CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Tanya Siskind, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Michael Napoleone, Councilman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. INVOCATION Marianne Knisley, Jesus Christ Church of Latter Day Saints, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as presented. A motion was made by Councilman Drahos, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve the Agenda as presented. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-4221 PRESENTATION OF PROCLAMATION BY THE TOWN OF LOXAHATCHEE GROVES FOR WELLINGTON’S 25TH ANNIVERSARY Mr. Barnes introduced the item. Mayor Lisa El-Ramey, Town of Loxahatchee Groves, introduced the Loxahatchee Groves Councilmembers who were present: Councilman Robert Shorr and Councilwoman Laura Danowski. In addition, she introduced Mary Nicholas. Mayor El-Ramey read the proclamation into record and presented the Village of Wellington Page 1 Village Council Action Summary - Final February 9, 2021 proclamation and plaque to Council. Council thanked the Town of Loxahatchee Groves for the proclamation and plaque. B. 20-4222 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA RECOGNIZING PAUL SCHOFIELD ON HIS RETIREMENT AND YEARS OF SERVICE AND DEDICATION AS VILLAGE MANAGER OF THE VILLAGE OF WELLINGTON Mr. Barnes introduced the item. Ms. Addie read the proclamation. Palm Beach Sheriff's Office (PBSO) Captain Rolando Silva, Representative Matt Willhite, Former Councilman Mr. John Greene, Former Mayor Tom Wenham, Former Palm Beach County Commissioner Jess Santamaria, Mr. Keith B. Jackson, Mr. Tony Nelson, Mr. Youn Lee, Ms. Mary Nicholas and Mr. Paul Schofield, Jr. gave comments recognizing and honoring Mr. Schofield. The Village Council, Ms. Cohen, Ms. Addie and Mr. Barnes also gave comments and extended best wishes to Mr. Schofield. Mr. Schofield stated the Village Council has known him for a long time and he likes to work in his office and get things done versus being in the limelight. He referenced the “Four Tests for All Projects and Programs” on the back of the Village’s identification badge and stated none of the things accomplished over the last twenty years happened without a Council who was willing to do the work. Mr. Schofield stated in order to achieve anything it starts with the Council and the Village also has exceptional staff. He stated he appreciates all of the nice things that everyone has said. Mr. Schofield said he has enjoyed his time with the Village and he will miss all of the people here. Council presented the proclamation to Mr. Schofield. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as presented. A motion was made by Councilman Napoleone, seconded by Councilman McGovern, and unanimously passed (5-0), to approve the Consent Agenda as presented. COHEN: Ms. Cohen presented the following report: Ms. Cohen reminded Council that there will be a shade session on Thursday, February 18, 2021 at 5:30 p.m. on the PR Raintree matter. 11. MANAGER'S REPORT MR. BARNES: Mr. Barnes presented the following report: The Next Regular Council Meeting will be held on Tuesday, February 23, 2021, at 7:00 P.M. 12. COUNCIL REPORTS COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone stated there is a vacancy on the Architectural Review Board (ARB). He said there is one applicant, Dayna Bertola, and he is appointing her to fill the vacated seat on that board. COUNCILMAN DRAHOS: Councilman Drahos presented the following report: Councilman Drahos stated he had no report. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated the Great Neighborhoods grant program for 2021 began on Monday and there is information about the program on the Village’s website. Councilman McGovern encouraged everyone to continue to be vigilant in the battle against COVID. Village of Wellington Page 5 Village Council Action Summary - Final February 9, 2021 VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind congratulated everyone involved in the Great Charity Challenge held on Saturday night. She stated it was a wonderful night for the community and $1.1 million was given away to charities in Palm Beach County. Vice Mayor Siskind said this really impacts the communities and thanked Equestrian Sports Productions (ESP), Anne Caroline Valtin, Executive Director, the Bellissimo Family and Fidelity Investments. She stated it was live streamed and it was heartwarming to see all of the effort. Vice Mayor Siskind said she visited the Tennis Center and suggested the Council come out and play a tennis match. MAYOR GERWIG: Mayor Gerwig presented the following report: Mayor Gerwig stated Eli Chernobelsky, Santos Bonfante and Connor Remington, Wellington Community High School students, are working on the Student of the Year Campaign for the Leukemia and Lymphoma Society. She stated they would like the Village to donate gently used shoes as a part of their fundraiser and they also have other events planned. Mayor Gerwig stated everyone can bring the shoes to her at Village Hall. 13.
