CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Mayor; Michael Drahos, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Mr. Gerald Viera, The Pentecostals of the Palm Beaches (Wellington Branch), delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Vice Mayor McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. APPOINTMENT OF VICE MAYOR A. 17-1364 APPOINTMENT OF VICE MAYOR Mr. Schofield introduced the item. He indicated that Council is required by the Village Charter to appoint a Vice Mayor once a year. A motion was made by Councilman Napoleone, seconded by Vice Mayor McGovern, and unanimously passed (5-0), to appoint Councilman Michael Drahos as Vice Mayor for one year; with the caveat that Councilman Napoleone serve as the Vice Mayor next year. 6. Ms. Nubin read the proclamation. Hosanna Kropp extended her thanks for the recognition. Council each gave comments and presented the proclamation to Hosanna Kropp. B. 18-2003 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING VILLAGE ENGINEER, THOMAS J. LUNDEEN, P.E., FOR HIS SELECTION AND AWARD AS THE 2018 FRANK J. GARGIULO GOVERNMENT ENGINEER OF THE YEAR BY THE PALM BEACH BRANCH OF THE AMERICAN SOCIETY OF CIVIL ENGINEERS (ASCE) Mr. Schofield introduced the item. Ms. Nubin read the proclamation. Mr. Lundeen extended his thanks for the recognition. Council each expressed their appreciation and presented the proclamation to Mr. Lundeen. 7. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. Mr. Schofield indicated there were no comment cards received for the Consent Agenda. B. 18-1979 AUTHORIZATION TO UTILIZE AN EXISTING CONTRACT FOR THE FOREST HILL BOULEVARD CONFLICT STRUCTURE PROJECT Village of Wellington Page 2 Village Council Action Summary - Final April 10, 2018 This item approved on Consent. C. 18-1989 AUTHORIZATION TO UTILIZE A CITY OF PALM BAY CONTRACT WITH TAYLOR SUPPLY, LLC, AS A BASIS FOR PRICING, FOR THE PURCHASE AND DELIVERY OF DUGOUTS FOR VILLAGE PARK This item approved on Consent. 8. PUBLIC HEARINGS There were no Public Hearings. 9. REGULAR AGENDA There were no Regular Agenda items. 10. PUBLIC FORUM There were no comment cards received for Public Forum. 11. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the hearing on the temporary injunction regarding the soccer events that are continuing on the Palm Beach Polo property is scheduled for tomorrow morning. Ms. Cohen stated the Village has mediation in the FMIT matters on Friday and Councilman Napoleone will be attending that with her. Ms. Cohen stated that anything that is agreed to will be presented to Council at a shade session. Ms. Cohen stated that she will be away at a International Municipal Lawyers Association conference in Washington, D.C. from April 19-22, 2018. 12. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, April 24, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated the last of the Lakeside Family Fun Days will be held on Saturday, April 14, 2018 beginning at 8:00 a.m. lasting through 1:00 p.m. Village of Wellington Page 3 Village Council Action Summary - Final April 10, 2018 13. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated the FLAVORS event is coming up this weekend. Councilman Napoleone stated the Egg Hunt was a great event. Councilman Napoleone stated that the Earth and Arbor Day events are coming up in two weeks. Councilman Napoleone congratulated Vice Mayor Drahos. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos stated he had no report tonight. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern said that they have reached that point in time after the election for Council to appoint/reappoint members to the Village's boards and committees. He said that the current members have been told that it is time for them to apply for reappointment if they wish to serve. He stated that it is also the time for members of the community who may want to serve on any of the various boards and committees to apply if they desire to do so as that will be happening in the next 45 days or so. He said that there is some important work that is done in their committees, and they are always looking for more and good people to serve on them. Councilman McGovern stated he hopes to see everyone at the FLAVORS event, New Horizons School Carnival on Saturday evening and at the Lakeside event this weekend. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated the Wellington Garden Club will be having a Flower show at the Mall this Saturday from 10:00 a.m. to 4:00 p.m. The event will also be held on Sunday. Village of Wellington Page 4 Village Council Action Summary - Final April 10, 2018 Councilman Siskind congratulated Vice Mayor Drahos and also congratulated Councilman Napoleone on being the future Vice Mayor. Councilwoman Siskind stated she attended the law enforcement softball tournament this past weekend which was a great event. She thanked the Village's Parks and Recreation staff for having the fields ready for that event. Councilman McGovern concurred and stated that the softball tournament was a great event. He said the event brought in members of the Fraternal Order of the Police (FOP) from around the country. Councilman McGovern said that there were about 16 or 17 teams that came from about ten different states that competed here. He stated the first class nature of the Parks and Recreation Department and the fields were praised. Vice Mayor Drahos added that he hopes the Village will continue to host the tournament into the future. He said that you could tell the closeness of the officers which speaks volumes to that industry and how they take care of each other which he thought was touching. Mayor Gerwig added that Jim Sackett's softball tournament was also coming up soon. She said that she would try to get to that opening although she had missed the Saturday event and thanked Council for being there. Council spoke about the competitive nature of the law enforcement softball tournament. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she looked forward to being a celebrity judge at the FLAVORS event on Friday night. Mayor Gerwig stated she has received concerns from residents about growth in the canals. She said that the Village had started to work on clearing some areas of concern. She inquired as to where the Village is with this. In response, Mr. Schofield said that all of the clearing from the hurricane was completed. He said that if there is something out there, it is things that are growing on their own. She asked the Mayor to provide him with the areas referenced by the residents and he will have staff take a look at it. He explained the Village no longer removes things from canal banks unless it is something that is threatening one of the Village's structures or Village of Wellington Page 5 Village Council Action Summary - Final April 10, 2018 is ready to fall into the canal, Mayor Gerwig said that there have been a couple of areas that have been brought to her attention, so she will let Mr. Schofield know about the locations. She said that the concern was about overgrowth that hasn't been property maintained that could be a problem. Mayor Gerwig said that she wanted to be sure they take care of their waterways. 14.
