CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Tanya Siskind, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Michael Napoleone, Councilman. Advisors to the Council: Paul Schofield, Manager; Laurie Cohen, Attorney; Jim Barnes, Deputy Village Manager; Tanya Quickel, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Rabbi Emeritus, Stephen Pinsky, Temple Beth Torah, Wellington, delivered the Invocation. 4. APPROVAL OF AGENDA Mr. Schofield indicated staff recommended approval of the Agenda as amended. 1) Move Consent Agenda Item 6H, Resolution No. R2020-56 (Community Development Block Grant Program Cares Act Funding), to Public Hearings as Item 7C. A motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (4-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-4041 PROCLAMATION DECLARING NOVEMBER 10, 2020 AS WELLINGTON COMMUNITY FOUNDATION DAY IN WELLINGTON Mr. Schofield introduced the item. He stated Former Mayor Tom Wenham is present to speak. Former Mayor Tom Wenham, Chair of the Wellington Community Foundation, Inc., thanked the Council, Mr. Schofield and staff for their assistance in helping to put together the Red, White and Blue Jeans “A Salute to Our Heroes” online event this year. Council gave comments and presented the proclamation to the Wellington Community Foundation. 6. CONSENT AGENDA Mr. Schofield indicated there were no comment cards on the Consent Agenda. Mr. Schofield indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0), to approve the Consent Agenda as amended. Mr. Schofield introduced the item. Ms. Addie read the resolution by title. Ms. Cohen administered the oath to those who wished to speak on the item. Village Council disclosed any ex-parte communications. Mr. Tim Stillings presented this item. Mr. Michael Stone and Mr. Daniel Rosenbaum were present on behalf of the applicant. Public Hearing A motion was made by Vice Mayor Napoleone, seconded by Councilman McGovern, and unanimously passed (4-0), to open the Public Hearing. There being no public comments, a motion was made by Vice Mayor Napoleone, seconded by Councilman Drahos, and unanimously passed (4-0), to close the Public Hearing. B. 20-4053 ORDINANCE NO. 2020-15 (AMENDING CHAPTER 2, ARTICLE IV (CODE ENFORCEMENT), SECTION 2-203 (SPECIAL MAGISTRATE) OF WELLINGTON’S CODE OF ORDINANCES TO CORRECT A SCRIVENER’S ERROR) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, AMENDING CHAPTER 2, ARTICLE IV (CODE ENFORCEMENT), SECTION 2-203 (SPECIAL MAGISTRATE) OF WELLINGTON’S CODE OF ORDINANCES TO CORRECT A SCRIVENER’S ERROR IN THE DATES OF THE INITIAL STAGGERED TERMS TO BE SERVED BY THE REAPPOINTED SPECIAL MAGISTRATES; PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. Village of Wellington Page 4 Village Council Action Summary - Final October 27, 2020 A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (4-0) to approve Ordinance No. 2020-15 (Amending Chapter 2, Article IV (Code Enforcement), Section 2-203 (Special Magistrate) of Wellington’s Code Of Ordinances to Correct A Scrivener’s Error) on second reading. C. 20-4052 RESOLUTION NO. R2020-56 (COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CARES ACT FUNDING) A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE FY 2020/2021 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CARES ACT FUNDING. This item was formerly Consent Item 6H. Mr. Schofield introduced the item. Ms. Addie read the resolution by title. Mr. Stillings presented this item. Public Hearing A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (4-0), to open the Public Hearing. There being no public comments, a motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (4-0), to close the Public Hearing. A motion was made by Councilman Drahos, seconded by Councilman Napoleone, and unanimously passed (4-0), to approve Resolution No. R2020-56 (Community Development Block Grant Program Cares Act Funding). 8. REGULAR AGENDA There were no Regular Agenda items. 9. PUBLIC FORUM Mr. Schofield indicated no public comment cards were received. 10. ATTORNEY'S REPORT Village of Wellington Page 5 Village Council Action Summary - Final October 27, 2020 MS. COHEN: Ms. Cohen presented the following report: Ms. Cohen stated that she had no report. At this point, Mayor Gerwig asked if it was okay to change the order and stated Councilman McGovern would like to speak prior to the Manager ’s Report. Councilman McGovern stated that earlier today Mr. Schofield had submitted his letter regarding his intent to retire in February 2021 and read the letter into record. Councilman McGovern stated the letter does not do Mr. Schofield’s legacy of service justice and he hopes that there is a chance, as the Village nears its 25th anniversary, to celebrate Mr. Schofield’s legacy for making this Village all that it is and has been. Mayor Gerwig stated she met Mr. Schofield when she was 18 years old and stated his expertise, knowledge and professionalism is completely unmatched. She stated the Village would not be where it is without Mr. Schofield’s dedication and service. She stated this is a big transition for the Village. Councilman Drahos stated he just learned of this fifteen minutes prior to the Council Meeting and stated he has not had a chance to collect his thoughts yet. He stated Mr. Schofield is the only village manager he has worked with and known growing up in this town that he helped shepherd through and build. He stated this is the biggest moment since he has been on Council and he wants to take time to collect his thoughts to speak as eloquently as he can about how he values the time with and respects Mr. Schofield. He stated this is day one of a big transition for the Village and he wants to make sure that Mr. Schofield’s accomplishments are appropriately recognized in the remaining time left to work with him. Councilman Napoleone stated that he is not prepared to make detailed comments tonight because he just found out prior to the meeting. He stated Mr. Schofield’s leadership has been exemplary for the time he has been at the Village. He stated they have appreciated his sense of calm . Councilman Napoleone stated Mr. Schofield’s leadership and friendship will be missed. 11. MANAGER'S REPORT MR. SCHOFIELD: Mr. Schofield presented the following report: The Next Regular Council Meeting will be held on Tuesday, November 10, 2020, at 7:00 P.M. Village of Wellington Page 6 Village Council Action Summary - Final October 27, 2020 Mr. Schofield stated there are no agenda items scheduled for the November 24, 2020 Regular Council meeting and his recommendation is to cancel the meeting. Election Day is Tuesday, November 3, 2020. Village Offices will be closed on Wednesday, November 11, 2020, in observance of Veterans Day. Mayor Gerwig asked if the food distribution will be held on Election Day. Mr. Schofield stated it is his recommendation to have the food distribution on Election Day. 12. COUNCIL REPORTS COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern thanked Mr. Schofield, Mr. Stillings and staff for their help regarding the census. The Village was 72.5% completion. He stated the Village was second place and this was a great coming together and everyone did an exceptional job. Councilman McGovern stated the Wellington Library has been a steady voting site and they are open from 7:00 a.m. to 7:00 p.m. and early voting continues until Sunday. He briefly spoke of the many early voting locations. Mayor Gerwig stated wait time information is on the Palm Beach County Supervisor of Elections website. Councilman McGovern stated ballots can be dropped off at the early voting site or the Supervisor of Elections office. He stated voting is so important. Councilman McGovern stated he was struck today when looking at the Palm Beach Post online at an article where Bill Johnson, the County’s Emergency Manager, spoke about how he believes the County is in a resurgence regarding COVID-19. He stated there are COVID cases at the schools and 29 cases in Wellington since Sunday. Councilman McGovern stated everyone has to all be smart and do their part : handwashing, hand sanitizing, mask wearing and social distancing. Mayor Gerwig encouraged everyone to stay home if you are sick. Village of Wellington Page 7 Village Council Action Summary - Final October 27, 2020 Councilman McGovern stated the Wellington COVID testing site is open Monday through Thursday. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated this Friday Wellington Community High School (WCHS) will be playing on the new field and there will be a ribbon cutting ceremony. He stated the Village is very proud of this accomplishment. Councilman Drahos said hopefully staff will be there to video the event. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated if you have not already mailed your vote by mail ballot, to turn in your vote by mail ballot in person to an early voting location or Supervisor of Elections office. He encouraged everyone to follow the ballot instructions carefully. Councilman Napoleone stated the Village is having the Community Conversations tomorrow night and it is virtual. He encouraged persons to get online and participate. Councilman Napoleone stated Halloween is Saturday and encouraged all to be smart, safe, careful and take the appropriate precautions. He stated regarding COVID, nothing has changed since March. He encourage persons to wear masks, wash hands, and avoid crowds and social distance. Councilman McGovern asked if the CDC flyer regarding Halloween can be sent out to residents. Mr. Schofield stated flyers will be put out in public locations, on social media and Wellington TV. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig referenced the ballot amendments and stated Todd Bonnlarron put together a video on the County’s website. She asked if the Village can share the link to the video. Mayor Gerwig spoke regarding Read for the Record and stated it is Village of Wellington Page 8 Village Council Action Summary - Final October 27, 2020 virtual this Thursday. She stated she wants parents who have school children to talk about the book and the Council’s videos are playing in the schools. She thanked staff for stepping up and making this fun. Literary is important to the community. Mayor Gerwig stated she purchased twenty copies of the Nickel Boys and a few copies are still available. Mayor Gerwig stated the Crowned Pearls are doing a virtual 5K Walk /Run November 15, 2020 through November 20, 2020. She asked if the Village is able to promote events for community groups. Mr. Schofield stated the Village may be able to be a co-sponsor. Ms. Cohen stated in order to show videos for the equestrian event, the Village needs to be a co-sponsor. Mayor Gerwig stated she still has additional copies of “Evelyn Del Ray is Moving Away” and “The City That Talks” books. 13.
