated it was great having the Cub Scouts here and reminded everyone about Civics 101 with Palm Beach Central High School at 5:30 p.m. on October 17, 2017. She also commented that Civics 101 with Wellington High School will be held on November 14, 2017. Councilwoman Siskind stated she is glad to see so many young people getting involved with local government. Councilwoman Siskind stated she rode her bike to the Green Market and it was a great opening day. VICE MAYOR MCGOVERN: Vice Mayor McGovern presented the following report: Vice Mayor McGovern stated he attended the Equestrian Preserve Committee meeting last week and he introduced his appointment to that committee, Kathleen Gannon-Ledsome, who was in attendance and participated in the meeting. He reminded everyone that the Planning, Zoning and Adjustment Board meeting will be held tomorrow night at 7:00 p.m. in the Council Chambers and referenced the items that will be on the agenda. He stated he hoped everyone will attend the Fall Festival on October 21, 2017. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he would like to acknowledge and thank the many residents who have written letters and emails to him concerning the Palm Beach Polo and Polo West issues. He stated it is his policy not to engage publicly on issues that will be coming before Council particularly when they are quasi judicial proceedings. Councilman Drahos stated he has read each of the letters and emails. He asked the Village Attorney if the applicant has pending code violations and if so, why are the applications being allowed to proceed. Ms. Cohen responded to questions from Council. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Village of Wellington Page 9 Village Council Action Summary - Final October 10, 2017 Councilman Napoleone stated everyone has covered what he wanted to cover and he will let the Mayor discuss the book. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she will miss the actual reading of the book, Quackers, and stated she was glad to attend the luncheon but will be out of town for the reading. Mayor Gerwig stated Eagle Arts Academy is attempting to meet a need in the community and stated some Puerto Rican students and teachers will come to finish their academic year there. Mayor Gerwig asked where the Village is with being a drop off point for Puerto Rican Relief efforts. Mr. Barnes provided an update. Mayor Gerwig stated she will be out of town for the Fall Festival and commented on City Government Week and the packet regarding the same from the Florida League of Cities. Councilwoman Siskind stated the Dental Building for Palm Beach State College passed 5-0 for the Loxahatchee Campus. 13.
