CALL TO ORDER Major Gerwig called the meeting to order at 2:01 p.m. Council Members present: Anne Gerwig, Mayor; Michael Drahos, Vice Mayor; John T. McGovern, Councilman; Michael Napoleone, Councilman; and Tanya Siskind, Councilwoman. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. DIRECTIONS WORKSHOP UPDATE Mr. Barnes introduced the item. He said that this was follow up from the May 2022 Directions Workshop Meeting held with staff and Council. He noted that there were several discussion items that staff would like to get further direction and consensus from Council related to the Aquatics Facility, Lake Wellington Professional Center (LWPC) as it relates to the future of Town Center Phase III and the 10-acre Wellington Green Park site located behind the Hampton Inn on the mall property. Mayor Gerwig said the 10-acre site is not on the mall property. Mr. Barnes clarified that it is on the mall project. A. 22-5639 COUNCIL DISCUSSION ON VILLAGE PROJECTS AND PROPERTIES Mr. Barnes introduced the item. He stated that this was Council Discussion on Village Projects and Properties. AQUATIC CENTER Mr. O'Dell advised that seven sites were provided to Council for discussion at that last meeting for possible pool locations. He mentioned that there is a consultant on board to design and staff is in negotiation to narrow the sites down. Staff is asking for direction to get the site down to two or three. He noted the sites as follows: Birkdale in addition to the Elbrdige Gale School site, Wellington Green Park a/k/a the 10-acre site, "K" Park, Village Park, GreenBriar Park, Wellington High School, and Town Center. He advised that Council has been provided with brief descriptions, acres, adjacent uses and site conditions to begin the discussion. Village of Wellington Page 1 Village Council Workshop Action Summary - Final December 12, 2022 Vice Mayor Drahos asked what is the current state of the pool. Mr. Barnes noted there was a presentation presented several months ago by Counsilman-Hunsaker & Associates evaluating the existing facilities to determine what improvements, if any, would be required and assessed the overall facility. He mentioned the results of the report. He said that staff believes in 2 years we need to be in pool replacement mode, in order to stay ahead and not spend good money after bad with major mechanical repairs and replacements regardless of the location. He noted that Council approved the Authorization to Procure Filter Replacements on the basis that they would be reusable in the future whether in the existing or a new location. He advised that the facility would close this month in order to install the filters. Vice Mayor Drahos asked if the pool is refurbished how long would the pool be out of service. Mr. Barnes clarified that the pool would not be refurbished; it would be a major renovation and reconstruction of the pool with minor improvements to the building. Mayor Gerwig commented on the pool drainage. Mr. Barnes reiterated that it will be a complete reconstruction of the pool proper and the associated facilities. Mayor Gerwig asked if the pool deck would be raised like it was previously. Mr. Barnes answered a question from Mayor Gerwig. There was discussion on pool temperatures, sporting and recreational pools. Vice Mayor Drahos inquired how long the pool will be out of service. Mr. Barnes said that he estimates 15 to 18 months minimum. Vice Mayor Drahos asked whether the pool would be able to sustain its current functional use if relocated while another site is being built. Mr. Barnes said that the general consensus is to keep it operational; try to build next to it or build somewhere else however with the site constraints it would preclude the Village from keeping it open; it would have to be closed. Mayor Gerwig inquired if the pool located at Lake Lytal is complete. Village of Wellington Page 2 Village Council Workshop Action Summary - Final December 12, 2022 Mr. Barnes responded to Mayor Gerwig's inquiry. Mayor Gerwig commented that we need to know. There was discussion on communities that have competition pools and the Village of Wellington pool acquisition. Ms. Cohen provided a point of clarification between the Acme Improvement District and Village of Wellington. Councilman McGovern inquired on the reason for the point of clarification. Ms. Cohen responded to Councilman McGovern’s inquiry. There was discussion on the spray ground and the diving facility. Vice Mayor Drahos asked what is the current quoted price to build a new competitive Aquatics Facility. Mr. O'Dell referenced the Option Summary listed on page 19 of Council's packet showing the cost for a new facility. There was discussion regarding cost, location, and uses. Mr. Barnes answered questions from Council. There was consensus by Council to narrow the sites to Village Park, Wellington High School, and Town Center. LAKE WELLINGTON PROFESSIONAL CENTER (LWPC) Mr. Barnes introduced this item. He stated that this was the Lake Wellington Professional Center (LWPC). He noted that this was for Council consensus and direction on whether the property should be renovated to operate in its current location to be utilized as part of Town Center Phase III. He advised that this is determination if the Village will remain leasing property at the location or getting out of that business. Vice Mayor Drahos inquired on the procedural history of the property. Ms. Quickel stated that the property was acquired by the Village of Wellington December 30, 2013 for $5 million with a contribution back to the Village of Wellington of $1 million for a net purchase price of $4 million. Mayor Gerwig inquired on the rental rates and how many offices are being used by the Village of Wellington. Ms. Quickel answered questions from Mayor Gerwig and Councilman Napoleone. Ms. Quickel further explained the item. She noted the $165K included in the 2017 Annual Budget for a new roof; the evaluation performed by staff in 2013 and the report stating the roof needed to be replaced; the $155K spent on roof repairs since that time through the current period; and the significant roof repairs recently. She advised that it is staff's recommendation that the Village can no longer wait to replace the roof. She mentioned the two quotes received from two vendors for a cost estimate of $300K just to replace the main roof. She mentioned that the 30-year-old telephone system is another factor for which we can no longer get parts. She said that staff is looking into a new telephone system which ranges from $75K to $100K. Mayor Gerwig asked if there is a similar plan for the building as the pool. Ms. Quickel said that staff can provide that information. Mayor Gerwig asked about the rowers and warehouse use. Mr. Barnes and Ms. Quickel responded to Mayor Gerwig's questions. There was discussion on the current building uses. Vice Mayor Drahos inquired how much funding has been recouped for the general fund to date. Ms. Quickel responded to Vice Mayor Drahos's inquiry. Vice Mayor Drahos asked how much does it cost to keep the building operational in its current use. Ms. Quickel advised $500K is the minimum; $400K for the roof and roughly $75-100K for the phone system. There was discussion about the telephone service, hurricane coverage, Code and ADA Compliance, tenants at the LWPC, alternative sites, and Public Private Partnership (P3). Village of Wellington Page 4 Village Council Workshop Action Summary - Final December 12, 2022 Ms. Quickel mentioned the Request for Proposal (RFP) option for a P3 of the Wellington Green Park. Mayor Gerwig inquired about spending and offsets of the LWPC. Ms. Quickel advised that there is a profit of $1.243 million per the Annual Audit. She said that this is the net profit from 2015 through 2023 which includes the significant expenditures for the roof as well as the regular day to day operations. Councilman McGovern inquired if the profits are in the Lake Wellington fund. Ms. Quickel responded to Councilman McGovern's inquiry. There was discussion on funding and the LWPC roofing. Ms. Quickel advised that this will come back before Council at the January 10, 2023 meeting with information requested by Council. Wellington Green Park Site Mr. Barnes introduced the item. He stated that this is a follow up from the May 2022 session when we discussed the potential of the site being placed on the market for sale. He noted that the property was appraised at $5.7 million per acre; staff believes that if the site were entitled with either mixed use or multifamily related uses, it would bring in a higher value. Staff is seeking direction to put the site on the market with an RFP for interested parties. Councilman McGovern inquired if the RFP is for the sale and development. Mr. Barnes responded to Councilman McGovern's inquiry. Councilman Napoleone asked if the RFP obligates Council to take action on offers that we are not excited about. Mr. Barnes answered a question from Councilman Napoleone. There was discussion about unsolicited offers and other available options. Mayor Gerwig commented that she is opposed to this concept and she is not interested in the site being sold. Vice Mayor Drahos said that this gives Council time to gage what we will do with the site. There was discussion on the Village Property, millage rates, controlling development and sending out the RFP. "K"- Park Site Mr. Barnes introduced the item. He noted the most recent offer from Wellington Development Partners for a $25 million cash sale with interim steps. He said that it is the staff's recommendation not to pursue it, as the per acre cost may be far lower than the value staff believe is the market value of the property. Mayor Gerwig inquired if the proposal is for a park. Mr. Barnes responded to Mayor Gerwig's inquiry. There was discussion on the benefits to the community, the property, and uses for "K"-Park. Mayor Gerwig asked Mr. Barnes about a sound study. Mr. Barnes responded to a question from Mayor Gerwig. Mayor Gerwig asked Council for direction to have staff complete a sound study. There was discussion on a sound study and Western Communities Council discussing the upper deck for Southern Boulevard. Mayor Gerwig commented about not attending the Western Communities Council meetings because of Sunshine Law. Ms. Cohen stated that she does not believe that the Western Communities Council is a Sunshine body. Mr. Barnes said that if Council desires a sound study a consultant will need be hired to perform the specific testing. Councilman Napoleone said that he wants to know the cost to perform a study.
