CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Tanya Siskind, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Michael Napoleone, Councilman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Assistant Manager; Tanya Quickel, Deputy Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Rabbi Emeritus, Stephen Pinsky, Temple Beth Torah, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-3991 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING THE CROWNED PEARLS OF WELLINGTON AND THE WELLINGTON ROTARY CLUB FOR THEIR HUMANITARIAN EFFORTS AND SUPPORT OF THE WELLINGTON COMMUNITY Mr. Schofield introduced the item. Ms. Addie read the proclamation. Ms. Paulette Edwards, Community Services Director, gave comments and introduced Jenny Hassell, President of The Crowned Pearls and David Berns, President of the Wellington Rotary Club who gave brief comments. Ms. Edwards also recognized the Community Services Department team. Village of Wellington Page 1 Village Council Action Summary - Final September 22, 2020 Council gave comments and thanked The Crowned Pearls of Wellington and the Wellington Rotary Club for all that they have done for the community. The Council also acknowledged others who have volunteered and helped with Feeding South Florida. 6. CONSENT AGENDA Mr. Schofield stated there were no comment cards on the Consent Agenda. Mr. Schofield indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve the Consent Agenda as presented. This item approved on Consent. 7. PUBLIC HEARINGS A. 20-3906 SECOND PUBLIC HEARING TO ADOPT THE FY 2020/2021 MILLAGE RATE AND ANNUAL BUDGET FOR WELLINGTON I. RESOLUTION NO. R2020-45 (MILLAGE RATE) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING THE TAX LEVY AND MILLAGE RATE FOR WELLINGTON FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2020, AND ENDING SEPTEMBER 30, 2021; AND PROVIDING AN EFFECTIVE DATE. II. RESOLUTION NO. R2020-46 (WELLINGTON BUDGET) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL ADOPTING A BUDGET FOR THE VILLAGE OF WELLINGTON FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2020, AND ENDING SEPTEMBER 30, 2021; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield introduced this item. Ms. Addie read the resolutions by title. Ms. Quickel presented this item. Council gave comments and thanked staff for their hard work on the budget. Ms. Quickel read the mandatory language regarding the millage rate into record. Public Hearing A motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to open the Public Hearing. There being no public comments, a motion was made by Councilman Village of Wellington Page 3 Village Council Action Summary - Final September 22, 2020 Drahos, seconded by Councilman Napoleone, and unanimously passed (5-0), to close the Public Hearing. A motion was made by Councilman McGovern, seconded by Councilman Napoleone, and unanimously passed (5-0), to approve Resolution No. R2020-45 (Millage Rate) adopting the tax levy and millage rate for the Village of Wellington for the fiscal year commencing October 1, 2020 at 2.47 mills. A motion was made by Councilman McGovern, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve Resolution No. R2020-46 (Wellington Budget) adopting the budget for the Village of Wellington for FY 2020/2021. 8. REGULAR AGENDA There were no Regular Agenda items. 9. PUBLIC FORUM Mr. Schofield indicated a public comment card was received. Public: Mr. Bart Novak spoke about an email he sent to the Council regarding Alan Zangen, Special Magistrate. 10. ATTORNEY'S REPORT MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated that she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, October 13, 2020, at 7:00 PM. Village Offices will be closed on Monday, October 12, 2020 in observance of Columbus Day. The Agenda Review Meeting will be held on Thursday, October 8, 2020. COUNCIL REPORTS VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind read a message from Jordan Ray who expressed thanks to the Village for lighting the tower and the show of support for Chiari Malformation Awareness Month. Vice Mayor Siskind stated she attended the Palm Beach County Literacy Coalition Zoom Meeting yesterday and commented about the annual Read for the Record campaign. She stated the children’s book is “Evelyn Del Rey is Moving Away” by Meg Medina and illustrated by Sonia Sanchez. Vice Mayor Siskind stated that today is National Voter Registration Day . The deadline is October 5, 2020 to register to vote and October 24, 2020 is the deadline to receive an absentee ballot and early voting begins on October 24, 2020 until October 31, 2020. Vice Mayor Siskind stated she attended the Zoom Civics 101 yesterday with Palm Beach Central High School students and it was great to see Mr. Atkins. She asked if the Village will conduct Civics 101 with Wellington High School. Vice Mayor Siskind stated the Twilight Green Market at Wellington will be held on Fridays on the Town Center Promenade beginning October 2, 2020 and will continue until March 26, 2021. She asked what is being done regarding crowd control. Mr. Schofield stated the Village will comply with the limitations for the number of people and spatial limitations and there will be someone there to monitor. Vice Mayor Siskind stated brick and mortal school started yesterday and wished everyone well. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern commended Village staff for the Food Trucks in the Parks program. He stated he has heard from residents about how excited they are and how it has been a success. He stated this has been well received. Village of Wellington Page 5 Village Council Action Summary - Final September 22, 2020 Mayor Gerwig commended the Chatsworth Neighborhood for this idea and working with the Village on this. Councilman McGovern stated the Parks and Recreation staff has put together the Creepy Crawl at Village Park from 6:00 p.m. to 10:00 p.m. on October 17, 2020. This is a Drive-Through event. Councilman McGovern commended PBSO and stated they have had a tremendous presence at Feeding South Florida every week. Councilman McGovern stated the Village has returned to school. He stated the principals at the schools are thankful for PBSO’s increased presence during drop-off because it has made it much more functional and thanked PBSO Sergeant DeJoy for enhanced traffic assistance at the schools. Councilman McGovern spoke regarding the census and stated there are nine days left to complete the census. Wellington is at 71.4% completion. He stated the census is vital to the community, county and state. The census affects representation and funding on numerous things. He encouraged anyone who has not completed the census to do so. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated it was nice to meet in person. Councilman Drahos welcomed families back to school this week. He stated teachers are working really hard to make this as successful as possible and thanked support staff for doing an admirable job under difficult circumstances. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone wished good luck to all students, teachers, parents, staff and everyone involved in the school system with the return to school. Councilman Napoleone reminded everyone to be safe and wear their masks. Councilman Drahos asked to meet with Ms. Cohen after the Council Meeting. Village of Wellington Page 6 Village Council Action Summary - Final September 22, 2020 MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig commented about 9/11 and stated the Village had a virtual ceremony. She stated a resident, Gary Swedenborg, came up to the 9/11 memorial playing Taps and she captured him on video. She stated he is involved in Wellington’s boat parade and boaters on Lake Wellington. She stated she was grateful for the memorial service and stated the Village is trying to be safe and protect everyone. Mayor Gerwig referenced the Read for the Record book, “Evelyn Del Rey is Moving Away” by Meg Medina and illustrated by Sonia Sanchez and mentioned she received cupcakes that have the book on them from Two Fat Cookies in Delray. She stated Council will receive guidelines regarding reading the book. Mayor Gerwig also discussed Read Together Palm Beach County, the book is “The Nickel Boys” by Colson Whitehead. She stated the wrap up session will be held at the Wellington Library. 13.
