CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; and Michael Napoleone, Councilman. Advisors to the Council: Paul Schofield, Manager; Rachel Bausch, Assistant Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Rachel Callovi, Deputy Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Minister Geraldo Viera, The Pentecostals of the Palm Beaches (Wellington Branch), delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Add a presentation regarding Relay for Life, as Item 5B under Presentations and Proclamations. A motion was made by Councilman McGovern, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-2156 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING ZACH BEATTY, WYATT BOSWELL AND MICHAEL GAROFALO ON THEIR ADMITTANCE TO THE U.S. AIR FORCE ACADEMY AND NICOLE WANTLIN ON HER ADMITTANCE TO THE U.S. MILITARY ACADEMY AT WEST POINT Village of Wellington Page 1 Village Council Action Summary - Final June 12, 2018 Mr. Schofield introduced the item. Ms. Callovi read the proclamation. Council presented the proclamation to Zach Beatty, Wyatt Boswell, Michael Garofalo and Nicole Wantlin who provided brief comments and thanked Council for their support. B. PRESENTATION REGARDING RELAY FOR LIFE Mr. Schofield introduced the item. Ms. Lisa Noel, Community Manager for Relay for Life for the American Cancer Society, introduced Andrew Ruiz who gave brief comments thanking the Council for their support for Relay for Life. He stated the Village of Wellington teams raised more than $12,000 for the American Cancer Society and collectively the event raised $135,000. He thanked staff from the Public Works and Parks & Recreation Departments and Cindy Drake. Ms. Noel provided further comments and stated they really appreciate the Village of Wellington. Council thanked Relay for Life and the American Cancer Society for all that they do. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to approve the Agenda as presented. Mr. Schofield indicated there were no comment cards received for the Consent Agenda. A. 18-1917 AUTHORIZATION TO AWARD AN ANNUAL CONTRACT FOR THE PURCHASE OF MULCH This item approved on Consent. B. 18-2087 AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH WYNN & SONS ENVIRONMENTAL CONSTRUCTION CO., INC., FOR THE UTILITY VALVE CONCRETE COLLAR INSTALLATIONS This item approved on Consent. D. 18-2125 AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH AVOLVE SOFTWARE FOR PROJECTDOX UPGRADES This item approved on Consent. 7. PUBLIC HEARINGS A. 18-2132 ORDINANCE NO. 2018-05 (POST DISASTER DEBRIS RECOVERY) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES BY CREATING NEW ARTICLE IX, SECTIONS 2-362 THROUGH 2-363 PROVIDING FOR POST DISASTER DEBRIS RECOVERY; PROVIDING FOR A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Ms. Callovi read the ordinance by title. Mr. Barnes and Mr. De La Vega presented this item. Ms. Bausch stated the agreement is a part of the ordinance. Public Hearing A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to open the Public Hearing. There being no public comments, a motion was made by Councilman McGovern, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve Ordinance No. 2018-05 (Post Disaster Debris Recovery). REGULAR AGENDA A. 18-2138 VOTING DELEGATE FOR THE FLORIDA LEAGUE OF CITIES’ 92ND ANNUAL CONFERENCE Mr. Schofield introduced this item. A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to nominate Mayor Gerwig as the Voting Delegate for the Florida League of Cities' 92nd Annual Conference. 9. PUBLIC FORUM Sarah Willis, stated she is running for Circuit Judge Group 25 in the countywide election, and provided background information regarding her career. 10. ATTORNEY'S REPORT MS. BAUSCH: Ms. Bausch presented the following report: Ms. Bausch provided an update with respect to the Palm Beach Polo litigation the Council inquired about yesterday. She stated regarding the vegetation removal on Stribling Way the hearing on the Amended Motion for Temporary Injunction has been continued, pursuant to court order, to June 29, 2018 at 8:30 a.m. Ms. Bausch stated with respect to the new violations regarding Big Blue, she has spoken to Claudio Reidi who has filed a new complaint and filed an Emergency Motion for Temporary Injunction. Ms. Bausch stated the complaint has been served and Mr. Reidi is working to get a hearing set on the earliest date available. She stated she will speak with him tomorrow to see if the date has been confirmed. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, June 26, 2018, at 7:00 p.m. in the Council Chambers. Mr. Schofield stated Board and Committee Training will be held on Wednesday, June 27, 2018, from 4:00 p.m. to 6:00 p.m. and on Thursday, June 28, 2018, from 6:30 p.m. to 8:30 p.m. in the Council Chambers. Village of Wellington Page 4 Village Council Action Summary - Final June 12, 2018 Mr. Schofield stated the last part of his report is an update on the data breach. Mr. William Silliman provided a detailed status report regarding the data breach. Council asked questions and provided comments. Councilman McGovern stated he has two questions: 1) is FPL doing the fibernet night work at the end of this week. Mr. Schofield stated he will find out. 2) He asked for an update on installation of the license plate reading system at intersections. Mr. Schofield provided an update and stated the contracts will come before Council. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated he does not have a report but has two requests. He referenced the code rewrites and asked if planning staff can have some roundtables with local contractors to make sure it is working as smoothly as we hope it is. In addition, Councilman Napoleone discussed the length of Council meetings and combining two agendas into one for efficiency when there are no time sensitive issues coming up. A motion was made by Vice Mayor Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to combine the June 26, 2018 Council Meeting with the July 10, 2018 Council Meeting. VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos stated he had no report. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern reminded the public that the Great Neighborhoods grants are available in Community Services. Councilman McGovern recognized Captain Silva in the audience and Village of Wellington Page 5 Village Council Action Summary - Final June 12, 2018 stated the Operation Open Doors Program has run in the last month and has been successful in netting arrests regarding vehicle burglary issues due to unlocked car doors. Captain Silva spoke regarding Operation Open Doors. Council gave comments on this issue. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she has appointed Stacy Sommers to the Architectural Review Board and Ms. Sommers will fill out her application. 13.
