PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Deacon Vince Muller of St. Therese de Lisieux Catholic Church delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Add Resolution No. R2020-53 for Florida Department of Environmental Protection’s Florida Recreational Development Assistance Program (FRDAP) Grant and Resolution No. R2020-54 for a Budget Amendment to Allocate the Grant as Item 6K on the Consent Agenda. A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-3901 PRESENTATION OF 2020 WELLINGTON TOP COP AND TOP FIREFIGHTER AWARDS Mr. Schofield presented this item. Mr. Schofield introduced Palm Beach Sheriff's Office (PBSO) Captain Rolando Silva who provided background information about Deputy Sheriff Scott Poritz, who was selected as the 2020 Wellington Top Cop. Council gave brief comments, presented the award and congratulated Deputy Sheriff Poritz. Mr. Schofield introduced Palm Beach County Fire Rescue Battallion Chief William Rowley who provided background information about Captain Craig Dube, who was selected as the 2020 Wellington Top Firefighter. Captain Craig Dube thanked Council for the recognition and thanked his family and members of Palm Beach County Fire Rescue. Council gave brief comments, presented the award and congratulated Captain Dube. 6. CONSENT AGENDA Mr. Schofield stated there were 2 comment cards on the Consent Agenda. Public: Vice Mayor Siskind read comments submitted by John Fourney and Lucy Paz regarding Consent Item 6I into the record. Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. Mr. Schofield introduced the item. Ms. Addie read the Ordinance by title. Ms. Cohen presented the item. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (5-0) to open the public hearing. There being no public comments, a motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0) to close the public hearing. Councilman McGovern asked if this was moot. Ms. Cohen stated if the corrected ordinance was not done, there would have been a gap in service which was not intended. In order to eliminate the gap, the ordinance needs to be passed to correct that error. A motion was made by Councilman Napoleone, seconded by Vice Mayor Siskind, and unanimously passed (5-0) to approve Ordinance No. 2020-15 (Amending Chapter 2, Article IV (Code Enforcement), Section 2-203 (Special Magistrate) of Wellington’s Code Of Ordinances to Correct A Scrivener’s Error) on first reading. 8. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated that she had no report. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, October 27, 2020, at 7:00 P.M. Councilman Napoleone asked for an update on the Ousley Roundabout. Mr. Barnes stated it is within a month of completion. He stated it is in progress and doing well and there have been no complaints related to the closure. Councilman McGovern asked what the times are for the Creepy Crawl. Mr. Barnes stated staff is partnering with IPC to be able to utilize their front lot and fields for queuing to minimize traffic issues on 120th. Mr. De La Vega stated the event will take place from 6:00 p.m. to 10:00 p.m. Mayor Gerwig stated she will not be able to attend this weekend because she will be out of town. Mr. Barnes stated it is a drive through event. 12. COUNCIL REPORTS VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind asked if Council was going to discuss the board appointment. After discussion, Council decided to appoint Mark Hagan for the At-Large Appointment to the Construction Board of Adjustments & Appeals. A motion was made by Councilman McGovern, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to appoint Mark Hagan to the Construction Board of Adjustments & Village of Wellington Page 6 Village Council Action Summary - Final October 13, 2020 Appeals as an At Large Member. Vice Mayor Siskind commended staff for a great job on the Twilight Green Market. She stated it has been drawing a good crowd and running smoothly. She stated it is fun with great vendors. Mayor Gerwig stated Palm Beach County is looking for chances to come and speak with the public regarding COVID. Mr. Schofield stated staff has discussed having them come out and speak at the Green Market. Mr. Barnes stated staff is waiting to hear back from the County’s Community Services Department and will coordinate with them once they have the details. Mayor Gerwig stated this will be a good reminder to the public. It is not over and it can resurge and the Village needs to abide by all of the best practices for its events. She stated this is a good way for the County to get the information out. Mr. Barnes stated the County proposal will be to provide promotional information and materials to attendees. He thanked the County for providing the dispensers at the Twilight Green Market. He stated the County made them available to municipalities about a month ago. Councilman Napoleone stated the Twilight Green Market has had a fantastic start and will get better and better. He asked if on the Friday before Halloween, the kids could where costumes to the event. Mr. De La Vega stated staff is already working on this. Mayor Gerwig stated she is glad to see people are wearing masks, social distancing and using the hand sanitizers at the event. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated tomorrow may be the last day to complete the census. Councilman McGovern stated early voting begins Monday, October 19, 2020 at the Wellington Library from 7:00 a.m. to 7:00 p.m. Village of Wellington Page 7 Village Council Action Summary - Final October 13, 2020 Councilman McGovern stated the testing center remains open and the county mask mandate has been extended. Councilman McGovern stated flu shots are being offered throughout the community. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos waived his report. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone waived his report. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig thanked Mr. Schofield for encouraging her to get her flu shot. Mayor Gerwig stated the Wycliffe Stiffs Stickball League canceled their upcoming season. She stated in honor of the season they donated the monies to Wycliffe Charities. Mayor Gerwig stated Mr. Terry contacted her again regarding traffic calming. Mr. Schofield stated he will contact Mr. Terry tomorrow. He stated staff has looked into a variety of measures and have completed a review of traffic accidents over the last three years. The last thing staff is looking at is speed tables. Mr. Barnes stated staff did reach out to Mr. Terry and provided information and updates. He stated staff will check to see if Mr. Terry has any other questions. Mayor Gerwig stated a lot of neighborhoods are asking for some type of traffic calming. Mr. Barnes stated this area is challenging and explained the different speed limits. Mayor Gerwig spoke about what was done in the past regarding speeding. Mr. Barnes stated regarding Ousley, the completion date is November 30, 2020. Mayor Gerwig commended Premier Health for assisting at Feeding South Florida today and stated it went well. 13.
