REVIEW OF COUNCIL AGENDA Mr. Schofield presented the Agenda for the April 22nd Council Meeting for discussion and review. A. 14-300 PERFORMANCE BY JESSICA PEREIRA, GRAND PRIZE WINNER OF THE WELLINGTON IDOL 2014 COMPETITION Mr. Schofield presented the item. No changes. B. 14-281 PRESENTATION OF 2014 BIOSOLIDS AWARDS BY FLORIDA WATER ENVIRONMENT ASSOCIATION (“FWEA”) TO VILLAGE OF WELLINGTON WATER RECLAMATION FACILITY FOR 1ST PLACE WINNER OF THE TECHNOLOGY INNOVATION AND DEVELOPMENT PROJECTS BIOSOLIDS AWARD Mr. Schofield presented the item. There were no changes recommended. C. 13-0419 AUTHORIZATION TO UTILIZE SOUTHEAST FLORIDA COOPERATIVE CONTRACT FOR THE SUPPLY AND DELIVERY OF SODIUM HYDROXIDE Mr. Schofield presented the item. Mr. Barnes noted a correction in the third paragraph of the explanation, as there would be a savings of $6,000, from $68,000 to $62,000 (not $60,000). D. 14-168 AUTHORIZATION TO AWARD A CONTRACT FOR THE CONSTRUCTION OF THE WELLINGTON GREEN PARK RESTROOM AND STORAGE BUILDING Mr. Schofield presented the item. Councilman Coates was uncomfortable considering an item on Consent that was $137,000 higher than their approved budget and merited discussion. Mr. Schofield indicated it would be moved to the Regular Agenda as item 8C. E. 14-294 ACME IMPROVEMENT DISTRICT RESOLUTION NO. AC2014-02 (2010 ACME IMPROVEMENT DISTRICT WATER CONTROL PLAN FIRST AMENDMENT - AUTHORIZATION TO MOVE FORWARD WITH STATUTORY APPROVAL PROCESS) A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE ACME IMPROVEMENT DISTRICT DECLARING ITS INTENT TO PROCEED WITH THE STATUTORY PROCESS FOR APPROVAL Village of Wellington Page 1 Village Council Workshop Action Summary - Final April 21, 2014 OF AN AMENDMENT TO THE DISTRICT’S WATER CONTROL PLAN; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield presented the item. Mr. Riebe explained the upcoming hearings and process for the Water Control Plan to Council and responded to their questions. He also explained why the Village was undertaking this long term project to address stormwater issues. There were no changes recommended. F. 14-284 ORDINANCE NO. 2014-04 (TRAFFIC PERFORMANCE STANDARDS) AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE LAND DEVELOPMENT REGULATIONS, ARTICLE 15, TRAFFIC PERFORMANCE STANDARDS, A ZONING TEXT AMENDMENT TO UPDATE THE ARTICLE TO THE LATEST INDUSTRY STANDARDS AND PRACTICES, REMOVE REFERENCES TO PALM BEACH COUNTY AND UNINCORPORATED LANDS REGULATIONS NOT APPLICABLE TO WELLINGTON, AND ESTABLISH WELLINGTON SPECIFIC STANDARDS; AMENDING ARTICLE 3, CHAPTER 2 DEFINITIONS, A ZONING TEXT AMENDMENT TO RELOCATE TRAFFIC PERFORMANCE DEFINITIONS FROM ARTICLE 15; PROVIDING FOR PURPOSE AND INTENT; PROVIDING CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield presented the item and indicated this was the second reading. Mr. Stillings reviewed the changes from the first reading with Council. Councilman Willhite questioned if there was a way to delineate the incorporated changes from different boards or different versions. Mr. Stillings stated in this case all of the changes were from PZAB. Councilman Willhite asked about the changes from the first to the second reading. Mr. Stillings indicated those changes were highlighted. G. 14-293 AUTHORIZATION FOR VILLAGE STAFF TO INITIATE THE ENGINEERING DESIGN PROCUREMENT PROCESS FOR THE PROPOSED SADDLE TRAIL PARK (SOUTH) PAVING AND WATER MAIN PROJECT Mr. Schofield presented the item. Mr. Riebe explained the process involved to initiate the project, what had been completed thus far and what still needed to be completed. He answered Council’s questions regarding how the votes from the property owners were counted, how the owners would be assessed and how the water would be supplied. Councilman Willhite asked for the monetary benefit to the Village based on the water fees. Mr. Riebe stated he would have that for Councilman Willhite tomorrow. H. 14-263 RESOLUTION NO. R2014-22 (SPECIAL USE PERMIT FOR TAP Village of Wellington Page 2 Village Council Workshop Action Summary - Final April 21, 2014 HOUSE WELLINGTON, LLC D/B/A WORLD OF BEER) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING A SPECIAL USE PERMIT FOR TAP HOUSE WELLINGTON LLC, D/B/A WORLD OF BEER, UTILIZING OUTDOOR AMPLIFIED MUSIC TO BE HELD AT 2465 STATE ROAD 7, SUITE #100; AND PROVIDING AN EFFECTIVE DATE. Mr. Schofield presented the item. Mr. Stillings reviewed the specifics of the Special Use Permit and responded to Council’s questions regarding outdoor amplified music. Councilman Coates was concerned about setting a precedent if they allowed the outdoor music to continue until 12:00 am. 3. WORKSHOP 4. ATTORNEY'S COMMENTS 5. MANAGER COMMENTS • Mr. Schofield indicated Council received an Administrative Transmittal last week on cleaning the canal rights-of-way of vegetation. Mr. Fleury showed Council pictures of the trees and vegetation that had to removed, so canals would not get blocked and the Village could do its maintenance. Mr. Schofield wanted Council to be informed before residents started calling. He explained, in order to get their machinery through, they were removing vegetation and all invasive plantings within 20 feet from the top of the bank, and in some cases they were offering to relocate trees. Mr. Fleury indicated they were taking fencing to the 25 foot mark. • Mr. Schofield stated the Village was receiving repetitive requests from the American Cancer Society to use the sound stage. He said he would approve use within their policy, because every request was now asking them to waive the moving fee. While he wants the charitable events to be as profitable as possible, he did not believe it was the Village’s responsibility to pay the $400 fee to move the sound stage back and forth. Mr. Schofield indicated the only time they do not charge the moving fee is if the organization can get the people the Village hires to waive their fee. He stated Council would hear about this, and he wanted them to know his intention was to not waive the fee. 6. COUNCIL COMMENTS Village of Wellington Page 3
