CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Rabbi Emeritus Stephen Pinsky, Temple Beth Torah, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-1975 PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY17 ANNUAL REPORT PRESENTATION Mr. Schofield introduced the item. Captain Rolando Silva presented the FY 2017 Annual Report for Wellington District 8 of the Palm Beach County Sheriff’s Office. Council gave comments and asked various questions in regards to the report. Council extended their thanks to Captain Silva and his staff. Village of Wellington Page 1 Village Council Action Summary - Final April 24, 2018 B. 18-2004 FLORIDA GREEN BUILDING COALITION CERTIFIED GREEN LOCAL GOVERNMENT – CITY HIGHEST SCORE AWARD FOR 2017 Mr. Schofield introducted the item. Mr. Branden Miller provided information regarding the award. Council gave comments and thanked the FGBC for the award. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. Mr. Schofield indicated there were no comment cards received for the Consent Agenda. A. 18-2022 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF FEBRUARY 13, 2018 This item approved on Consent. B. 18-1839 AUTHORIZATION TO AWARD A CONTRACT FOR WELLINGTON WETLAND PARK BOARDWALK REFURBISHMENT (PHASE 1) This item approved on Consent. C. 18-1913 AUTHORIZATION TO EXTEND A LEASE AGREEMENT BETWEEN ACME IMPROVEMENT DISTRICT AND J. ALDERMAN FARMS, INC. FOR THE K-PARK SITE This item approved on Consent. 7. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA A. 18-1995 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE Village of Wellington Page 2 Village Council Action Summary - Final April 24, 2018 ENGINEERING CONSULTING SERVICES FOR THE WATER SYSTEM BOOSTER STATIONS EVALUATION Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Shannon LaRocque and Ed De La Vega presented this item. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and passed (4-0) for Authorization to Award a Task Order to provide Engineering Consulting Services for the Water System Booster Stations Evaluation. 9. PUBLIC FORUM There were no comment cards received for Public Forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated the Mayor will have to recuse herself for the FMIT issue since she serves on the board and stated they will be discussing settlement with FMIT. Mayor Gerwig recused herself stating she serves on the Board of Trustees for the FMIT and left the dais. Ms. Cohen stated she has asked Mr. Friedman to come and speak with Council regarding the discussions with FMIT and although they cannot discuss the details of the mediation they can discuss the offer that is on the table. Mr. Friedman gave an overview of the case and discussed the offer. Council gave comment and asked various questions. Councilman Napoleone stated he encourages the Council to accept the recommendation of the Village Attorney and outside counsel on the $350,000 with the carve out regarding the Jacobs case going forward if it does revive. Ms. Cohen provided further clarification regarding the offer. A motion was made by Councilman Napoleone, seconded by Village of Wellington Page 3 Village Council Action Summary - Final April 24, 2018 Councilwoman Siskind, and passed (4-0) to Accept the offer from FMIT for $350,000 in payment for past legal fees with the release given and the carve out for the Jacobs case to be decided on a going forward basis. Ms. Cohen stated she has the hearing tomorrow morning on the Village's Motion to Show Cause in the Palm Beach Polo Soccer case. 11. MANAGER'S REPORTS MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, May 8, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated this Thursday evening, April 26th, the Lakeside Event Luau will take place from 4:30 p.m. to 7:30 p.m. behind the Wellington Community Center. 12. COUNCIL REPORTS VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos stated he had no report tonight. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he had no report tonight. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern commended Shannon LaRocque and her team for Wellington being awarded the Most Improved Water Treatment Plant in the state Class A category for 2017. Councilman McGovern stated now is the time to apply for Village boards and committees. He stated the applications are out and the time is coming quickly for the appointments. He encouraged those who are interested to apply or contact the Village Council. Councilman McGovern stated registration is now open for Wellington Village of Wellington Page 4 Village Council Action Summary - Final April 24, 2018 Summer Camps. He stated there are alot of new camp offerings. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the Welllington Chambers on the FLAVORS event and stated it was well attended. Councilwoman Siskind stated the Earth/Arbor Day celebration was successful and she would like to see a flyer distributed to the schools and clubs to increase attendance. Councilwoman Siskind stated SWAG students are beginning their program and thanked Paulette Edwards for her work on the program. She encouraged everyone to stop by on Monday and talk to the students. Councilman Napoleone reminded everyone that the last of the lakeside events is this Thursday night and is a Luau theme and the events have been well attended. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she attended the stickball wrap up and thanked the Wycliffe Stiffs for inviting her. Mayor Gerwig commented regarding PBSO volunteers and their volunteer service hours throughout the county. She stated that the Village has 16 individuals who volunteer their time and ride around and assist in Public Safety. Mayor Gerwig asked if the Village can provide demonstrations of Pickleball to the senior club to let them know that the program is available. Mayor Gerwig stated the Jim Sackett Softball Tournament is Saturday morning at Village Park. Mayor Gerwig stated the Village won Let's Move and had the most minutes of exercise as a community. She thanked Paulette Edwards, Jim Barnes and everyone involved. She suggested that at the next meeting Liz Nunez and her staff and other partners be recognized. Councilman McGovern stated last year he attended the Palm Beach Village of Wellington Page 5 Village Council Action Summary - Final April 24, 2018 County Sheriff's Office Volunteer Awards and stated it is a tremendous event. He stated the citizen patrol started here in Wellington and stated Wellington resident, Mr. McCarthy, was awarded Volunteer Captain of the Year for the entire County. 13.
