Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Sandy Denes, Mark Bughman, Helen Dronsfield, Gene Hartman, Keith Rowland and Guy Wells Council Chambers Tuesday September 6, 2016 7:30 p.m. 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Hartman, 2nd by Wells to approve the minutes from the August 15, 2016 meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Dronsfield to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reminded residents that school was back in session and asked drivers to be cautious. He also introduced Superintendent Tom Tucker. Mr. Tucker introduced himself to council. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and that she would be happy to answer any questions. § Interim Village Manager Rosemark – Mr. Rosemark mentioned that his report and the reports of Dept. Heads were in the packet and he’d be happy to answer  any questions. Mr. Hartman thanked the Dept. Heads for the detail they include in their reports. § Main Street Wellington – MSW Director Arntz gave her report and upcoming events. § McCormick Green Space – Director Arntz asked Mayor Schneider if the next park committee meeting had been planned; Mayor Schneider replied no. Mayor Schneider asked Supt. Tucker about the status of signing the property over to the village; Supt. Tucker will get in touch with Mayor Schneider the next morning. 6. REPORTS OF COMMITTEES § Finance – Ms. Dronsfield reported that the committee will meet Sept. 19th prior to council. § Police – Mr. Wells reported that the committee met prior to the council meeting and discussed many topics. Motion by Wells, 2nd by Dronsfield to recommend council the appointment of Jed Larson, Ryan Gilford, David Meunos, and Ralph Wirkner as Special Officers, effective immediately. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to end the probationary period of Robin Fields and to increase her salary to $15.25 per hour effective the next full pay period. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve the proposal of TTX for the purchase of a server and backup storage in the amount of $17,252.48. Roll call vote was taken with all members present voting “yes”. § Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed paving Adams St. and the replacement of the water and sanitary sewer lines in the spring of 2017. She mentioned that letters have been sent to property owners informing them of an upcoming assessment. She reported that there had been a planning session at Poggemeyer, and they will be discussing it further at a later date. She mentioned that they are looking into tower leases and will be discussing those further in the future, also. Ms. Dronsfield reported that Mr. Brasee gave a report of the summer projects that have been completed. She mentioned the Storm Sewer project completed on the Jordan property on E. Herrick at a cost of over $62,000.00 and the new Wellington HS baseball diamond which is 99% completed. She reported that they have poured over 270 yards of concrete throughout the village, repaired 13 water breaks, cleaned the entire storm sewer system, flushed hydrants and repaired many catch basins. She thanked Bob and his crew for a job well done. Mayor Schneider added that all of the departments do a great job and thanked all of the employees for their hard work. § Utility – Ms. Dronsfield reported that the committee will meet on September 19th. § Ordinance - Mr. Wells reported that the committee met prior to council and recommend that council passes an ordinance to allow the Village Manager to appoint representatives to AMP, Inc. Mr. Wells asked Clerk O’Brien to read the ordinance with the other ordinances tonight. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2016-21 (amended) AN ORDINANCE AMENDING SECTION 529.05 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON RELATIVE TO ALLOWING LIMITED LIQUOR SALES FOR EVENTS ON PUBLIC GROUNDS 3rd Reading nd Motion by Wells, 2 by Dronsfield to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2016-28 (amended)  AN ORDINANCE TO AUTHORIZE NOMINAL EXPENDITURES FOR REFRESHMENTS OR MEALS TO BE SERVED AT VARIOUS MUNICIPAL EVENTS 3rd Reading nd Motion by Dronsfield, 2 by Hartman to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2016-30 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 3rd Reading Motion by Hartman, 2nd by Dronsfield Wells to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2016-34 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO DESIGNATE THE AUTHORIZED REPRESENTATIVE AND AN AUTHORIZED ALTERNATE REPRESENTATIVE TO SERVE AS THE VILLAGE OF WELLINGTON’S REPRESENTATIVE ON VARIOUS COMMITTEES OF THE BOARD OF TRUSTEES OF AMERICAN MUNICIPAL POWER, Inc. 1st Reading Motion by Wells, 2nd by Hartman to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS Work Session – Mayor Schneider suggested holding the work session the last week of September. The meeting will be held Sept. 27th at 6:00 PM and will include department heads. 9. NEW BUSINESS Swearing In – Mayor Schneider swore in Jeffry Petro as a Wellington Auxiliary Officer. Mr. Petro was met with applause. Mayor Schneider swore in Special Officers Jed Larson, Ryan Gilford, David Meunos, and Ralph Wirkner. They were met with applause. Athletic Field – Mr. Bughman announced that there will be bleachers at the athletic field for the home football game Friday night. He mentioned that the bleachers were not 75 years old as published by the press. Traffic Lights – Mr. Wells asked about the traffic lights; Chief Barfield reported that the traffic lights should be fully functional by Friday. 10.
