CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Palm Beach County Commissioner, District Six, Melissa McKinlay led the Pledge of Allegiance. 3. INVOCATION Deacon Vince Muller, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 19-3268 FISCAL YEAR 2020 KEELY SPINELLI GRANT AWARDS Mr. Schofield introduced the item. Ms. Paulette Edwards, Community Services Director, stated the Village is celebrating Florida City Government Week and celebrating community engagement this week. She stated staff has a video to show. Ms. Edwards introduced the Village of Wellington Youth Council. The Student Council is comprised of students from Palm Beach Central and Village of Wellington Page 1 Village Council Action Summary - Final October 22, 2019 Wellington Community High Schools. The Council gave comments regarding the Youth Council. A video regarding the Keely Spinelli grant awards was shown. Valerie Zuloaga-Haines, Palm Beach County School District Regional Superintendent recognized and thanked the Village for their partnership. She recognized the late F.E. "Buz" Spooner who served the school district of Palm Beach County for 43 years with 20 of those years as the principal of Wellington Elementary school. Ms. Haines recognized Ms. Marcia Andrews, School Board Member/District 6, who brought greetings from the entire School Board and Superintendent Dr. Donald Fennoy, and gave brief comments. Mayor Gerwig recognized and thanked the Education Committee. Council gave comments regarding the Keely Spinelli grant awards. Ms. Haines then introduced Dr. Glenda Sheffield, Chief Academic Officer, who also gave brief comments. In addition, Ms. Haines introduced Vivian Green, Instructional Superintendent and Karen Whetsell, Secondary Instructional Superintendent who were present. Ms. Haines called the principals of the Wellington schools up to the front and distributed the Keely Spinelli grant awards. B. 19-3361 PRESENTATION OF PROCLAMATION TO THE WELLINGTON COMMUNITY FOUNDATION DESIGNATING NOVEMBER 8, 2019 AS "WELLINGTON COMMUNITY FOUNDATION DAY" Mr. Schofield introduced the item. Former Mayor Tom Wenham and board members of the Wellington Community Foundation, Inc. spoke regarding the November 8th event at Wellington National and those in need in the community and thanked Council for their support. Council gave brief comments and presented the proclamation. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. Mr. Schofield stated there was one comment card. Village of Wellington Page 2 Village Council Action Summary - Final October 22, 2019 Public: Bruce Tumin spoke regarding Item 6C, Authorization to Utilize Existing Contracts for Various FY 2020 Public Works Projects. He discussed the roads and asked about the fairness of roads being maintained with the residents' taxes. A motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as presented. A. 19-3354 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF SEPTEMBER 10, 2019 This item approved on Consent. B. 19-3264 AUTHORIZATION TO AWARD A CONTRACT FOR CONSTRUCTION OF TIGER SHARK COVE PARK BASKETBALL COURT This item approved on Consent. C. 19-3330 AUTHORIZATION TO UTILIZE EXISTING CONTRACTS FOR VARIOUS FY 2020 PUBLIC WORKS PROJECTS This item approved on Consent. D. 19-3271 RESOLUTION NO. R2019-66 (EMPLOYEE HEALTH INSURANCE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AUTHORIZING THE MANAGER TO (1) AWARD A CONSUMER DRIVEN HEALTH PLAN (CDHP) AGREEMENT WITH CIGNA HEALTHCARE TO PROVIDE HEALTH INSURANCE TO ELIGIBLE EMPLOYEES, DEPENDENTS AND RETIREES, AND APPROVE HRA FUNDING FOR EACH ELIGIBLE EMPLOYEE TO COVER COSTS ASSOCIATED WITH ANNUAL OUT OF POCKET COSTS, INCLUDING DEDUCTIBLES; (2) AWARD A CONTRACT TO CIGNA TO PROVIDE DENTAL INSURANCE TO ELIGIBLE EMPLOYEES , DEPENDENTS, AND RETIREES; (3) RENEW AN AGREEMENT WITH CIGNA GROUP BENEFITS TO PROVIDE LIFE/AD&D AND DISABILITY INSURANCE; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. 7. PUBLIC HEARINGS Village of Wellington Page 3 Village Council Action Summary - Final October 22, 2019 8. REGULAR AGENDA 9. PUBLIC FORUM Public Forum: 1) Mr. Tumin spoke regarding public education and the Village giving out the Keely Spinelli grant awards. 2) Palm Beach County Commissioner Melissa McKinlay spoke regarding her move to Wellington and the Keely Spinelli grant awards. In addition, she commented about a meeting being held tomorrow with the Town of Loxahatchee Groves regarding equestrian waste management. Commissioner McKinlay congratulated Council on what is being done with the Community Center, Town Center and adding the boardwalk. Lastly, she thanked the Village for employing her daughter this summer. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen spoke regarding a hearing today on the motion to dismiss and the foreclosure action against Palm Beach Polo. She stated there were also hearings on two cases challenging the jurisdiction of the magistrate. Also, Ms. Cohen stated there is a continuation of hearing on the Pine Tree matter scheduled for October 31, 2019. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The next Regular Council Meeting will be held on Tuesday, November 12, 2019 at 7:00 p.m. in the Council Chambers. The Agenda Review is scheduled for Thursday, November 7, 2019 at 4:00 p.m. in Conference Rooms 1E/1F . Villages Offices will be closed on Monday, November 11, 2019 in observance of the Veterans Day Holiday. The Annual Veterans Day event will take place on Monday, November 11, 2019, beginning at 8:15 a.m. at Village Hall. Mr. Schofield provided an update regarding the CVS building. In addition, he spoke regarding there being no submitted application for the Village of Wellington Page 4 Village Council Action Summary - Final October 22, 2019 Polo West Golf Course. Mayor Gerwig referenced emails received from Ms. Reagan and inquired about the chemicals being used. Mr. Schofield provided an update regarding the property. 12. COUNCIL REPORTS VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone stated that he had no comments. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos congratulated staff for putting on an awesome Fall Festival event. He stated he loves picking the costumes. He stated the Florida Childrens First Organization is hosting the Advocates for Children awards and will honor Commissioner Melissa McKinlay and Young Professionals of Wellington (YPOW) from 5:30 p.m. to 7:30 p.m. on Thursday. Councilman Drahos stated the Young Professionals of Wellington are hosting "Wicked" at Wellington National this year. He stated it is a Halloween Party and the party raises money for charity. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated he will attend the Florida Childrens First event on Thursday night. He referenced the memo that Ms. Cohen sent on October 10th and stated he would like to discuss the Construction Board of Adjustments & Appeals at the November 7, 2019 Agenda Review meeting. Councilman McGovern congratulated the entire Parks and Recreation team for a spectacular Fall Festival. He referenced the Palm Beach Central Homecoming game stating that the school recognized the Village Council and Village as a whole for their partnership with Palm Beach Central. The school presented a fully signed Village of Wellington Page 5 Village Council Action Summary - Final October 22, 2019 game football with the signatures of Principal Edgecombe and the entire team and had the Village's logo painted on the football field. He expressed condolences to the family of Buz Spooner, Wellington Elementary's first principal. He stated Mr. Spooner was a pioneer for education in this community. Councilman McGovern stated there is a Village wide Neighborhood Watch meeting at the community center on October 23, 2019 at 6:00 p.m. In addition, he stated the Senior Health Fair is on Thursday, October 24, 2019 from 10:00 a.m. to 2:00 p.m. at the community center. Lastly, Councilman McGovern mentioned that the Hometown Holiday Food Drive has begun. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated she will attend the Florida Childrens First event on Thursday night and congratulated Commissioner McKinlay and YPOW. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig asked if all evaluations for the Village Manager and the Village Attorney have been submitted. Mayor Gerwig commended staff for the Fall Festival event. 13.
