CALL TO ORDER Mayor Napoleone called the meeting to order at 4:32 pm. Council Members in Attendance: Mayor Michael J. Napoleone, Councilman John T. McGovern, Councilwoman Maria Antuña, and Councilwoman Amanda Silvestri. Council Members Absent: Vice Mayor Tanya Siskind. 2. REVIEW OF COUNCIL AGENDA Mr. Barnes stated this was for the review of the April 22, 2025 Village Council Meeting. A. 24-6918 SAFETY 4 LIFE STUDENT AMBASSADOR DAY PROCLAMATION Mr. Barnes introduced the item. He stated that this was the Safety 4 Life Student Ambassador Day Proclamation. Mr. Barnes discussed the presentations and stated the item, Safety 4 Life proclamation, will be removed from the agenda. B. 25-7077 A PROCLAMATION OF WELLINGTON, FLORIDA’S COUNCIL RECOGNIZING AND CONGRATULATING THE LOCAL WINNERS OF THE AMERICAN WATERWORKS ASSOCIATION’S 2025 “DROP SAVERS” WATER CONSERVATION POSTER CONTEST Mr. Barnes introduced the item. He stated that this was the Proclamation of Wellington, Florida's Council Recognizing And Congratulating The Local Winners Of The American Waterworks Association's 2025 "Drop Savers" Water Conservation Poster Contest. Mr. Barnes said that Ms. Panse and staff will be present the awards to the students. C. 25-7073 PALM BEACH COUNTY COMMISSION ON ETHICS PRESENTATION Mr. Barnes introduced the item. He stated that this was the Palm Beach County Commission on Ethics Presentation. Councilman McGovern asked if this is the standard presentation that they do. Mr. Barnes said this is the annual presentation from the Palm Beach County Ethics Commission. He stated that this was the Minutes of the Regular Wellington Council Meeting Of April 8, 2025. He stated if there are any questions or comments regarding the minutes to let the Clerk’s Office know. E. 25-7017 AUTHORIZATION TO UTILIZE THE SCHOOL DISTRICT OF PALM BEACH COUNTY CONTRACT WITH DAVCO ELECTRICAL CONTRACTORS CORP., AS THE BASIS FOR PRICING FOR THE INSTALLATION OF MUSCO SPORTS LIGHTING POLES AT TIGER SHARK COVE PARK Mr. Barnes introduced the item. He stated that this was the Authorization To Utilize The School District Of Palm Beach County Contract with Davco Electrical Contractors Corp., As The Basis For Pricing For The Installation Of Musco Sports Lighting Poles At Tiger Shark Cover Park. Mr. Ed De La Vega presented this item. He stated this is an open play area. Councilman McGovern suggested that Communications put some information out regarding this and asked the timing for lighting the park. Mr. Juckett commented regarding the timers. Mayor Napoleone inquired about the timeline for this being completed. There was further discussion regarding the park and open play and what will be allowed. Councilwoman Antuña asked why this was being done. Mr. De La Vega answered a question from Councilwoman Antuña. There were comments and discussion regarding the lighting times. Mayor Napoleone inquired about South Shore Park. Mr. De La Vega responded to Mayor Napoleone's inquiry. F. 25-7030 AUTHORIZATION TO UTILIZE A FLORIDA SHERIFFS ASSOCIATION (FSA) CONTRACT AS A BASIS FOR PRICING FOR THE PURCHASE AND DELIVERY OF TIRES AND RELATED SERVICES Mr. Barnes introduced the item. He stated that this was the Authorization To Utilize A Florida Sheriffs Association (FSA) Contract As A Basis For Village of Wellington Page 2 Village Council Workshop Action Summary - Final April 21, 2025 Pricing For The Purchase And Delivery Of Tires And Related Services. Mr. De La Vega stated this is for the purchase of tires for the Village’s fleet and staff is requesting to authorize three vendors under the Sheriffs Association Contract. Councilman McGovern asked how many Village vehicles there were. Ms. Quickel responded to Council’s questions. Councilman McGovern asked does this include tires that would be on any other equipment items as well. Mr. De La Vega answered a question from Councilman McGovern. Councilman McGovern inquired if the $85,000 is just an average sort of number where we have been year in and year out. Mr. De La Vega answered a question from Councilman McGovern. G. 25-7071 AUTHORIZATION TO RENEW EXISTING CONTRACTS FOR THE PURCHASE AND DELIVERY OF FERTILIZERS AND CHEMICALS Mr. Barnes introduced the item. He stated that this was the Authorization To Renew Existing Contracts For The Purchase and Delivery of Fertilizers and Chemicals. Mr. De La Vega stated staff brings this to Council annually and discussed which vendors staff wants to use and the pricing. Mayor Napoleone and Councilman McGovern asked questions. Mr. De La Vega responded to Council’s questions. H. 25-7028 AUTHORIZATION TO CONTINUE UTILIZING A SOUTHEAST FLORIDA COOPERATIVE CONTRACT WITH MULTIPLE VENDORS FOR THE PURCHASE AND DELIVERY OF SODIUM HYDROXIDE Mr. Barnes introduced the item. He stated that this was the Authorization To Continue to Utilizing A Southeast Florida Cooperative Contract With Multiple Vendors For The Purchase and Delivery of Sodium Hydroxide. Ms. Anjuli Panse presented this item and discussed the vendors and pricing. I. 25-7069 RATIFICATION OF EMERGENCY PURCHASE ORDERS ISSUED FOR Village of Wellington Page 3 Village Council Workshop Action Summary - Final April 21, 2025 WELL 8 Mr. Barnes introduced the item. He stated that this was the Ratification of Emergency Purchase Orders Issued For Well 8. Ms. Panse presented this item and explained what work would be done. Councilman MGovern asked what is the issue. Ms. Panse explained the process, issue and steps. Councilman McGovern asked how many wells does the Village have. Ms. Panse stated the Village has 18 wells. Councilwoman Antuña asked where the well is located. Ms. Panse stated it is located off of Forest Hill Boulevard within the FP&L easement. Councilman McGovern asked what is the timeline and how the Village would know this is working. Ms. Panse stated within about 6 weeks. J. 25-7092 AUTHORIZATION TO EXECUTE A TASK ORDER WITH HAZEN AND SAWYER, P.C. FOR UPDATES TO THE 2021 RISK AND RESILIENCE ASSESSMENT (RRA) AND EMERGENCY RESPONSE PLAN (ERP) Mr. Barnes introduced the item. He stated that this was the Authorization To Execute A Task Order With Hazen and Sawyer, P.C. For Updates To The 2021 Risk and Resilience Assessment (RRA) and Emergency Response Plan (ERP). Ms. Panse presented this item and said the EPA requires that the plan is updated every five years. Councilman McGovern asked if the Village is using Hazen and Sawyer because they have did this before. Ms. Panse responded to Councilman McGovern’s question. Ms. Cohen commented about the increase in Hazen and Sawyer’s rates. She informed Council that if they approved the item, they are approving the rate increase. Mayor Napoleone asked if this is for everything. Councilman McGovern inquired if the Village should use Hazen and Sawyer even with the increasing rates. Mr. De La Vega and Ms. Panse answered a question from Councilman McGovern. K. 25-7090 AUTHORIZATION TO ISSUE A PURCHASE ORDER TO PALM BEACH COUNTY FOR THE REBUILD AND UPGRADE OF THE TRAFFIC SIGNAL AT GREENVIEW SHORES AND BINKS FOREST DRIVE Mr. Barnes introduced the item. He stated that this was the Authorization To Issue A Purchase Order To Palm Beach County For The Rebuild And Upgrade of The Traffic Signal at Greenview Shores and Binks Forest Drive. Mr. Jonathan Reinsvold presented this item and showed Council a location map. He referenced the signal timing and site review by Palm Beach County. He stated it is a full replacement and referenced the contingency. Mayor Napoleone referenced the lights and commented that this was discussed with the County at the Directions Workshop. Councilman McGovern inquired about the lights. Mr. Reinsvold explained how the functioning of the lights/signals would work. Councilman McGovern asked how is this being paid for and what is the cost. Mr. Reinsvold answered a question from Councilman McGovern. Mayor Napoleone asked about the location of the lights. Mr. Reinsvold answered a question from Mayor Napoleone. Councilwoman Silvestri stated this has to be completed this summer before the start of the school year. Mr. Reinsvold responded to Councilwoman Silvestri. Mayor Napoleone asked if the other lights were prioritized also. R2025-20 (LOCAL AGENCY PROGRAM AGREEMENT WITH FDOT FOR C-8 CANAL PROJECT) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE A LOCAL AGENCY PROGRAM AGREEMENT WITH THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION; AND PROVIDING AN EFFECTIVE DATE. 2) RESOLUTION NO. R2025-21 (AMEND FY2024-2025 TRANSPORTATION IMPACT CAPITAL FUND BUDGET FOR FDOT LAP AGREEMENT FUNDS) A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2024-2025 TRANSPORTATION IMPACT CAPITAL FUND BUDGET FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION LOCAL AGENCY PROGRAM AGREEMENT FUNDS AWARDED TO THE C-8 CANAL PATHWAY PROJECT; AND PROVIDING AN EFFECTIVE DATE. Mr. Barnes introduced the item. He stated that this was the 1) Resolution No. R2025-20 (Local Program Agreement With FDOT For C-8 Canal Project); and 2) Resolution No. R2025-21 (Amend FY2024-2025 Transportation Impact Capital Fund Budget For FDOT LAP Agreement Funds). Mr. Reinsvold presented this item and stated this is for the approval of two resolutions. He stated the cost is approximately $710,000 and the agreement is for approximately $525,000. He discussed the project and location. Mayor Napoleone asked why is the Village putting a pathway along the east side of the canal. Mr. Reinsvold explained the pathways. Mayor Napoleone inquired about the funds. Mr. Reinsvold responded to Mayor Napoleone's inquiry. Councilwoman Antuña inquired about the asphalt. Mr. Reinsvold and Mr. Barnes responded to Councilwoman Antuña's inquiry. Mr. Reinsvold explained the walk on agenda item for an FP&L Underground Easement. Councilman McGovern asked if this is all on the east side of 120th. Mr. Stillings stated that this is the second reading and the Village had not received any public comments since the first reading. He stated the second reading will come back in May. Mayor Napoleone stated there will be a full presentation tomorrow night. Ms. Cohen stated this is legislative and not quasi-judicial. Mayor Napoleone asked Ms. Cohen to explain the differences so people can understand. Ms. Cohen explained the differences. Mr. Stillings replied yes tomorrow is first reading. He said the applicant is continuing to talk with the Isles. Mayor Napoleone asked if there were any additional public comments. Mr. Stillings said staff will provide any public comments that have been received tomorrow night. P. 25-7027 AUTHORIZATION TO AWARD A CONTRACT FOR A SPEED DETECTION CAMERA SYSTEM FOR SCHOOL ZONES Mr.Barnes introduced the item. He stated that this was the Authorization To Award A Contract For A Speed Detection Camera System For School Zones. Mr. De La Vega presented this item. Councilwoman Silvestri inquired about aftercare for the schools and the timing for that. Mr. De La Vega and Mr. Barnes responded to Councilwoman Silvestri’s questions. There was comments and discussion regarding the school zones. Mr. De La Vega stated the projected implementation date is August 11, 2025 upon approval. Councilwoman Silvestri asked if the monies received will be earmarked for Wellington schools. There was comments and discussion regarding the monies for Wellington schools. Councilman McGovern inquired about the Cone of Silence. Ms. Cohen stated it is still in effect until the award. She stated this is in the purchasing manual and the RFP documents. ATTORNEY'S COMMENTS Ms. Cohen stated she will not attend the meeting tomorrow night. Ms. Bausch will attend. She discussed the Big Blue case regarding what has to be planted. She stated Mr. Gurney will meet with the property owner on Wednesday. 5. MANAGER COMMENTS Mr. Barnes said that Mr. Reinsvold will provide an update on South Shore Park. Mr. Reinsvold gave an update regarding South Shore park. There was comments and discussion regarding the field grass. Mayor Napoleone inquired as to when this will be re-opened. Mr. Barnes stated the tentative date is June 28, 2025. Mayor Napoleone inquired about the acreage. Mr. Reinsvold responded to Mayor Napleone's inquiry. Councilwoman Silvestri asked if there is any other open play besides Village Park. Mr. Barnes and Mr. Juckett spoke regarding open play. Mr. Reinsvold showed aerials of the aquatics center and Wellington Athletics. Mayor Napoleone inquired about the opening times for both. Mr. Reinsvold said December is the estimated date for Wellington Athletics and Labor Day for the Aquatics Center. 6. COUNCIL COMMENTS There were no Council comments. 7.
