Village of Wellington Council Meeting Minutes Barbara O'Keefe, Mayor Council: President Jeff Hyde, Sandy Denes, Helen Dronsfield, Steve Maurer, Hans Schneider, Guy Wells Amended 1/21/14 Council Chambers Monday January 6, 2014 (Postponed to 1/13/14) 7:30 p.m. 1. PLEDGE OF ALLEGIANCE – Mayor O’Keefe called the meeting to order with the Pledge of Allegiance. 2. SWEARING IN OF ELECTED OFFICIALS: Council Members – Jeff Hyde, Hans Schneider and Guy Wells – Mayor O’Keefe administered the Oath of Office 3. ROLL CALL Council President Jeff Hyde – Present Councilman Steve Maurer - Present Councilwoman Sandy Denes – Absent Councilman Hans Schneider - Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present: Mayor O’Keefe, Village Manager Pyles, Finance Director Shaw, Law Director Bond, Police Chief Rollins, Electric Superintendent Bealer, Public Works Superintendent Brasee, Police Sergeant Bryant, Zoning Inspector Furcron, Clerk of Council O’Brien, Enterprise Reporter Cait Wasmundt, Residents Ted Hyde, Wendy Underwood, Jacob Kakos, Madison Schneider, and Mike Schnieder. 4. APPROVAL OF MINUTES – Mr. Wells asked for the following amendments, in the Public Hearing section correction (in bold) - Mr. Wells mentioned that we are dealing with an area where technology is rapidly evolving and when planning for future evolution, it became evident that this would be prone to changes and we would be talking about the subject every few years from time to time. In the Approval of Minutes section (in bold) “He stated that the committee is exploring a way to solve the problem which the draft ordinance sought to address, either through careful enforcement of what is already in place or a correction of definitions in the ordinance, rather than a whole new one”. In the Reports of Committees section, under Ordinances (in bold) - Mr. Wells reported that the committee had met prior to the last Council meeting, and a draft of the minutes were in the packet. Motion by Dronsfield to approve the minutes as amended, 2nd by Wells. Roll call vote was taken with all members present voting “yes”. 5. APPROVAL OF FINANCIAL REPORTS – Mr. Maurer had a couple of questions regarding the bills, Ms. Shaw, Chief Rollins and Mr. Brasee answered his questions. Motion by Wells, 2nd by Schneider to approve the bills. Roll call vote was taken with all members present voting “yes”. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS: Mayor O'Keefe- Mayor O’Keefe reported that she had spoken to Tim Mahoney from Rural Lorain County Water Authority who expressed his gratitude to Steve Pyles, Mark Rosemark and everyone who helped with the water situation. Mr. Wells asked how much water we supplied to Rural Water, Mr. Pyles reported that the village estimate was approximately 350,000 gallons. Law Director Bond – Nothing to report Police Chief Rollins – Nothing to report Finance Director Shaw – Ms. Shaw explained that she did not prepare a report as she was on vacation for one week, and she was out sick the following week. She mentioned that she would be happy to answer any questions. Village Manager Pyles – Mr. Pyles mentioned that his report and those of his department heads were in the packet and he would be happy to answer any questions. He reported that the house on S. Mill St. had been taken down. Mr. Maurer expressed his gratitude to Mr. Pyles and his department heads for doing a great job of keeping everything running smoothly through the recent weather event. Mr. Hyde asked how many days the Town Hall was open as a “warming center”, Mr. Pyles responded that it was open for two full days. 2. REPORTS OF COMMITTEES Finance - Mr. Hyde thanked his committee members Steve Maurer and Sandy Denes for a great year. He also thanked Finance Director Shaw, Village Manager Pyles, Department Heads Bob Brasee, Dave Bealer, Mark Rosemark and Chief Rollins for their hard work. He mentioned that things were on track for another great year, and that he was looking forward to a great 2014. Mr. Hyde reported that the Fire Board had met prior to the Council meeting and mentioned that he had been re-elected the Vice President of the Fire Board and that he looked forward to serving again. The annual dinner, for those invited, will be held on Saturday January 25th. Police – Mr. Maurer thanked his committee members Jeff Hyde and Guy Wells for a great year. He mentioned that the Police Committee met prior to Council and approved a motion to purchase a new cruiser, and also discussed software issues and the possible need for upgrades. Mr. Maurer reported that the Ambulance Board will meet tomorrow, Jan. 14th at 7:00. He further reported that the Ambulance Board had a productive year including the purchase of a new squad, with funds that had been saved and budgeted for in previous years. He also reported that the department had received a $40,000 grant, due to Ms. Wilkinson’s efforts, and Workers Comp. The grant money was used to help pay for the new loading system which is installed in all three of the squads, making a safer environment for the patients as well as the employees. Public Works – Mr. Schneider thanked his fellow committee members Helen Dronsfield and Guy Wells for their help the past year. He reported that Superintendent Brasee does a great job of providing the committee with the information it needs. He gave a report of some of the jobs completed throughout the year. He mentioned the repaving of Park Place, continual street block replacements, Public Works roof coating, the new soccer field at the Rec. Park and the alley repaving. He reminded everyone that the department saves the village a lot of money throughout the year by doing a large amount of their projects in house. He thanked Mr. Brasee and his crew for the great work they do for the community. Utility – Mr. Hyde explained that Sandy Denes is the Chairman of the committee, however, she is out of town. He mentioned that the committee had a great year and thanked Steve Pyles and Dave Bealer for their hard work. He further mentioned that the committee had worked on several projects such as energy efficiency, the lighting downtown, the ongoing work that is done with the local industry and the schools. He reported that it was a great committee. Mr. Hyde thanked Clerk O’Brien for the work she does for Council. Ordinance – Mr. Wells reported that the committee does not have a single department head to coordinate with, but gave thanks to Mr. Bond for his excellent support. He also thanked his committee members for tolerating some very tedious detail. He reported that the committee had found mistakes in the sign ordinance which had been made a few years ago. He mentioned that the committee adopts reasonable sounding, well intentioned bodies of legislation without laying regulations onto people who are undeserving. Mr. Wells reported that the Cable Commission had acquired archives of Channel 12 such as old games and old Council meetings. He thanked Mr. Pyles for his work through the negotiation. Mr. Wells thanked Moe Furcron for his work with the committee. Helen Dronsfield – Ms. Dronsfield reported that she has received several positive comments on the looks of the Cemetery and the caring staff. She mentioned that Brooks Baker is the full time employee, and that Linda Navarre is still the Clerk. She further mentioned that good things were happening there. 3. ELECTION OF COUNCIL PRESIDENT – Mayor O’Keefe requested nominations for Council President. Motion by Maurer, 2nd by Hyde to nominate Hans Schneider for Council President. Motion by Maurer 2nd by Hyde to close the nominations. Roll call vote was taken, Hyde – Yes, Denes – Absent, Dronsfield – No, Maurer – Yes, Schneider – Yes, Wells – Yes. Vote was taken on the nomination of Hans Schneider as Council President, motion carried with the following votes: Hyde – Yes, Denes – Absent, Dronsfield – No, Maurer – Yes, Schneider – Yes, Wells – Yes. Mr. Schneider thanked his fellow Council members for their support and confidence in the coming year. 4. APPOINTMENTS OF COMMITTEES § Mayor O’Keefe recommended the following committees: Finance – Chairman Hyde, Denes, Maurer Police – Chairman Maurer, Hyde, Wells Public Works – Chairman Dronsfield, Schneider, Wells Utility – Chairman Denes, Hyde, Schneider Ordinance – Chairman Wells, Dronsfield, Schneider Motion by Wells, 2nd by Dronsfield to approve the committee appointments. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Steve Bond as Law Director. Motion by Maurer, 2nd by Schneider to appoint Steve Bond as Law Director. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended the following board appointments: Ambulance – Maurer, alternate Schneider Fire – Hyde, alternate Denes Cemetery – Dronsfield, alternate Maurer Motion by Maurer, 2nd by Hyde to approve the board appointments. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Morris Furcron as Zoning Inspector. Motion by Hyde, 2nd by Schneider to appoint Morris Furcron as Zoning Inspector. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Helen Dronsfield for the Community Improvement Corporation (CIC). Motion by Hyde, 2nd by Maurer to appoint Helen Dronsfield to the Community Improvement Corporation (CIC). Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Dan Cwalina for the Zoning Board of Appeals term ending 12/31/18. Motion by Schneider, 2nd by Hyde to appoint Dan Cwalina to the Zoning Board of Appeals term ending 12/31/18. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Helen Dronsfield, alternate Guy Wells to be the Village representative to Main Street Wellington. Motion by Hyde, 2nd by Maurer to appoint Helen Dronsfield, alternate Guy Wells as representative to Main Street Wellington. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Larry Querin for the Design Review Committee term ending 12/31/18. Motion by Hyde 2nd by Dronsfield to appoint Larry Querin to the Design Review Committee term ending 12/31/18. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe recommended Bob Brasee, David Bealer, Mark Rosemark and Steve Pyles to the Safety Committee. Motion by Maurer, 2nd by Schneider to appoint Bob Brasee, David Bealer, Mark Rosemark and Steve Pyles to the Safety Committee. Roll call vote was taken with all members present voting “yes”. § Mayor O’Keefe requested applications from the public for two positions on the Cable Commission and three positions on the Shade Tree Committee. Anyone interested should submit a letter to the Mayor’s Office at 115 Willard Memorial Sq. Wellington, OH 44090. 5. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2014-01 AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR MEMBERSHIP INTO THE LORAIN COUNTY BROWNFIELD ASSESSMENT GRANT COALITION WITH OTHER POLITICAL SUBDIVISIONS OF LORAIN COUNTY, OHIO; AND TO SUBMIT A LETTER OF COMMITMENT IN SUPPORT OF THE COUNTY’S APPLICATION TO THE U.S. ENVIRONMENTAL PROTECTION AGENCY FOR A CONSORTIUM BROWNFIELD ASSESSMENT GRANT, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1ST Reading Mr. Pyles reported that the application is due to the County before the next Council meeting. He explained that a Brownfield is an old industrial site which potentially needs to be demolished and can involve environmental cleanup. The County would like more rural involvement with the consortium, which is no cost to the village, unless a Wellington site is chosen for the grant. The adoption of the Ordinance will allow the village to be a voting and an active member of the consortium. Motion by Wells to suspend the rules, 2nd by Hyde. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hyde to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2014-02 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE ACQUISITION OF A CASE FARMALL 85C TRACTOR, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading nd Motion by Wells, 2 by Maurer to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Maurer to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2014 - 03 AN ORDINANCE AUTHORIZING AN AGREEMENT FOR PROPERTY AND LIABILITY INSURANCE AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Maurer, 2nd by Wells to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Schneider to approve as read. Roll call vote was taken with all members present voting “yes”. (Added as an amendment January 10, 2014) ORDINANCE NO. 2014-04 AN ORDINANCE RATIFYING AND READOPTING AS IF FULLY REWRITTEN ORDINANCE NO. 2000-09 (SUBSTITUTE) RELATIVE TO SIGNS 1st Reading ORDINANCE NO. 2014-05 (Added at the meeting by Mr. Wells) AN ORDINANCE AMENDING SECTION 1115.02(3) OF THE CODIFIED ORDINANCE OF THE VILLAGE OF WELLINGTON. 1st Reading Mr. Wells noted that this will need to go to the Planning Commission and that there will need to be a Public Hearing in the future. Mr. Hyde asked when the Ordinance would go to the Planning Commission, Mr. Bond said it should go there now. Mr. Hyde asked Clerk O’Brien to pass it on to Ms. Lent to be put on the next meeting agenda, if possible. 6. OLD BUSINESS Boom Mower – Mr. Schneider explained that Mr. Bealer put together a sheet of boom mower quotes, and that the committee had elected to go with Wellington Implement, Hardee LR4142, at a cost of $15,410.00. The mower will be used to mow the upper reservoir, the White ditch, the substations and other miscellaneous village owned properties. Motion by Schneider to purchase a Hardee LR4142 boom mower from Wellington Implement for $15,410.00, 2nd by Wells. Roll call vote was taken with all members present voting “yes”. Mayor O’Keefe reminded Council that the next scheduled meeting is Monday January 20th which is Dr. Martin Luther King Day, and asked council when they would like to reschedule. Motion by Wells, 2nd by Schneider to reschedule the meeting Tuesday January 21, 2014. Roll call vote was taken with all members present voting “yes”. 7. NEW BUSINESS Helen Dronsfield informed the committee that Saturday, the weekend of January 4th, knowing that the weather predictions were snowy and frightfully cold, Marla Lent took it upon herself to go and purchase frozen foods, snacks and other items for her Meals on Wheels clients. Ms. Lent delivered packages of food to the 25 residents, just in case Meals on Wheels would not be able to deliver due to the extreme weather. Ms. Dronsfield would like to have a letter created and put in Ms. Lent’s file, for going above and beyond for the residents of Wellington. Mr. Schneider asked fellow Council members, Department Heads, the Police Chief and Mr. Bond to come to the next meeting with ideas for a work session for the Policy Manual, to be scheduled possibly in March. 8.
