Napoleone, Vice Mayor John T. McGovern, Councilman Michael Drahos, Councilman Tanya Siskind, Councilwoman Village Council Action Summary - Final November 26, 2019 1. CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Council Members absent: Michael Napoleone, Vice Mayor. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Director of Administrative and Financial Services; and Chevelle D. Nubin, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Pete Del Valle, St. Therese de Lisieux Catholic Church, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman McGovern, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS There were no Presentations and Proclamations. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. Mr. Schofield stated there were no comment cards. A motion was made by Councilman McGovern, seconded by Village of Wellington Page 1 Village Council Action Summary - Final November 26, 2019 Councilwoman Siskind, and unanimously passed (5-0), to approve the Consent Agenda as presented. A. 19-3426 RESOLUTION NO. R2019-72 FOR LAND AND WATER CONSERVATION FUND PROGRAM GRANT FOR THE TOWN CENTER BOARDWALK AND RESOLUTION NO. R2019-73 FOR A BUDGET AMENDMENT TO ALLOCATE SAID GRANT RESOLUTION NO. R2019-72 (LAND AND WATER CONSERVATION FUND) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL TO ENTER INTO AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE PURPOSE OF RECEIVING A GRANT UNDER PROVISIONS OF THE LAND AND WATER CONSERVATION PROGRAM FOR THE TOWN CENTER BOARDWALK PROJECT; AND PROVIDING AN EFFECTIVE DATE. RESOLUTION NO. 2019-73 (FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION GRANT FUNDS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2019-2020 SALES SURTAX CAPITAL FUND BUDGET FOR FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION GRANT FUNDS AWARDED FOR DEVELOPMENT OF THE TOWN CENTER BOARDWALK PROJECT; AND PROVIDING AN EFFECTIVE DATE. This item approved on Consent. 7. PUBLIC HEARINGS There were no Public Hearings. 8. REGULAR AGENDA A. 19-3431 CVS DISCUSSION Mr. Schofield introduced the item. Mr. Jacek Tomasik, Building Official, presented the item. Mr. Schofield and Mr. Tomasik responded to Council questions. 9. PUBLIC FORUM Village of Wellington Page 2 Village Council Action Summary - Final November 26, 2019 There were no public comments for Public Forum. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen wished everyone a happy Thanksgiving. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, December 10, 2019 at 7:00 p.m. in the Council Chambers. Village Offices will close at noon on Wednesday, November 27, 2019, and reopen Monday, December 2, 2019, in observance of the Thanksgiving Day Holiday. The Annual Holiday Tree Lighting will take place on Friday, December 6, 2019, beginning at 6:30 p.m. at the Amphitheater. The 36th Annual Wellington Holiday Parade will be held on Sunday, December 8, 2019, at 1:30 p.m. along Forest Hill Boulevard. 12. COUNCIL REPORTS COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind wished everyone a Happy Thanksgiving. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern commented regarding traffic for the lacrosse event at 120th and Pierson. Mr. Schofield and Mr. Basehart responded to Council's questions. He wished everyone a Happy Thanksgiving. Councilman McGovern stated the Tree Lighting is on December 6, 2019, the Parade is on December 8, 2019 and Winter Fest is December 13, 2019. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig spoke regarding the National League of Cities Conference. Mayor Gerwig wished everyone a Happy Thanksgiving. 13.
