Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Sandy Denes, Mark Bughman, Helen Dronsfield, Gene Hartman, Keith Rowland and Guy Wells Council Chambers Monday April 18, 2016 7:30 p.m. 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Dronsfield to approve the minutes of the April 4, 2016 meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Dronsfield, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider – Mayor Schneider thanked the Linemen for their hard work as it was National Lineman Day and he thanked the Police Dispatchers for their hard work in recognition of National Public Safety Telecommunications Day; Mr. Bealer and Chief Barfield thanked Mayor Schneider for his generosity. § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reported that they will be having a Town Hall meeting at Lindley Center on May 5th to discuss the heroin epidemic and also a plan on how to deal with the drug problem; details to follow. He reminded residents to slow down and watch for children playing as the weather is warmer. He mentioned that May 10th is the candlelight vigil for Police Officer Memorial Week in Lorain County and May 11th is the Memorial Celebration, in front of the Town Hall at 11:00 AM. § Finance Director Hales – Ms. Hales reported that she had been working with CMI to enable department heads access to the Finance Authority program where they will be able to view their financial reports. § Village Manager Pyles – Mr. Pyles reported that Efficiency Smart has been working with Farm and Home Hardware on a light bulb promotion and the response rate has been very high causing Farm and Home to reorder bulbs. He further reported that they will be getting more bulbs in and they were selling 4 CFL bulbs for $1.00 and one LED bulb for $1.00. Mayor Schneider asked when the restroom at the Rec. Park would be open; Mr. Brasee responded, tomorrow. He asked Mr. Pyles if OGSO found someone to run  the concession stand; Mr. Pyles wasn’t sure however, if they had not, it was his understanding that OGSO and Hot Stove would share the duties and the proceeds of the concession stand. Mr. Bughman asked Mr. Pyles how the meeting with the business near the proposed quiet zone went; Mr. Pyles reported that the meeting went well and there was a resolution for a notice of intent on tonight’s agenda. Mr. Bughman and Mr. Wells thanked Mr. Pyles for his hard work through the quiet zone process. There was some discussion about the deconstruction of McCormick and taking Ordinance No. 2016-08 off of the table; Mr. Wells suggested leaving the ordinance tabled and discussing it at the 2nd meeting in May, council agreed. § Main Street Wellington – Ms. Arntz reported that the Gazebo Garden Walk would be held on May 7th from 10 AM – 4 PM. She mentioned that Gil Shellhouse will be holding a 5k/8k race on May 30th, Memorial Day weekend. There was some discussion about the race going through the Cemetery; Ms. Arntz will contact Mr. Shellhouse and let him know to avoid the Cemetery on Memorial Day. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman mentioned that the committee met prior to the council meeting and discussed IRS reporting of form 1095B. He further mentioned that the committee had discussed cost of living and merit increases. Motion by Hartman, 2nd by Wells to give a 1% cost of living increase to village employees, effective immediately. Roll call vote was taken with all members present voting “yes”. Mr. Hartman announced that council will be having a special work session meeting on Thursday April 28th at 6:00 PM to discuss employee compensation including merit increases. Motion by Hartman, 2nd by Wells to remove Officer Neff from probation and give him a 5% increase making his hourly wage $15.75 per hour, effective the next full pay period. Roll call vote was taken with all members voting “yes”. § Police – Mr. Wells reported that the committee will meet on May 2nd prior to council. He mentioned that he attends most Main Street Wellington Board meetings. He further mentioned that in the upcoming summer months, Main Street Wellington will hold many events that are well organized; he stated that the board is very fortunate to have found Director Arntz. § Public Works – Ms. Dronsfield reported that the committee will meet on May 2nd prior to council. § Utility – Ms. Dronsfield reported that the committee met prior to the council meeting where Mr. Bealer gave a substation progress report. She mentioned that the foundation has been completed, and things are moving forward as expected. Motion by Dronsfield, 2nd by Wells to hire Christopher Wade Lamp as seasonal mower, at $13.00 per hour and will work no more than 120 days, to begin on May 17th. Roll call vote was taken with all members present voting “yes”. Ms. Dronsfield mentioned that the committee received an update from Mr. Rosemark on the triannual EPA inspection of the water plant. She further mentioned that there were no violations and the overall report was good. She reported that Mr. Rosemark would have a crew painting the Erie St. ground storage tank this year even though it is expected to be replaced within the next 5 years. § Ordinance – Mr. Wells reported that the committee will meet on May 2nd prior to council. § Mr. Bughman reminded residents that the large item bulk pickup is the first Thursday of the month and not to set those items out to the curb more than 24 hours prior to pick up. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2016-08 (amended) AN ORDINANCE DESIGNATING DICKSON STREET AND CARPENTER STREET FOR TWO-WAY TRAFFIC FOR THEIR ENTIRE LENGTHS 3rd Reading Tabled 3/21/16 ORDINANCE NO. 2016-10 AN ORDINANCE AMENDING SECTION 521.12 OF THE CODIFIED ORDINANCES RELATIVE TO GARBAGE, TRASH AND RUBBISH 3rd Reading nd rd Motion by Bughman, 2 by Wells to move the 3 reading. Roll call vote was taken Denes – absent, Bughman – yes, Dronsfield – yes, Hartman – yes, Rowland – yes, Wells – no. Motion carried 4 – 1. ORDINANCE NO. 2016-12 AN ORDINANCE AMENDING THE 2016 ANNUAL APPROPRIATIONS ORDINANCE BY AUTHORIZING THE TRANSFER OF CERTAIN FUNDS AND APPROPRIATIONS AS NEEDED FOR OPERATIONS 2nd Reading nd nd Motion by Wells, 2 by Dronsfield to move the 2 reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2016-13 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE ACQUISITION OF A CASE FARMALL 40C TRACTOR, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1ST Reading nd Motion by Wells, 2 by Dronsfield to suspend the rules. RESOLUTION NO. 2016-14 A RESOLUTION AUTHORIZING THE CREATION OF A RAILROAD QUIET ZONE WITHIN THE VILLAGE OF WELLINGTON, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1ST Reading nd Motion by Wells, 2 by Dronsfield to suspend the rules. ORDINANCE NO. 2016-15 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATIONS OF THE HOUSING COUNCIL MEMBERS AND DECLARING THIS ACT AN EMERGENCY 1ST Reading 8. OLD BUSINESS – None 9. NEW BUSINESS · Mayor Schneider reminded residents about the Charter Commission review meeting on Tuesday at 6:00 PM in the South Meeting Room. · Superintendent Bealer asked Council for an executive session to discuss personnel. Motion by Wells, 2nd by Rowland to adjourn into executive session to discuss the compensation of public employees at 8:09 PM. Roll call vote was taken with all members present voting “yes”. Mayor Schneider called the council meeting to order at 8:26 PM. Roll call vote was taken with all members voting “yes”. No decisions were made. · Mr. Wells mentioned that the work session scheduled for April 28th at 6:00 PM was actually a Council meeting and to make sure we post the meeting. 10.
