Village Council Action Summary - Final November 16, 2023
1. CALL TO ORDER
Mayor Gerwig called the meeting to order at 6:00 p.m. This is a
continuation of the November 14, 2023 and November 15, 2023 Village
Council Meetings.
Council Members present: Anne Gerwig, Mayor; Michael Napoleone,
Vice Mayor; John T. McGovern, Councilman; Michael Drahos,
Councilman; and Tanya Siskind, Councilwoman.
Advisors to the Council: Jim Barnes, Manager; Laurie Cohen, Attorney;
Tanya Quickel, Deputy Village Manager; Ed De La Vega, Assistant
Village Manager; and Chevelle D. Addie, Village Clerk.
2. PLEDGE OF ALLEGIANCE
Mayor Gerwig led the Pledge of Allegiance.
3. INVOCATION
Pastor Peter Bartuska, Christ Community Church, delivered the
invocation.
4. APPROVAL OF AGENDA
There was no agenda approval since this meeting is a continuation of the
November 14, 2023 and November 15, 2023 Village Council Meetings.

FROM EQUESTRIAN COMMERCIAL RECREATION (ECR) TO
RESIDENTIAL D (2.01 DU/AC TO 5.0 DU/AC), LOCATED AT THE
NORTHEAST CORNER OF SOUTH SHORE BOULEVARD AND
PIERSON ROAD, TOTALING 96.17 ACRES, MORE OR LESS, AS
MORE SPECIFICALLY DESCRIBED HEREIN; TO MODIFY THE
MOBILITY ELEMENT MAPS INCLUDING THE BRIDLE PATH MAP,
PEDESTRIAN PATHWAY NETWORK MAP, MULTI-MODAL
PATHWAYS MAP, AND THE BICYCLE LANES MAP BY REMOVING
EQUESTRIAN VILLAGE AS A VENUE; PROVIDING A CONFLICTS
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING
AN EFFECTIVE DATE.
Village Council Meeting Continuation on November 16, 2023:
Mayor Gerwig asked if Council had any more questions for staff or
petitioners.
Ms. Cohen swore in the individuals who wished to speak on this item.
Ex-parte Communications:
Vice Mayor Napoleone: Vice Mayor Napoleone updated his ex-parte
communications. He said he could be fair and impartial.
Councilman Drahos: Councilman Drahos updated his ex-parte
communications. He said he could be fair and impartial.
Mayor Gerwig: Mayor Gerwig updated her ex-parte communications.
She said she could be fair and impartial.
Councilman McGovern: Councilman McGovern updated his ex-parte
communications. He said he could be fair and impartial.
Councilwoman Siskind: Councilwoman Siskind updated her ex-parte
communications. She said she could be fair and impartial.
The Village Council inquired about the original Wellington PUD, units,
property for the park, contract, dressage on the site, Pod F,
showgrounds, Conditions #7 and #8, temporary road, improvements,
land use changes, ownerships and bridle path.
Mr. Stillings, Mr. McMahon, Ms. Bellissimo, Ms. Miskel, Mr. Rosenbaum,

Mr. Kelly, Mr. Hearing and Ms. Cohen responded to the Village Council's
questions.
Ms. Lhota spoke on behalf of Victoria McCullough with respect to the
bridle path and density.
The Village Council took a break at 8:37 p.m.
The Village Council reconvened the meeting at 8:57 p.m.
The Applicants and Interested Parties made their final arguments.
The Village Council inquired about non-equestrian properties in the
Equestrian Preserve Area, dressage dates, density, initial application
and Pod D.
A motion was made by Vice Mayor Napoleone, seconded
Councilwoman Siskind, and unanimously passed (5-0) to
continue the meeting past 11:00 p.m.
The Village Council thanked everyone who attended the meetings and
provided comments.
A motion was made by Councilman Drahos, seconded by
Councilwoman Siskind, and passed (4-1; Vice Mayor Napoleone
dissenting) to approve Ordinance No. 2023-01 (The Wellington
North Comprehensive Plan Amendment) as amended regarding
the condition language and Residential C for the single family
portion and Residential D for the multi-family portion on first
reading.
A motion was made by Councilman Drahos, seconded by
Councilwoman Siskind, and passed (4-1; Vice Mayor Napoleone
dissenting) to approve Ordinance No. 2023-02 (The Wellington
North Rezoning) as presented on first reading.
A motion was made by Councilman Drahos, seconded by
Councilwoman Siskind, and unanimously passed (5-0) to
approve Ordinance No. 2023-04 (The Wellington South
Comprehensive Plan Amendment) as presented on first reading.
B. 23-6206 ORDINANCE NO. 2023-02 (THE WELLINGTON NORTH REZONING)
