CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. via communications media technology. Council Members present remotely: Anne Gerwig, Mayor; Michael Napoleone, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Tanya Siskind, Councilwoman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Deputy Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Mayor Gerwig read the invocation. 4. 20-3673 APPOINTMENT OF VICE MAYOR Mr. Schofield introduced the item. He indicated that Council is required by the Village Charter to appoint a Vice Mayor once a year. A motion was made by Councilman Drahos, seconded by Vice Mayor Napoleone, and unanimously passed (5-0), to appoint Councilwoman Siskind as Vice Mayor. 5. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Move Consent Item 7H, “Resolution No. R2020-13 (Pines of Wellington, Tract “C” Replat)”, to the Regular Agenda as Item 9C . 2) Separate Regular Agenda Item 9A into separate items: Item 9A, Authorization to (1) Award A Task Order to Kaufman Lynn Construction, Inc. for the Construction of the Wellington High School Sports Complex, in the amount of $12,212,904; (2) Award A Task Order to Kaufman Lynn, Construction Inc. for the Construction of the Running Track at Wellington High School, at a cost of $200,509; Village of Wellington Page 1 Village Council Action Summary - Final April 14, 2020 Item 9B, Award A Task Order to Kimley Horn and Associates, Inc. to Provide Construction Administration Services during the Project, in the amount of $385,015. Ms. Cohen stated the Mayor will also need to recuse herself from the approval of Budget Amendment Resolution No. R2020-16 to Assign $2,730,000 from Deferral Of Capital Projects And Unassigned General Fund Balance. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as amended. 6. PRESENTATIONS AND PROCLAMATIONS 7. CONSENT AGENDA Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. Mr. Schofield stated there was one comment card on the Consent Agenda. Public Comment: 1. Bruce Tumin submitted a comment card regarding Item 7J. Ms. Addie read the comment card into the record. Mr. Schofield introduced the item. Mr. Barnes presented the item. Mayor Gerwig stated there were public comment cards. Public Comment: 1. Bruce Tumin, Mark Elie, Samuel Falzone and Ted Miloch submitted written comment cards regarding Item 9A. Ms. Addie read the comment cards into the record. A motion was made by Councilman Napoleone, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve Authorization to (1) Award a Task Order for the Construction of Village of Wellington Page 4 Village Council Action Summary - Final April 14, 2020 the Wellington High School Sports Complex and (2) Award a Task Order for the Construction of the Running Track at Wellington High School. At this point, Mr. Schofield introduced the second part of the item as Item 9B. Mayor Gerwig recused herself from this part of the item and the associated budget amendment (Resolution No. R2020-16). Mr. Barnes presented the item. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (4-0), with Mayor Gerwig recused, to Award Task Order to Kimley Horn and Associates, Inc. to Provide Construction Administration Services during the project. Mr. Schofield introduced Resolution No. R2020-16. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (4-0), with Mayor Gerwig recused, to Approve Budget Amendment Resolution No. R2020-16 to assign $2,730,000 from deferral of capital projects and unassigned General Fund Balance. C. 20-3743 RESOLUTION NO. ACCORDING TO THE PLAT THEREOF, AS RECORDED IN PLAT BOOK 37, PAGES 8 THROUGH 10, OF THE PUBLIC RECORDS OF PALM BEACH COUNTY, FLORIDA LOCATED IN SECTION 3, TOWNSHIP 44 SOUTH, RANGE 41 EAST, VILLAGE OF WELLINGTON, PALM BEACH COUNTY, FLORIDA This item was formerly Consent Item 7H. Mr. Schofield introduced the item. Mr. Lundeen presented the item. Ms. Cohen stated staff need to confirm that certain documents have been recorded with Palm Beach County for the record prior to executing the Village of Wellington Page 5 Village Council Action Summary - Final April 14, 2020 plat. A motion was made by Councilman Drahos, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve Resolution No. R2020-13 (Pines of Wellington, Tract "C" Replat) as presented. 10. PUBLIC FORUM There were no public comments for Public Forum. 11. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen congratulated Vice Mayor Siskind. 12. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, April 28, 2020 at 7:00 PM. He stated he is hoping the meeting can be done in-person. Mr. Schofield provided a brief update regarding the COVID-19 emergency declarations, services being provided and actions to date for the Village of Wellington. Mr. Schofield stated he appreciates how much the Village Council has been there making sure that staff has the tools and policies that they need. 13. COUNCIL REPORTS MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated she was sworn-in earlier this evening for her last term on Council and it is a privilege to serve another four years. She stated she is very proud of the work staff and Council is doing. She stated former councilman of Loxahatchee Groves, Ron Jarriel, who was a retired firefighter and strong advocate for local government, passed away. She recognized him for his service to his community. Councilman McGovern stated Mr. Jarriel will be missed. Village of Wellington Page 6 Village Council Action Summary - Final April 14, 2020 In addition, Mayor Gerwig stated State Representative Kristin Jacobs, Broward County, a fierce advocate regarding climate change/environmental issues and vital part of the state legislature, passed away. She asked that everyone take a moment of silence for Mr . Jarriel and Ms. Jacobs. Mayor Gerwig asked Mr. Schofield to provide an update regarding iCount Wellington (census response). Mr. Stillings provided an update. Mayor Gerwig asked for an update regarding the Boardwalk (promenade). Mr. Schofield stated it is nearly complete. Mayor Gerwig commented regarding social distancing on the promenade. Mayor Gerwig congratulated Vice Mayor Siskind. VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind congratulated Mayor Gerwig, Councilman Drahos and Councilman Napoleone on being sworn in today. Vice Mayor Siskind stated she is very honored and looks forward to doing the job of Vice Mayor. Vice Mayor Siskind thanked the Palm Beach County Fire Rescue, Palm Beach County Sheriff's Office, Palm Beach County School District for distance learning, Village Staff and residents for everything everyone is doing to keep all of us safe. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated this is the first female Mayor/Vice Mayor team. He congratulated Mayor Gerwig, Councilman Drahos and Councilman Napoleone on being sworn in today. Councilman McGovern stated we have learned that as we go through this time in our country and community we are all in this together. He stated what each one of us does can potentially save the life of another person. Village of Wellington Page 7 Village Council Action Summary - Final April 14, 2020 Councilman McGovern thanked Mr. Schofield, Mr. Barnes, Ms. Coates and the senior management team for getting us through this and making sure that the community functions as we would if this was a normal time . He discussed system blockages and stated people need to do what is right to get through this and return to normal. Councilman McGovern commended staff for the updates on the village's website and social media. Councilman McGovern stated the census is something that everyone can easily do while isolated at home. It only takes a few minutes. He stated federal, state and county allocation of dollars is based on census . Councilman McGovern stated the village is looking for approximately 100% participation. Mayor Gerwig stated the census can also be completed by phone and mail. Councilman McGovern stated this is the time to support local businesses through takeout, etc. Councilman McGovern spoke about the modeling for the peak time regarding COVID-19 death rates. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos congratulated Mayor Gerwig and Councilman Napoleone on being sworn in today for another four years. He stated being elected unopposed is a credit to the Council as a whole and how effectively they have worked together. Councilman Drahos stated he is grateful to have the opportunity to serve another four years. Councilman Drahos commented on Mayor Gerwig and Vice Mayor Siskind being the first female Mayor/Vice Mayor team. He thanked them for their service to the community and for being role models to his daughters. Councilman Drahos commented on the daily EOC briefings with senior staff, PBSO and Palm Beach County Fire Rescue. He stated the village is being run exceptionally well during these difficult circumstances and commended Mr. Schofield and the staff. Village of Wellington Page 8 Village Council Action Summary - Final April 14, 2020 Councilman Drahos spoke regarding Schaefer Drug's initiative to provide greetings of appreciation for the Wellington Regional Medical Center personnel. Vice Mayor Siskind stated she has cards to drop off. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone congratulated Mayor Gerwig and Councilman Drahos on being sworn in today. He stated he is looking forward to serving four more years. Councilman Napoleone congratulated Vice Mayor Siskind. Councilman Napoleone commended village staff for doing an excellent job through this situation. Councilman Napoleone commented regarding persons who are out of work and seeking unemployment. Councilman Napoleone encouraged everyone to wear masks when going out to the stores, etc. and to comply with social distancing rules. Councilman Napoleone thanked doctors, nurses, hospital staff, first responders, grocery store employees, truck drivers who handle deliveries and restaurant employees, etc. who are working everyday to make our lives better. He encouraged everyone to have patience. Mayor Gerwig stated being an essential worker is tough right now. She stated it was nice to see the county thanking consultants. Mayor Gerwig stated once things are back to normal she would like for staff to set up a community input meeting with Paddock Park 1. Mr. Schofield stated for clarification purposes, the daily EOC calls are under the direction of Nicole Coates, Emergency Management Director, and are for information only. He stated no policy issues are discussed nor does he take direction from Council during the calls. Mr. Schofield stated the peak for COVID-19 is projected to be the first week of May. Mayor Gerwig thanked Nicole Coates, her team and the Information Technology Department for all that they have been doing.
