CALL TO ORDER Mayor Gerwig called the meeting to order at 7:00 p.m. Council Members present: Anne Gerwig, Mayor; Tanya Siskind, Vice Mayor; John McGovern, Councilman; Michael Drahos, Councilman; and Michael Napoleone, Councilman. Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney; Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant Village Manager; and Chevelle D. Addie, Village Clerk. 2. PLEDGE OF ALLEGIANCE The Suarez Triplets led the Pledge of Allegiance. 3. INVOCATION Larry Hawkins, Jesus Christ Church of Latter Day Saints, delivered the invocation. 4. APPROVAL OF AGENDA Mr. Barnes indicated staff recommended approval of the Agenda as amended. On Monday, March 1, 2021, the Village received a request from the Wellington Green Master Property Owners Association, Inc. to continue the Wellington Green CPA and DOA applications (2020-0001-CPA and 2020-001-DOA), respectively, to the March 23, 2021 Village Council Meeting. These items were scheduled to be heard by Council at its upcoming meeting on March 9, 2021. The applicant’s request for continuance is granted in accordance with Section 5.2.3 of the Land Development Regulations; therefore, the applications will not be on the March 9, 2021 Council agenda and will be heard at the March 23, 2021 Village Council Meeting. 1. Move Consent Item 6D, (Authorization to 1) Utilize a Sourcewell Contract for the Village Skate Park Project; and 2) Approval of Resolution No. R2021-08 Amending the Sales Surtax Fund Capital Budget for Fiscal Year 2020-2021 by allocating Fund Balance for the Skate Park Reconstruction Project), to the Regular Agenda as Item 8A. 2. Change Item 8A, (Recognition of Kathy Foster, Carmine Priore and Tom Wenham for their service to the Village of Wellington on its 25th Anniversary), to Item 8B. Mr. Barnes stated Ordinances 2021-06 and 2021-07 (Items 7A and 7B) were postponed at the request of the applicant and are continued to a date certain of the March 23, 2021 Council Meeting. A motion was made by Councilman Napoleone, seconded by Vice Mayor Siskind, and unanimously passed (5-0), to approve the Agenda as amended. 5. PRESENTATIONS AND PROCLAMATIONS A. 20-4317 A PROCLAMATION OF THE VILLAGE COUNCIL OF WELLINGTON, FLORIDA PROCLAIMING MARCH 2021 AS “FLORIDA BICYCLE MONTH” IN THE VILLAGE OF WELLINGTON Mr. Barnes introduced the item. Ms. Addie read the proclamation. Mr. Barnes stated staff will provide the proclamation to the Palm Beach County Transportation Planning Agency. He introduced Ms. Paulette Edwards, Community Services Director, and Mr. Gus Ponce, Community Services Program Coordinator, to recognize the Village’s Community partner, Palm Beach Sheriff’s Office (PBSO), and to discuss the Bicycle Assistance Program. Mr. Gus Ponce spoke regarding the Bicycle Assistance Program and the partnership with PBSO. Village Staff and PBSO presented bikes to the Suarez Triplets who are students at Elbridge Gale Elementary School. Council gave brief comments. B. 20-4321 RECOGNITION OF THE FLORIDA SECTION OF AMERICAN WATER WORKS ASSOCIATION (AWWA) 2020 OUTSTANDING WATER DISTRIBUTION SYSTEM, DIVISION 4 FIRST PLACE AWARD Mr. Barnes introduced the item. Dr. Fred Bloetscher, PE, 2020-2021 Chair of the Florida Section American Water Works Association (FSAWWA), provided an overview of the award and discussed the reasons why the Village of Wellington was chosen for the 2020 Outstanding Water Distribution System, Division 4 First Place Award. Ms. Shannon LaRocque, Utilities Director, thanked Council and stated Village of Wellington Page 2 Village Council Action Summary - Final March 9, 2021 the award would not be possible without Council’s commitment to fund critical infrastructure. She said the investments are now coming to fruition. She said the award embodies everything staff strives for in Utilities: 1) to be the best in class in the state of Florida, 2) to ensure that the customers know that they have the safest drinking water that they could possibly have, and 3) their commitment to lay a solid foundation for those that will follow them. Ms. LaRocque stated the award is in recognition of her team. She said they work tirelessly behind the scenes mostly without public recognition. She introduced and recognized her team who was in the audience. Village Council commended Ms. LaRocque and her team. C. 20-4304 PRESENTATION OF AUDIT RESULTS FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2020 Mr. Barnes introduced the item. Ms.Tanya Quickel introduced Ms. Racquel McIntosh, partner with Grau & Associates, who presented the Audit for the Village of Wellington for fiscal year ended September 30, 2020. Ms. Quickel stated it was a Village wide effort and commended everyone involved in providing information for the audit. Council extended their thanks to Ms. McIntosh and her firm and to Ms. Quickel and staff for their hard work. 6. CONSENT AGENDA Mr. Barnes stated there were no comment cards on the Consent Agenda. Mr. Barnes indicated staff recommended approval of the Consent Agenda as amended. A motion was made by Councilman McGovern, seconded by Councilman Drahos, and unanimously passed (5-0), to approve the Consent Agenda as amended. B. 20-4313 RECOGNITION OF KATHY FOSTER, CARMINE PRIORE AND TOM WENHAM FOR THEIR SERVICE TO THE VILLAGE OF WELLINGTON ON ITS 25TH ANNIVERSARY Mr. Barnes introduced the item. Ms. Addie read the proclamation. Staff showed Council a video. Former Mayors Kathy Foster, Carmine Priore and Tom Wenham gave comments and thanked Council for the honor. Council gave comments. 9. PUBLIC FORUM Mr. Barnes indicated public comment cards were received. Public Comment: 1) Palm Beach County Fire Rescue Chief Tozzi, who is a Wellington Resident, stated it is a pleasure to come here to serve and be a part of the team. He provided a brief overview of his experience. 2) Sheila Calderon spoke regarding Item 7A and Item 7B that were continued to a date certain of March 23, 2021. 3) Mark Offerman spoke regarding Item 7A and Item 7B that were continued to a date certain of March 23, 2021. 10. VICE MAYOR SISKIND: Vice Mayor Siskind presented the following report: Vice Mayor Siskind stated the Wellington Historical Society is having an outdoor photo scavenger hunt in honor of Wellington’s 25th Anniversary of Incorporation on March 27, 2021 and March 28, 2021. COUNCILMAN MCGOVERN: Councilman McGovern presented the following report: Councilman McGovern stated Principal Blake Bennet is leaving Wellington Landings Middle School to become principal of Dreyfoos School of the Arts High School. He thanked her for an excellent decade of service. Mr. Barnes stated staff has started the process to invite Ms. Bennet to attend a Council Meeting to be recognized. Mayor Gerwig stated it is a loss for the Village. Vice Mayor Siskind stated the Village will miss Ms. Bennet and she did amazing things at the school. COUNCILMAN NAPOLEONE: Councilman Napoleone presented the following report: Councilman Napoleone thanked the Council for allowing the Cub Scouts to have the Pinewood Derby at the amphitheater. He said it was the best venue for that and recognized the Community Services Team. He also thanked Bruce Wagner and the public works team for letting one of the Cub Scout Dens plant approximately 60 trees in Section 24. Council thanked Councilman Napoleone for a great design for the Pinewood Derby car.
