1. CALL TO ORDER
Mayor Napoleone called the meeting to order at 4:30 pm.
Council Members in Attendance: Mayor Michael J. Napoleone, Vice
Mayor John T. McGovern, Councilwoman Tanya Siskind, Councilwoman
Maria Antuña, and Councilwoman Amanda Silvestri.
2. REVIEW OF COUNCIL AGENDA
Mr. Barnes stated this was for the review of the March 11, 2025 Village
Council Meeting.
A. 25-6999 RECOGNITION OF THE WELLINGTON COMMUNITY HIGH SCHOOL
CHEERLEADING TEAM FOR WINNING THE 2025 FHSAA 2A EXTRA
LARGE NON-TUMBLING STATE CHAMPIONSHIP
Mr. Barnes introduced the item. He stated that this was the Recognition
of the Wellington Community High School Cheerleading Team for
Winning The 2025 FHSAA 2A Extra Large Non-Tumbling State
Championship.
Mr. Barnes stated the cheerleading team will be present tomorrow night.
B. 25-7038 RECOGNITION OF MS. DIANTONIO, TEACHER AT PANTHER RUN
ELEMENTARY, FOR HER LIFESAVING EFFORTS IN SAVING A
STUDENT
Mr. Barnes introduced the item. He stated that this was the Recognition
of Ms. Diantonio, Teacher at Panther Run Elementary, for Her Lifesaving
Efforts In Savings A Student.
Mr. Barnes indicated Ms. Diantonio will be present tomorrow night.
C. 25-7023 PRESENTATION OF AUDIT RESULTS FOR THE FISCAL YEAR
ENDED SEPTEMBER 30, 2024
Mr. Barnes introduced the item. He stated that this was the Presentation
of Audit Results For the Fiscal Year Ended September 30, 2024.
Mr. Barnes stated the audit will be presented tomorrow night. He noted
the one on one meetings with the Council.
D. 25-7001 MINUTES OF THE REGULAR WELLINGTON COUNCIL MEETING OF
FEBRUARY 11, 2025
Mr. Barnes introduced the item. He stated that this was the Council
approval of the Minutes of the Regular Wellington Council Meeting of

E. 24-6772 AUTHORIZATION TO 1) AWARD A CONTRACT FOR THE SOUTH

PROJECT 2) EXECUTE A TASK ORDER FOR CONSTRUCTION
PHASE SERVICES FOR THE SOUTH SHORE BOULEVARD
FORCEMAIN REPLACEMENT PHASE 2 PROJECT
Mr. Barnes introduced the item. He stated that this was the Authorization
To 1) Award A Contract For The South Shore Boulevard Forcemain
Replacement Phase 2 Project 2) Execute A Task Order For Construction
Phase Services For The South Shore Boulevard Forcemain
Replacement Phase 2 Project.
Ms. Panse conducted a presentation for this item, South Shore Phase 2
Force Main Replacement and discussed the timeline.
Vice Mayor McGovern asked about the lane closures.
Ms. Panse answered a question from Vice Mayor McGovern.
Councilwoman Antuña asked how long the lanes would be closed.

F. 25-7015 AUTHORIZATION TO UTILIZE A CITY OF BOYNTON BEACH
CONTRACT FOR LIME SLUDGE HAULING AND DISPOSAL
SERVICES
Mr. Barnes introduced the item. He stated that this was the Authorization
To Utilize A City of Boynton Beach Contract For Lime Sludge Hauling
and Disposal Services.
Ms. Panse presented this item. She said that the Village will pay less
than what it is paying now with the piggyback contract with Boynton
Beach. She noted that the current vendor was proposing a 60%
increase.

Mayor Napoleone commented on the discount with the new vendor.
Vice Mayor McGovern asked how much longer will the Village continue to
stick with the old lime plant. .
Ms. Panse discussed the future plans for the lime plant.

G. 25-6971 AUTHORIZATION TO AWARD A TASK ORDER TO PROVIDE
ENGINEERING CONSULTING SERVICES FOR ROADWAY,
DRAINAGE, LANDSCAPING, IRRIGATION AND LIGHTING
IMPROVEMENTS FOR THE PROPOSED CONSTRUCTION OF A
ROUNDABOUT LOCATED AT LAKE WORTH ROAD AND 120TH
AVENUE
Mr. Barnes introduced the item. He stated that this was the Authorization
To Award A Task Order To Provide Engineering Consulting Services For
Roadway, Drainage, Landscaping, Irrigation and Lighting Improvements
For The Proposed Construction Of A Roundabout Located At Lake
Worth Road and 120th Avenue.
Mr. Reinsvold presented this item.
Vice Mayor McGovern inquired about the cost for the five legs and asked
if this item can be pulled.
There was Council consensus to pull this item from Consent and place it
on the Regular Agenda.
H. 25-7020 1) APPROVAL OF RESOLUTION NO. R2025-11 TO ENTER INTO A
LOCAL AGENCY PROGRAM AGREEMENT WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION FOR GREENBRIAR
BOULEVARD REBUILD & BICYCLE LANES PROJECT; AND
PROVIDING AN EFFECTIVE DATE; and 2) APPROVAL OF
RESOLUTION NO. R2025-12 AMENDING THE FISCAL YEAR
2024-2025 GAS TAX CAPITAL FUND BUDGET FOR FLORIDA
DEPARTMENT OF TRANSPORTATION LOCAL AGENCY PROGRAM
AGREEMENT FUNDS AWARDED TO THE GREENBRIAR
BOULEVARD REBUILD & BICYCLE LANES PROJECT; AND
PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced the item. He stated that this was the 1) Approval of
Resolution No. R2025-11 To Enter Into A Local Agency Program
Agreement With The Florida Department of Transportation For
Greenbriar Boulevard Rebuild & Bicycle Lanes Project; and Providing an
Effective Date; and 2) Approval of Resolution No. R2025-12 Amending

The Fiscal Year 2024-2025 Gas Tax Capital Fund Budget For Florida
Department of Transportation Local Agency Program Agreement Funds
Awarded To The Greenbriar Boulevard Rebuild & Bicycle Lanes Project;
And Providing and Effective Date.
Mr. Reinsvold presented this item and discussed the location of the Bike
lanes. He showed Council a map and graphic of the lanes along
Greenbriar Boulevard. He discussed the corresponding improvements
that will be made along the corridor. Mr. Reinsvold discussed the
Village’s cost for the project.
Councilwoman Antuña asked why was this area chosen.
Mr. Reinsvold responded to Councilwoman Antuña’s question.
Vice Mayor McGovern asked why was Greenbriar chosen.
Mr. Reinsvold answered a question from Vice Mayor McGovern.
Councilwoman Antuña asked if the 1.9 miles is going to connect to
anything.
Mr. Reinsvold answered a question from Councilwoman Antuña.

I. 25-6997 RESOLUTION NO. R2025-08 (INTERLOCAL AGREEMENT WITH
PALM BEACH COUNTY FOR SIX (6) CENT LOCAL OPTION FUEL
TAX)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL
APPROVING THE RENEWAL OF THE INTERLOCAL AGREEMENT
WITH PALM BEACH COUNTY TO RE-DETERMINE, RE-ADOPT AND
RATIFY THE EXISTING DISTRIBUTION FORMULA FOR SIX (6) CENT
LOCAL OPTION FUEL TAX; AND PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced this item. He stated that this was Resolution No.
R2025-08 (Interlocal Agreement with Palm Beach County For Six (6)
Cent Local Option Fuel Tax.
Ms. Quickel presented this item. She stated it expires August 31, 2025
and referenced the summary.
Mayor Napoleone asked Ms. Quickel to explain how the surtax is used.
Ms. Quickel explained the use of surtax.

A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL
APPROVING AN AGREEMENT FOR LANDSCAPE, HEDGING, AND
PARKING AREA IMPROVEMENT BETWEEN THE VILLAGE OF
WELLINGTON AND SOUTH SHORE HOTEL ASSOCIATES, LLC; AND
PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced the item. He stated that this was Resolution No.
R2025-13 (Agreement With South Shore Hotel Associates, LLC. For
Landscape, Hedging, and Parking Area Improvement.
Mr. De La Vega presented the item and discussed the wear and tear of
the parking lot. He stated there is a total cost of $50,000 and $8,600 for
hedge repairs.
Mayor Napoleone inquired about the pathway.
Mr. Barnes discussed the pathway.
There was further discussion regarding the pathway and parking lot.
K. 25-7016 RESOLUTION NO. R2025-10 (LOCK-UP STORAGE/LA MEDICAL
EASEMENT ABANDONMENTS)
A RESOLUTION OF THE WELLINGTON’S COUNCIL ABANDONING A
PORTION OF A 12-FOOT WIDE WATER AND SEWER EASEMENT
AND A 30-FOOT WIDE PRIVATE ROADWAY EASEMENT, TOTALING
APPROXIMATELY 10,480 SQUARE FEET, LOCATED WITHIN THE
IORIZZO PROJECT, MORE SPECIFICALLY DESCRIBED HEREIN;
PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced the item. He stated that this was the Resolution
No. R2025-10 (Lock-Up Storage/LA Medical Easement Abandonments).
Mr. Stillings presented this item. He discussed both easements and
explained the graphic in the agenda books.
Vice Mayor McGovern asked about the tiny red square listed on the

AMENDING CHAPTER 5, ARTICLE I, SECTION 5-2, SUBSECTION
113 (CONSTRUCTION BOARD OF ADJUSTMENT AND APPEALS)
OF THE CODE OF ORDINANCES TO CLARIFY THE PROCEDURES
FOR APPEALING A DECISION OF THE BUILDING OFFICIAL TO THE
CONSTRUCTION BOARD OF ADJUSTMENT AND APPEALS;
PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Mr. Barnes introduced the item. He stated that this was the Ordinance
No. 2025-05 (Appeals To Construction Board of Adjustment and
Appeals).
Ms. Cohen presented this item. She explained the proposed procedures.
She stated it mirrors the rules for Planning, Zoning & Adjustment Board.

OF VILLAGE ATTORNEY CONTRACT
Mr. Barnes introduced the item. He stated that this was the Appointment
Of Council Member To Negotiate Renewal Of Village Attorney Contract.
Vice Mayor McGovern asked when the Village Attorney’s contract
expires.
Ms. Cohen stated it expires on April 28, 2025.
Vice Mayor McGovern asked how many Council meetings will be held in
April.
Mr. Barnes stated there will be two meetings held in April and only one
meeting for March.
Mr. De La Vega mentioned that Civic 101 will be held tomorrow at 5 pm.
He said that there will be 120 students from Palm Beach Central High
School in attendance.
Vice Mayor McGovern asked if this will be Palm Beach Central alone.
Mr. De La Vega answered a question from Vice Mayor McGovern.

CONSTRUCTION BOARD OF ADJUSTMENT AND APPEALS;
PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
Approval of Ordinance No. 2025-05 to amend Chapter 5, Article I, Section 502, Subsection 113 of the
Wellington Code of Ordinances to clarify the procedures for appealing a decision of the Building Official to
the Construction Board of Adjustment and Appeals.
