CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Council Members Not in Attendance: Michael Napoleone, Vice Mayor. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Reverend Peter Bartuska, Christ Community Church, Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Remove Consent Item 6E, Authorization to Award Contracts to provide Athletic Team Officiating Services, and place it on the 08/13/2019 Agenda. 2) Move Consent Item 6H, Authorization to Award a Contract to provide Consulting Services for the Town Center Project, to the Regular Agenda as Item 8B. 3) Move Consent Item 6K, Authorization to: 1) Award a Contract to provide Engineering and Architectural Services for the Wellington Community High School Sports Complex; and 2) Award A Construction Manager At Risk (CMAR) Contract for the Construction of the Wellington Community High School Sports Complex, to the Regular Agenda as Item Village of Wellington Page 1 Village Council Action Summary - Final July 9, 2019 8C. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS There were no Presentations and Proclamations. 6. CONSENT AGENDA Mr. Schofield stated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and unanimously passed (4-0), to approve the Consent Agenda as amended. Mr. Schofield indicated a comment card was received for Public Forum. Mr. Schofield introduced the item. He reminded everyone that this item does not adopt the budget or approve spending. He said it sets the maximum rates that Council can adopt. He indicated the final budget hearings will be held in September and the Truth-in-Millage (TRIM) rates are required by law. Ms. Nubin read each of the three Resolutions by title. Ms. Quickel presented the preliminary proposed Fiscal Year 2019/2020 budget and TRIM overview to Council. She also responded to Council's questions. No comment cards were received from the public. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and passed (3-1), with Mayor Gerwig dissenting, to approve Resolution No. R2019-39 (Adopting the Preliminary Ad Valorem Millage Rate for Wellington for Truth-in-Millage (TRIM) Purposes within the Jurisdictional Boundaries of Wellington) as presented. A motion was made by Councilwoman Siskind, seconded by Councilman McGovern, and unanimously passed (4-0), to approve Resolution No. AC2019-02 (Adopting the Preliminary Non-Ad Valorem Assessment Rate for Acme Improvement Village of Wellington Page 5 Village Council Action Summary - Final July 9, 2019 District for Truth-in-Millage (TRIM) Purposes) as presented. A motion was made by Councilwoman Siskind, seconded by Councilman McGovern, and unanimously passed (4-0), to approve Resolution No. R2019-40 (Adopting the Preliminary Non-Ad Valorem Assessment Rate for the Saddle Trail Park South Neighborhood Improvement District for Truth-in-Millage (TRIM) Purposes within the Jurisdictional Boundaries of Wellington) as presented. B. 19-3062 AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE CONSULTING SERVICES FOR THE TOWN CENTER PROJECT This item was formerly Consent Agenda Item 6H. Mr. Schofield introduced the item. Mr. Barnes presented this item. Public Comments: Bruce Tumin spoke regarding the Town Center Master Plan, penny sales surtax and placing this subject on a referendum. Marion Frank spoke regarding the cost of the Town Center Master Plan, Lake Wellington Professional Centre and stated this is a waste of time and money. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (4-0) for Authorization to Award A Contract to Provide Consulting Services for the Town Center Project. C. 19-3004 AUTHORIZATION TO (1) AWARD A CONTRACT TO PROVIDE ENGINEERING AND ARCHITECTURAL SERVICES FOR THE WELLINGTON COMMUNITY HIGH SCHOOL SPORTS COMPLEX; AND (2) AWARD A CONSTRUCTION MANAGER AT RISK (CMAR) CONTRACT FOR THE CONSTRUCTION OF THE WELLINGTON COMMUNITY HIGH SCHOOL SPORTS COMPLEX This item was formerly Consent Agenda Item 6K. Mr. Schofield introduced the item. Mayor Gerwig recused herself from the item and left the dais. Mr. Barnes and Mr. Lundeen presented this item. Village of Wellington Page 6 Village Council Action Summary - Final July 9, 2019 Public Comment: Bruce Tumin spoke regarding the Inter-Local Agreement, design/build concept and asked that an evaluation be done regarding where taxes are being spent. Marion Frank asked about the previous agenda item and the amount being spent. A motion was made by Councilman Drahos, seconded by Councilwoman Siskind, and passed (3-0) to 1) Award A Contract to provide Engineering and Architectural Services for the Wellington Community High School Sports Complex; and 2) Award A Construction Manager At Risk (CMAR) Contract for the Construction of the Wellington Community High School Sports Complex. 9. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen announced that she and Ms. Bausch will attend the Florida Municipal Attorneys' Association meeting which will be held on Thursday and Friday at the Breakers. She stated she will be available to Council. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, August 13, 2019 at 7:00 p.m. in the Council Chambers. As a reminder, he stated the Council typically does not hold the last meeting in July. Mr. Schofield stated he will be out of town beginning July 22, 2019 through July 26, 2019. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Village of Wellington Page 7 Village Council Action Summary - Final July 9, 2019 Councilwoman Siskind stated the fireworks were fantastic. She hopes everyone had a safe Fourth of July. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern commended Eric Juckett and Michelle Garvey and Parks & Recreation staff for the Fourth of July event. He stated it was 1st class on every level. Councilman McGovern stated it was the largest crowd the Village has ever had for the Fourth of July. He stated the Back to School Bash will be held on July 27, 2019. Councilman McGovern asked Mr. Schofield to provide an update regarding the request from Loxahatchee Groves for the Village to provide local agency planning services to them. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated the Fourth of July celebration was fantastic . He stated there is always room for improvement and one criticism he heard about was traffic leaving the park. He asked that staff take a look at this to see if there is something the Village can do to improve the traffic for the Fourth of July event. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig requested that staff ask the Public Safety Committee to look at trends that are happening in regards to crime statistics and response times, i.e. speed bumps and gate access. She also asked that staff put together things for other committees to do to get the most out of the committees. Mayor Gerwig commended Eric Juckett regarding the Fourth of July event. 13.
