McGovern, Councilman Michael Drahos, Councilman Tanya Siskind, Councilwoman While this is a public meeting, there will be no opportunity for public comment at this workshop. This workshop will be Iive streamed, recorded and posted to the Village website for viewing. Village Council Workshop Action Summary - Final August 7, 2023 1. CALL TO ORDER Mayor Gerwig called the meeting to order at 3:00 p.m. Council Members in Attendance: Anne Gerwig, Mayor; John McGovern, Councilman, Michael Drahos, Councilman, and Tanya Siskind, Councilwoman. Council Members Absent: Michael Napoleone, Vice Mayor. 2. PLEDGE OF ALLEGIANCE Mayor Gerwig led the Pledge of Allegiance. 3. BUDGET WORKSHOP Mr.Barnes introduced the item. He stated that this was the Budget Workshop and Ms. Quickel would begin the workshop presentation. Ms. Quickel stated that this was the review of the Preliminary Capital Improvement Plan for Fiscal Year 2024. She referenced the largest and major maintenance projects (Utility Projects, One Time Projects and Ongoing Programs) and discussed the costs. The FY 2024 Capital Budget supports the Village's Long Range Financial Plan discussed each year at the Directions Workshop by looking out five years. The total Capital Program for FY 2024 is $21 million. She referenced the FY 2024 Proposed Utilities Five-Year CIP and stated Ms. Panse will conduct that presentation. A. UTILITIES CAPITAL OUTLAY INFORMATION Ms. Panse reviewed accomplishments for 2023, FY 2023 Construction Projects that are in progress and Design Projects and Studies Completed. Mayor Gerwig inquired about the raw water main bids and Booster Station 1. Ms. Panse briefly reviewed the 5 Year Capital Improvement Plan, CIP Plan Goals and CIP History. She also reviewed 5 Year Priority projects. Also, she discussed upcoming projects and the categories for funding : Water Treatment, Water Repump and Storage, Water Distribution, Transmission and Meters, Forcemain Wastewater System, Wastewater Treatment, Technology, General Facilities, Water Supply, and Gravity Wastewater Collection. Ms. Panse highlighted some changes in Village of Wellington Page 1 Village Council Workshop Action Summary - Final August 7, 2023 operating costs and rate adjustments. She showed a slide from the American Water Works Association containing Benchmarking Data including Data on Utility Renewal & Replacement Yearly Funding/Spending. Ms. Panse referenced the Utilities Annual CIP Budget 5 Year Historical and Projected. The Plan is entirely needs based. Ms. Panse showed Council an updated municipality Local Comparison slide at 5,000 gallons consumption. Mr. Barnes and Ms. Panse responded to Council’s questions regarding the Capital Utility Plan. B. GOVERNMENTAL CAPITAL OUTLAY INFORMATION Ms. Quickel spoke regarding the FY 2024 Proposed Governmental Capital Improvement Plan: Ongoing Programs, Projects, and ACME Renewal & Replacement Program. Mr. Reinsvold spoke regarding the ACME Renewal & Replacement Program and Pump Station #2 Rehabilitation. Ms. Quickel continued her presentation. Ms. Quickel, Mr. Barnes and Mr. Reinsvold discussed the Public Works Storage Building, Aquatics Center Relocation, Public Safety Annex, Moncada Property Site Clearing (Complete), and the Wellington Environmental Preserve Expansion. Council requested that information/social media presentation regarding the Moncada Property Site be placed on the website for the public. Mr. Barnes and Ms. Quickel responded to Council's questions regarding the Moncada Property Site Clearing. Ms. Quickel provided the upcoming budget hearings/adoption schedule. In addition, she highlighted Project Funding Decisions and Updated Capital Scoring System. 4. CLOSING COMMENTS None. 5.
