CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Cub Scout Pack 125 led the Pledge of Allegiance. 3. INVOCATION Rabbi Emeritus, Stephen Pinsky, Temple Beth Torah, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1. Under Presentations and Proclamations, add "Cub Scout Pack 125 Invitation to Council to participate in the Pinewood Derby" as Item 5A . 2. Add Resolution No. R2020-04, regarding the State Road 7 Extension, to the Regular Agenda as Item 8B. A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. CUB SCOUT PACK 125 INVITATION TO COUNCIL TO PARTICIPATE IN THE PINEWOOD DERBY Cub Scout Pack 125 thanked Council for their support and extended an invitation to Council to participate in the Pinewood Derby. Mr. Schofield introduced the item. Ms. Addie read the resolution by title. Ms. Cohen presented the item. Vice Mayor Napoleone stated there was a public comment card. Public Comment: 1. Bruce Tumin spoke regarding the proposed security cameras. A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve Resolution No. R2020-03 (Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2018 Local Solicitation Fund Acceptance and Related Budget Amendment #2020-005) as presented. B. RESOLUTION R2020-04 (STATE ROAD 7 EXTENSION) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL EXPRESSING IT’S CONTINUED AND STRONG SUPPORT FOR THE CONSTRUCTION OF THE STATE ROAD 7 EXTENSION FROM 60TH STREET NORTH TO NORTHLAKE BOULEVARD; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced the item. At this point, while copies were being made of this Resolution, Council decided to advance to the Public Forum and hear public comment. Council returned to this item after holding the Acme Landowners Meeting. Ms. Addie read the resolution by title. Mayor Gerwig stated she did not see the Western Communities Council Meeting. She asked if this Resolution had the same type of content. Councilman McGovern stated the meeting of the Western Communities Council occurred yesterday at 5:30 PM. He said Dave Ricks from Palm Beach County walked through the long term plan for roads, particularly as it applied to the Western Communities. He stated Nick Uhren was present to talk about the 2045 long range transportation plan and what Village of Wellington Page 5 Village Council Action Summary - Final January 28, 2020 happened at the Transportation Planning Agency (TPA) meeting on December 12, 2019, which by all accounts was an interesting meeting as a motion was made. He said it was unclear to some as to what the motion was and the long existing plan for the State Road 7 extension from 60th Street North to Northlake Blvd was removed by a 9-8 vote. Councilman McGovern stated before the December 12, 2019 meeting even concluded, there were concerns from members as to how they voted and there were motions to reconsider or revisit. He said that will happen at the February 20, 2020 meeting, which is the very next meeting of the TPA. Councilman McGovern stated the discussion was long and extended as to how this occurred and what will happen next, but it was determined that resolutions from as many municipalities and/or affected areas, governmental entities, etc., should be presented. He said Nick Uhren agreed that the resolutions would be made part of the formal package that would be sent to each of the 21 members of the TPA. Councilman McGovern stated, as Council discussed at Agenda Review yesterday prior to the Western Communities Council Meeting, this resolution would be Wellington’s submission to be brought and presented at that time. He said there will also be a resolution from the Western Communities Council on behalf of all of the municipalities. Council discussion ensued regarding the language of the resolution, etc. Staff responded to Council's questions. A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve as revised Resolution No. R2020-04 (State Road 7 Extension). 9. PUBLIC FORUM Randee Gabriel, Programs Director for the 2-1-1 Helpline, stated that on behalf of 2-1-1 of Palm Beach/Treasure Coast, she would like to thank the Council for declaring February 11th through February 17th 2-1-1 Awareness Week. Ms. Gabriel provided a brief overview of the 2-1-1 Helpline. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Village of Wellington Page 6 Village Council Action Summary - Final January 28, 2020 Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, February 25, 2020 at 7:00 PM in the Council Chambers. No meeting is scheduled for Tuesday, February 11, 2020. Village offices will be closed on Monday, February 17, 2020, in observance of President’s Day. He encouraged everyone to attend the Wellington Classic Brew Fest on Saturday, February 8, 2020. 12. COUNCIL REPORTS MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig thanked the staff for adding the iCount Wellington 2020 and United States Census 2020 logos to Village documents. She stated the more the Village can get the word out the better. Mayor Gerwig stated her cell phone was not populating her emails. She said they suddenly all showed up and she had e-mails from two weeks ago that she has never seen. Mr. Schofield stated staff is working with the Village provider on that now . He said they were all experiencing that. He stated he will have Mr. Silliman sit down with each Councilmember. Mayor Gerwig stated that Isaac Salver is the president of the Florida League of Cities and his initiative is “Readers2Leaders”. She said he has produced, along with the staff, documents to help take the city ’s message to the schools. Mayor Gerwig stated she looked forward to the Craft Brew Fest on Saturday, February 8, 2020. She said the Wellington Chamber of Commerce is holding its 5K run at Palm Beach Central that morning and she is the Grand Marshall. Vice Mayor Napoleone stated he has event on the evening of February 8, 2020, at the Palm Beach International Equestrian Center (PBIEC) to support and raise money for Legal Aid. Councilman McGovern indicated February 8, 2020 is also Mrs. Village of Wellington Page 7 Village Council Action Summary - Final January 28, 2020 McGovern’s birthday. COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind stated the Great Charity Challenge is this Saturday, February 1, 2020, at PBIEC. She said it is a great free event for the whole community. She stated the gates open at 5:30 PM and the first horse is on the course at 7:00 PM. She stated the Essex Park ribbon cutting was held this evening. She thanked staff for all the work they did. She said the park is beautiful and has an observation deck. She encouraged everyone to check it out. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated this is a major equestrian weekend, as they have the Great Charity Challenge at PBIEC and the Palm Beach Masters at Deeridge. He said if someone wants to see two premiere events, Saturday, February 1, 2020 is the day, followed by polo on Sunday, February 2, 2020. Relative to the State Road 7 extension, Councilman McGovern stated there will be a community forum at Seminole Ridge High School on February 11, 2020, at 7:00 PM. He stated they will also be discussing transportation in the Western Communities. He indicated, for concerned residents and business owners who want their comments to go to the members of the Transportation Planning Agency Board of Directors, the website is PalmBeachTPA.org/lrtp for the hyperlink and what needs to be submitted. He stated the next TPA Meeting is February 20, 2020, at 9:00 AM at the new TPA office at 301 Datura Street in downtown West Palm Beach. He said having as many people there as possible would be helpful. Councilman McGovern stated the success just in the first year of Park and Ride from the mall to the South Florida Fair was discussed at the Western Communities Council Meeting yesterday. He said there have been an estimated 2,500 riders with another week of the fair to go. He stated Park and Ride can be taken from the Mall at Wellington Green to the South Florida Fair. Brief discussion ensued regarding fair tickets and food vouchers. Village of Wellington Page 8 Village Council Action Summary - Final January 28, 2020 Councilman McGovern stated Vice Mayor Napoleone’s appointment to the Public Safety Committee has resigned. He said the Village is looking for applicants, if anyone wants to apply. Mayor Gerwig asked that Bill Flack be sent a nice letter, as he is a valued member of the community. She asked that all of Council sign it together, thanking him for his service. She said Mr. Flack is not able to make the time commitment right now. Mr. Schofield stated that staff will draft a letter. Mayor Gerwig suggested a Certificate of Citizenship or the like. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated in order for him to be at Council Meetings, he has to sometimes work his schedule to be places and accomplish things in certain periods of time. He said unfortunately he will be in Texas for the next two weekends, but he is trying to fly back in time to attend the Great Charity Challenge. He stated it is an important event, but he is sorry if he does not make it. VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone congratulated and recognized Wellington resident Sarah Shullman on being appointed by Governor DeSantis to be their newest County Court Judge. He stated he was taking suggestions on what their Pinewood Derby car should look like. He said last year’s car looked great, but it was a little slower with the rule issue. He stated he will make it look good and go fast. Councilman McGovern indicated the investiture for Judge Shullman on Friday, February 14, 2020, is in the afternoon. He hoped all of the Councilmembers will be able to be there. Ms. Cohen stated Judge Shullman’s husband serves on the Planning, Zoning, and Adjustment Board for the Village. Mayor Gerwig said that Wellington has some great citizens and she is very proud of them . Councilman Drahos stated Judge Shullman is also an alumnus of the Young Professionals of Wellington.
