1. CALL TO ORDER
Mayor Napoleone called the meeting to order at 3:00 p.m.
Council Members in Attendance: Mayor Michael J. Napoleone, Vice
Mayor John T. McGovern, Councilwoman Maria Antuña, and
Councilwoman Amanda Silvestri.
Council Members Absent: Councilwoman Tanya Siskind.
2. PLEDGE OF ALLEGIANCE
This was completed at the Agenda Review Meeting.
3. UTILITY CAPACITY CHARGE STUDY
Ms. Quickel stated that this was the Utility Capacity Charge Study.
She noted that Joe Williams, Senior Manager at Raftelis and Anjuli
Panse, Utilities Director are present. She said that the focus is the
Utility Capacity Charge Study. Ms. Quickel noted that the Village has
not changed the capacity charges since the last rate study back in
2017-2018. She said that the charges would be for construction of
new expanded facilities and construction that would be paid by the
developers. She mentioned the PowerPoint provided to Council that
summarizes the actual study.
Mr. Williams presented the Village of Wellington 2024 Utility Capacity
Charges PowerPoint Presentation. He discussed the Utility Capacity
Charge Objectives, Highlights, Capacity Charge Cost Development,
Existing and Calculated Capacity Charges Single Family 5/8-inch
meter.
Mayor Napoleone asked what is the reason for the disparity in water
versus wastewater.
Mr. Williams and Ms. Panse answered a question from Mayor
Napoleone.
Mr. Williams continued the presentation and presented the Local -
Comparison - Capacity Charges.
Mayor Napoleone commented on the increase in fees. He asked if
Wellington would be the only big mover at this time.
Mr. Williams answered a question from Mayor Napoleone.
Mayor Napoleone asked how often should the Village be doing a

study.
Mr. Williams answered a question from Mayor Napoleone. Mr.
Williams continued and presented the Existing and Calculated
Capacity Charges Fire Lines and the Conclusion.
Mayor Napoleone asked if the fee is based upon the time someone
applies for the permit. He asked when does the fee structure start.
Ms. Panse and Mr. Williams answered questions from Mayor
Napoleone.
Mayor Napoleone commented that this does not change anyone's
monthly utility bill; it just affects the capacity fees when you have new
construction and hookups for Village service.
Mr. Williams responded to Mayor Napoleone's comments.
Ms. Quickel provided an update on the utility customer required
notices. She explained the next steps for the proposed rate changes
and timeframe to notify customers that would start in June. She
mentioned that the notice would include the proposed ten percent rate
increase that was discussed at the previous Workshop.
Mayor Napoleone commented on the rate increase and the Utility
Capacity charge.
Ms. Quickel responded to Mayor Napoleone's comment. She said that
the Utility Budget would be heard at the August meeting to keep on
schedule.
Vice Mayor McGovern expressed his concerns regarding people
talking about this.
Ms. Quickel said that the annual water report will be going out in June.
Ms. Panse said that the Consumer Confidence report would be going
out in June. She provided an update on the Polyfluoroalkyl
Substances (PFAS) data and the requirements to test and public
outreach.
Mayor Napoleone commented on the Village being ahead of the curb
for PFAS.
Ms. Panse responded to Mayor Napoleone's comment.
Vice Mayor McGovern commented that there should be an increased

emphasis on the Village's investment and reinvestment into the utility.
There was discussion reading public outreach and investments made
to the Village Utility.
4. CLOSING COMMENTS
None.
8. ADJOURN
There being no further business to discuss with Council, the meeting
was adjourned at 3:20 p.m
