Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Nicholas Mays from the audience led the Pledge of Allegiance. 3. INVOCATION Rabbi Matan Peled, Temple B'nai Jacob of Wellington, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1. Add to Presentations and Proclamations, a presentation by the Wellington Community Foundation regarding their Hometown Heroes Program as Item 5B. Under Regular Agenda, Move Item 8A, Discussion of Founder's Plaque, to be heard concurrently with Item 5B; Move Item 5B, Presentation and Discussion of Audit Results for the Fiscal Year ended September 30, 2019, to Item 5C. 2. Withdraw Item 6K, Authorization to Utilize an East Central Regional Wastewater Treatment Facility Contract, as a Basis for Pricing, for Perimeter Fencing at the Tennis Center, from the agenda . A motion was made by Councilman McGovern, seconded by Councilwoman Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-3578 PRESENTATION AND RECOGNITION OF TEXTING YOUR LIFE AWAY ESSAY CONTEST WINNERS Village of Wellington Page 1 Village Council Action Summary - Final February 25, 2020 Mr. Schofield introduced the item. Mr. Ron Herman, Chair of the Public Safety Committee, discussed the contest and presented a certificate to Sarah Sondermann. Karinne Mitchell was not present due to a prior committment. Council gave comments. B. 20-3632 DISCUSSION OF FOUNDERS PLAQUE This Item was formerly Item 8A. Mr. Schofield stated former Mayor Tom Wenham is with the Community Foundation and the American Legion and they have a program, Hometown Heroes, that they are proposing. Councilman Drahos provided comments regarding the addition of former Mayor Tom Wenham's name to the Founder's Plaque. Council discussion ensued regarding the Founder's Plaque. A motion was made by Councilman Drahos, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to add former Mayor Tom Wenham to the Founder's Plaque. Former Mayor Tom Wenham thanked Council for the addition of his name to the Founder's Plaque. Mayor Gerwig also acknowledged and thanked Regis Wenham. Former Mayor Wenham introduced Melanie Beatty to speak regarding the proposed "Wellington Hometown Heroes Project". Miss Beatty provided background information regarding the proposed program. Mr. Schofield stated he has reviewed this program with the Community Foundation and the American Legion and it is a good program. It was the consensus of Council to implement and support the Wellington Hometown Heroes program. Former Mayor Wenham invited Commander Henry Tocce with the American Legion 390 to present Miss Beatty with a Certificate of Appreciation. C. 20-3623 PRESENTATION AND DISCUSSION OF AUDIT RESULTS FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2019 Village of Wellington Page 2 Village Council Action Summary - Final February 25, 2020 This Item was formerly Item 5B. Mr. Schofield introduced the item. Ms. Racquel McIntosh, partner with Grau & Associates, presented the Audit for the Village of Wellington for fiscal year ended September 30, 2019. Ms. Tanya Quickel introduced Ana Acevedo, Marisol Pearson and Sharon Almeida of the Finance Department who had worked with Grau & Associates on the audit. Council extended their thanks to Ms. McIntosh and her firm and to Ms. Quickel and her staff for their hard work. 6. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. Mr. Schofield stated there was one comment card on the Consent Agenda. Public Comment: 1. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, March 10, 2020 at 7:00 PM in the Council Chambers. Marchtoberfest is on Friday, March 6, 2020 and Saturday, March 7, 2020 in the greenspace at the Community Center. 12. COUNCIL REPORTS COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern asked for an update regarding construction on the CVS site. Mr. Schofield provided a brief update. Councilman McGovern stated there has been heightened interest about Coronavirus and people wanting to know that the Village is prepared and if there is anything that people should be doing regarding this. Mr. Schofield provided a brief update. Councilman McGovern thanked Vice Mayor Napoleone and stated the widening and extension of State Road (SR) 7 were added back into the long range plan at the TPA meeting. He thanked everyone who submitted comments and neighboring communities that came out and weighed in on this topic. Councilman McGovern congratulated and thanked staff for a very well run and safe Brew Fest. He stated the Marchtoberfest will be another successful event. Councilman McGovern spoke regarding the Wellington High School Band. He stated they have been invited to participate in the New Year's Day Parade in London. He stated this is a great honor. Village of Wellington Page 10 Village Council Action Summary - Final February 25, 2020 COUNCILWOMAN SISKIND: Councilwoman Siskind presented the following report: Councilwoman Siskind thanked staff, PBSO and sponsors for a very well run Brew Fest. She stated Marchtoberfest and Bacon & Bourbon are upcoming events. Councilwoman Siskind stated there was a Chronic Illness Forum at Palm Beach State College on February 20th and there were alot of community partners in attendance. She stated it was well attended. Councilwoman Siskind congratulated the Wellington High School Band. She commented about fundraising. She stated Wellington Garden Club has a flower show at the mall on Saturday and Sunday. The show is free and open to the public. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos expressed condolences for Chuck Schaefer, longtime owner of Schaefer Drugs, who passed away last Wednesday. He stated Mr. Schaefer was a wonderful man and a great family man. VICE MAYOR NAPOLEONE: Vice Mayor Napoleone presented the following report: Vice Mayor Napoleone also offered condolences regarding the passing of Mr. Schaefer. Vice Mayor Napoleone congratulated the Wellington Community High School Band. He stated the students were really excited to receive the invitation to go to London for the New Year's Day Parade. He stated the SR 7 TPA meeting was interesting and it was packed with people. The TPA received over 1,200 comments. He stated it is good that the SR 7 extension was added back into the plan. MAYOR GERWIG: Mayor Gerwig presented the following report: Village of Wellington Page 11 Village Council Action Summary - Final February 25, 2020 Mayor Gerwig stated on the opening day of the World Polo League they had three paratroopers with a flag jump out of a plane and one of them was a mayor of Middletown, Ohio. She stated the Mayor said whenever they jump they carry the bio of a person they are honoring i .e. member of the military. Mayor Gerwig stated that she is sorry she missed the Wellington Regional Event as she had a conflict with the time. She commended Palm Beach County Mayor Dave Kerner for the county's efforts in addressing the issue of homelessness and trying to restore the use of John Prince Park. Mayor Gerwig stated she attended the Legislative Action Days in Tallahassee and feels they made good progress. She asked Mr. Schofield to speak on the issue with the utility legislation. Mr. Schofield spoke briefly regarding the legislation. Mayor Gerwig stated an engineer from her husband's firm was given a lifetime achievement award for the National Masonry Construction Association in Salt Lake City, Utah. Mayor Gerwig commented regarding the Place of Hope Human Trafficking event that will be held at the Wellington Community Center on Monday, March 9, 2020 from 6:00 p.m. to 8:00 p.m. 13.
