CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Pastor Josh Mauney, New Sound Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Move Item 6H, Resolution No. 2018-48 (Palm Beach County Sheriff's Office Village of Wellington Law Enforcement Services Plan (LESP) for FY 19), to the Regular Agenda as Item 8A.; and 2) Move Item 6I, Resolution No. 2018-47 (Palm Beach County Sheriff's Office District 8 Wellington FY 2019 Budget and Contract Addendum), to the Regular Agenda as Item 8B. A motion was made by Vice Mayor Drahos, seconded by Councilman McGovern, and unanimously passed (4-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-2248 PRESENTATION ON THE PALM BEACH MUSEUM OF NATURAL HISTORY Mr. Schofield introduced the item. Ms. Alyssa Rudinsky, Special Events/Development Manager and Rudy Village of Wellington Page 1 Village Council Action Summary - Final August 28, 2018 Pascucci, Executive Director, conducted a presentation regarding the Palm Beach Museum of Natural History located in the Mall at Wellington Green. Council welcomed them to Wellington and gave brief comments. B. INTRODUCTION OF JOSH DETILLIO, CEO, PALMS WEST HOSPITAL (ADDED TO PRESENTATIONS) Mr. Schofield introduced this item. Mr. Josh DeTillio, CEO, Palms West Hospital, introduced himself to Council and gave brief comments. He stated he is looking forward to working with Council. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. There were no comment cards received for the Consent Agenda. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve the Consent Agenda as amended. A. 17-1625 AUTHORIZATION TO AWARD A CONTRACT FOR THE SUPPLY AND DELIVERY OF LIQUID DISPERSION POLYMER This item approved on Consent. F. 18-2148 RESOLUTION NO. R2018-44 (REGULAR COUNCIL MEETING SCHEDULE) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL ADOPTING A SCHEDULE FOR REGULAR COUNCIL MEETINGS FOR 2018/2019; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. G. 18-2149 RESOLUTION NO. R2018-45 (ANNUAL LISTING OF PROCLAMATIONS) A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AUTHORIZING THE MAYOR TO EXECUTE CERTAIN PROCLAMATIONS FOR FISCAL YEAR 2018/2019; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. 7. PUBLIC HEARINGS There were no public hearings. 8. REGULAR AGENDA A. 18-2227 RESOLUTION NO. R2018-48 (PALM BEACH COUNTY SHERIFF’S OFFICE VILLAGE OF WELLINGTON LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FY19) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE LAW ENFORCEMENT SERVICES PLAN (LESP) FOR FISCAL YEAR 2018-2019; AND PROVIDING AN EFFECTIVE DATE. This item was formerly Consent Item 6H. Mr. Schofield introduced the item. Captain Rolando Silva with the Palm Beach County Sheriff's Office (PBSO) presented the FY 2019 Law Enforcement Services Plan (LESP). He stated this year their focus will be on juvenile crime issues, crime Village of Wellington Page 3 Village Council Action Summary - Final August 28, 2018 rates and traffic safety in the Village. Captain Silva reviewed some of the highlights of the LESP and the action plans to address these areas of concern. Captain Silva responded to Council’s questions regarding the LESP. He addressed what PBSO has done in regards to speeding throughout the Village. Council thanked Captain Silva and his team for keeping Wellington safe. Captain Silva provided a brief update regarding the shooting incident at Palm Beach Central High School. He stated he could not get into the merits of it due to it being an active investigation. Ms. Nubin read the resolution by title. A motion was made by Vice Mayor Drahos, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve Resolution No. R2018-48 (Palm Beach County Sheriff’s Office Village of Wellington Law Enforcement Services Plan (LESP) for FY19) as presented. B. 18-2228 RESOLUTION NO. R2018-47 (PALM BEACH COUNTY SHERIFF’S OFFICE DISTRICT 8 WELLINGTON FY2019 BUDGET AND CONTRACT ADDENDUM) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR AND CLERK TO EXECUTE THE FOURTH ADDENDUM TO THE LAW ENFORCEMENT SERVICES AGREEMENT WITH THE PALM BEACH COUNTY SHERIFF’S OFFICE FOR LAW ENFORCEMENT SERVICES; AND PROVIDING AN EFFECTIVE DATE. This item was formerly Consent Item 6I. Mr. Schofield introduced the item. Ms. Nubin read the resolution by title. Mr. Schofield indicated this was the contract for the upcoming fiscal year that implements the Law Enforcement Services Plan (LESP). He stated it includes the 3% or $277,911.00 increase for the fiscal year. Mr. Schofield said it also includes the addition of crossing guards for Wellington Landings Middle School that were added mid-year last year. He stated that brings the total contract to $9,541,602.00. Mr. Schofield responded to Council's questions and indicated staff was Village of Wellington Page 4 Village Council Action Summary - Final August 28, 2018 recommending approval. A motion was made by Vice Mayor Drahos, seconded by Councilman McGovern, and unanimously passed (4-0), to adopt Resolution No. R2018-47 (Palm Beach County Sheriff’s Office District 8 Wellington FY2019 Budget and Contract Addendum) as presented. 9. PUBLIC FORUM 1) Roxanne Stein, President of the Wellington Chamber of Commerce, stated the chamber is expressing opposition to the Lake Wellington Redevelopment Initiative. Ms. Stein stated the Chamber is encouraging and strongly supporting town hall meetings and public input before any action is taken. 2) Dermot MacMahan, resident and business owner, spoke regarding the demolition of the Lake Wellington Professional Centre and stated he feels he will lose some of his clients if he has to move. He stated there has been no public input in regards to the plan for Lake Wellington. He asked the Council to have a public forum and receive public input before voting on this. 3) Scott Sweigart, business owner, stated he is opposed to the demolition of the Lake Wellington Professional Centre. He stated he has found that people prefer to deal with local professionals. Mr. Sweigart asked that Council open this for public discussion. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated we have received an affirmance of the appeal of the Special Magistrate's order in the case of Palm Beach Polo, Inc. v. Village of Wellington involving the 4.5 acres of Big Blue Preserve (130 Violations case). There was discussion between Ms. Cohen and Council regarding options and the amount of the fine. Ms. Cohen stated she would like authorization to move forward with drafting a foreclosure action once it is authorized by the Special Magistrate. It was Council consensus to move forward with drafting the foreclosure action as stated by Ms. Cohen. Village of Wellington Page 5 Village Council Action Summary - Final August 28, 2018 Ms. Cohen stated the item will be placed on the Special Magistrate Agenda in September. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting on Tuesday, September 11, 2018 will begin at 7:00 p.m. in the Council Chambers with public comment on the “Trim” notices and the Regular Meeting will start at 8:00 p.m. in consideration of the Rosh Hashanah Holiday. Mr. Schofield stated Village offices will be closed on Monday, September 3, 2018 in observance of the Labor Day Holiday. Mr. Schofield stated Village Park Gymnasium will close at 5:00 p.m. on Thursday, August 30th for the annual floor resurfacing project and will reopen on Tuesday, September 4, 2018. Mr. Schofield stated the Annual September 11th Remembrance Ceremony will take place at the Patriot Memorial on Tuesday, September 11, 2018 beginning at 8:30 a.m. 12. COUNCIL REPORTS VICE MAYOR DRAHOS: Vice Mayor Drahos presented the following report: Vice Mayor Drahos discussed controlling rumors and spoke regarding the Lake Wellington Professional Center (LWPC). He stated Council has not taken a vote on this project and asked that the process be allowed the proper respect that it deserves and for the public to not jump to any conclusions. He stated the designs are concepts and not definitive. Vice Mayor Drahos thanked the speakers for coming out tonight. Councilman McGovern echoed the Vice Mayor's comments regarding LWPC and stated he has started taking meetings with individuals on this item and other budget items. He asked Mr. Schofield to address the current state of LWPC leases. Ms. Quickel stated LWPC is at about 98% capacity. She stated the leases at the LWPC are being renewed. Councilwoman Siskind stated she is also available for meetings with the public on this issue. Village of Wellington Page 6 Village Council Action Summary - Final August 28, 2018 Mayor Gerwig stated staff has been given direction to budget this item and to move it forward for design and it will go through a process and will take resident input. Vice Mayor Drahos addressed the rumor regarding the proposed development of golf courses both at Polo North and Polo West. Vice Mayor Drahos stated he has met with the developers for the project and told them that he is not inclined to support the project without the overwhelming support of the residents/public. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern echoed the Vice Mayor's comments. He stated he has met with 13th Floor (developer) so that he can be just as informed as anyone else. He stated there are no applications that are currently pending regarding Polo North or Polo West at the moment. Councilman McGovern stated the meeting that the developers are having on September 6, 2018 is not a Village of Wellington meeting and no Village staff will attend. It is the developer's meeting. Mr. Schofield reiterated that there are no pending applications and the plans that staff has seen are concept plans. Councilman McGovern stated 10 days ago gun violence came to Wellington at a football game. He stated the residents, PBSO and other law enforcement responded effectively. He stated the coordination was as good as can be expected. Councilman McGovern stated the community came together as it always does. He stated he hopes that there will be huge community support this Friday for the team and he will be there with his family. Councilman McGovern stated Congresswoman Lois Frankel will be holding a meeting tomorrow night at the Wellington Community Center to discuss many issues on the federal front and regulations regarding hand guns. Councilman McGovern stated today was election day and he is glad that the Village made buildings available and schools were used. He stated it seems everything went successfully for voting. Village of Wellington Page 7 Village Council Action Summary - Final August 28, 2018 COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind congratulated the candidates and stated she also heard that the election went smoothly. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig asked that Council work together with the Supervisor of Elections to find polling locations throughout the community, other than schools, to use for the Village's municipal elections. Mayor Gerwig congratulated GIS staff for their presentation and the award they won for their poster, "Mission Possible", during the South Florida GIS Expo. Mayor Gerwig commented about text messages during the shooting at Palm Beach Central High School. Ms. Cohen provided clarification regarding the text messages and the Sunshine Law. Regarding Paddock Park, Mayor Gerwig asked if Council has made a decision about polling the residents. She also asked if Council was interested in doing a mailing. There was brief discussion amongst Council and Ms. Cohen regarding Paddock Park. Mayor Gerwig stated it was nice to have the Palm Beach Museum of Natural History here and asked that Council and staff work together on a program to help senior volunteers. She suggested possibly partnering with the Palm Beach Museum of Natural History. Mayor Gerwig wished the candidates good luck. 13.
