CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Rabbi-Hazzan David Sislen, Temple B'nai Jacob of Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilwoman Siskind, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 18-2433 RESOLUTION NO. R2018-56 FOR FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION LAND AND RECREATION GRANTS SECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT AND RESOLUTION NO. R2018-57 FOR A BUDGET AMENDMENT TO ALLOCATE THE GRANT RESOLUTION NO. R2018-56 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION LAND AND RECREATION GRANTS SECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL TO ENTER INTO AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF Village of Wellington Page 1 Village Council Action Summary - Final October 9, 2018 ENVIRONMENTAL PROTECTION FOR THE PURPOSE OF RECEIVING A GRANT UNDER PROVISIONS OF THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) FOR THE SCOTT’S PLACE PARK PROJECT; AND PROVIDING AN EFFECTIVE DATE. RESOLUTION NO. R2018-57 (FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION GRANT FUNDS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2018-2019 CAPITAL FUND BUDGET FOR FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION GRANT FUNDS AWARDED FOR DEVELOPMENT OF THE SCOTT’S PLACE PARK PROJECT; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. Mr. David Dearth, Florida Department of Environmental Protection, briefly discussed the Florida Recreation Development Assistance Program and presented the Village with a $50,000 grant for Scott's Place. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0) to approve Resolution No. R2018-56 (Florida Department of Environmental Protection Land and Recreation Grants Section Florida Recreation Development Assistance Program (FRDAP) Grant) as presented. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0) to approve Resolution No. R2018-57 (Florida Department of Environmental Protection Grant Funds) as presented. B. 18-1971 FISCAL YEAR 2019 KEELY SPINELLI GRANT AWARDS Mr. Schofield introduced the item. Ms. Paulette Edwards, Community Services Director, stated staff has a video to show. The video regarding the Keely Spinelli grant awards was shown. Ms. Edwards thanked the Village's Communications team for putting the video together. She also stated as part of the FY 2019 budget, the Village Council once again approved funding for the Keely Spinelli Grant. Village of Wellington Page 2 Village Council Action Summary - Final October 9, 2018 She said this year’s budget includes a total of $330,000 with $30,000 for each of the eleven public schools serving Wellington residents. Dr. Frank Rodriguez, Palm Beach County School District Regional Superintendent recognized and thanked the Village for their partnership. He recognized Ms. Marcia Andrews, School Board Member, who brought greetings from the entire School Board and Superintendent Dr. Donald Fennoy, and gave brief comments. In addition, Mr. Rodriguez also introduced Vivian Green, Instructional Superintendent and Ed Tierney, Secondary Instructional Superintendent who were present. He also recognized and thanked the Education Committee. Mr. Rodriguez called the principals of the Wellington schools up to the front to receive their checks. Council distributed the grant checks to the school principals. C. 18-2205 PRESENTATION OF 2018 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Schofield presented this item. Ms. Paulette Edwards, Community Services Director, gave brief comments and acknowledged Mr. Ron Herman, Chair and Mr. Ernie Zimmerman of the Public Safety Committee, as well as other committee members who were in attendance and who helped to select the Top Cop and Top Firefighter. Ms. Edwards introduced Lieutenant Eli Shaivitz who provided background information about Detective Dan Delia, who was selected as the 2018 Wellington Top Cop. Detective Dan Delia thanked Council for the recognition and thanked his team and members of PBSO. Council gave brief comments and congratulated Detective Delia. Ms. Edwards, introduced Palm Beach County Fire Rescue Battallion Chief Ernie Muller who provided background information about Captain Bob Dawson, who was selected as the 2018 Wellington Top Firefighter. Captain Bob Dawson thanked Council for the recognition and thanked his families. Council gave brief comments and congratulated Captain Dawson. 6. A motion was made by Councilman Napoleone, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. Mr. Schofield introduced the item. Ms. Nubin read the ordinance by title. Mr. Bob Basehart and Ms. Cory Cramer presented the item. Public Hearing A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to open the Public Hearing. Public Comment: Chris Levy asked about the percentage threshold for the removal of vegetation. There being no further public comments, a motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman Napoleone, seconded by Vice Mayor Drahos, and unanimously passed (5-0), to approve as amended Ordinance No. 2018-08 (Article 7 of the Land Development Regulations). COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, October 23, 2018, at 7:00 p.m. in the Council Chambers. Dr. Frank Rodriguez, Regional Superintendent of the School District, will make a presentation at the next Agenda Review Meeting, Monday, October 22, 2018, on the Referendum on the November 6, 2018 Ballot on the plan to levy 1.00 Mill of Ad Valorem Millage for the School District. The next Lakeside Family Fun Day on Lake Wellington will be held on Saturday, October 13, 2018, from 9:00 a.m. to 1:00 p.m. The Green Market at Wellington will celebrate its season opening on Saturday, October 20, 2018, from 9:00 a.m. to 1:00 p.m., next to the Wellington Amphitheater. Admission and parking are free. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated tomorrow is International Walk to School Day and stated some of them will be at Wellington Elementary to walk to school with the kids and encouraged everyone to walk with the kids to promote the International Walk to School day. Councilman Napoleone also commended the work the Village's Boards and Committees do. He stated the committees do things that benefit the community and have an impact on what Council does. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated he hopes to see everyone at the Lakeside Event on Saturday from 9:00 a.m. to 1:00 p.m. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she attended the Stroke for Strokes event on Saturday and Wellington Regional did a great job. She stated was a very nice event. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she attended the Stroke for Strokes event on Saturday at the Mall at Wellington Green and passed along information that she learned that day. Mayor Gerwig stated she handed out flyers to Ms. Edwards for the Palm Beach Central High School students tonight at Civics 101 regarding participation in the "Best Municipality Ever" Essay contest. She asked that the information be provided to other schools and residents. Mayor Gerwig stated at the end of each fiscal year Council evaluates the manager's performance and gives feedback. In response, Mr. Schofield stated he will distribute the forms this week. Mayor Gerwig commented about International Walk to School Day. Mayor Gerwig stated thoughts and prayers are with those in the Panhandle//Big Bend area regarding Hurricane Michael. 13.
