Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: President Helen Dronsfield, Mark Bughman, Sandy Denes, Gene Hartman, Keith Rowland and Guy Wells Council Chambers December 18, 2017 7:48 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Dronsfield to approve the minutes from the December 4, 2017 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Denes, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Law Director Bond – Nothing to Report § Chief Barfield – Chief Barfield took the opportunity to wish Council and everyone a Merry Christmas and Happy New Year, on behalf of the Safety Services. He asked to keep first responders, Fire and Ambulance, in their thoughts as they had to respond to a very tragic call today. § Finance Director Hales – Ms. Hales reported that the January bills should be received by residents on the Saturday prior to, or on Tuesday January 2nd. She mentioned that her summary was included in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of his superintendents were included in the packet. He reported that the four “Welcome to Wellington” signs had been removed and have been sent to be refurbished and will be reinstalled prior to the Bicentennial Celebration. Mr. Hartman mentioned that according to Mr. Dupees report, Republic Services did not increase any refuse rates for 2018. § Public Participation § Main Street Wellington – MSW Director Arntz reported that they will hold their annual meeting at the Elms Retirement Village, on January 9th from 7 PM – 8:30 PM, and invited everyone to attend. She mentioned that they will be voting in 6 new board members at that time. Ms. Arntz announced the first B2B mixer will be at H&R Block on January 11th. She wished everyone a Merry Christmas and Happy New Year. § Mayor Schneider – Auxiliary Captian Kimbler, introduced Cory Barfield and Mayor Schneider swore in Auxiliary Lt. Cory Barfield; he was met with applause.  § Employee of the Year – Mayor Schneider introduced Don Novotny, Village Employee of the Year, to the audience. He awarded and recognized Mr. Novotny as Employee of the Year. Mr. Novotny gave a brief acceptance speech and was met with applause. 6. REPORTS OF COMMITTEES § Finance – Ms. Denes reported that the committee met prior to council and discussed the proposed budget for 2018. She mentioned that she would be bringing amendments to the budget to council, during the 2nd reading tonight. She thanked her committee, council and the employees for their hard work throughout the year. She stated that it was her final meeting, and it has been an honor and privilege to serve on Village Council for the past 8 years. § Police – Mr. Wells thanked his committee for their hard work throughout the year. He reported that the committee had a very productive year. He mentioned a Police cruiser leasing program, training innovations, and small equipment purchases. He further mentioned the Police Stations small size and the need for a larger facility. Mr. Wells reported that the department’s largest downfall is staffing turnover, which is a very complex problem. He mentioned that the committee has recommended a tiered pay system for the Police Department and thanked Chief Barfield for his work on the proposal. § Public Works – Ms. Dronsfield thanked her committee for all of their hard work. She gave a brief description of what the Public Works Dept. does. She thanked Bob Brasee and the Public Works employees and mentioned that the village was fortunate to have them. She mentioned that the department does many projects in house and gave the new HS baseball field and the additional soccer fields as an example. § Utility – Mr. Hartman reported that the committee will meet on January 16th. He thanked his committee for all of their hard work through the year. He gave examples, such as the Ground Storage Tank replacement, and the Utility Rate Study, as accomplishments for the year. He thanked Mr. Bealer and Mr. Rosemark for their contributions throughout the year. He also mentioned the completion of the underpass, and the completion of the new substation this year. He thanked Sandy Denes for teaching him, for helping him understand, and for her guidance through much of the council work his past two years on Council. § Ordinance – Mr. Rowland thanked his committee for their work throughout the year. He mentioned the passing of the Utility Billing Ordinance, Tree Lawn Ordinance, and Vicious Dog ordinance, He thanked Sandy Denes and Helen Dronsfield for their help the past two years on Council. § Personnel – Mr. Bughman explained that the committee met only one time the past year, as the committee was newly created. He mentioned reviewing succession planning, a tiered pay plan, and reviewing the Personnel Policy Manual in the coming year. He thanked his committee members. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2017 – 45 AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE INCOME TAX ORDINANCE TO REFLECT CHANGES REQUIRED BY AMENDMENTS TO THE OHIO REVISED CODE 3rd Reading Motion by Denes, 2 by Wells to move the third reading. Motion carried with all members voting “yes”. nd ORDINANCE NO. 2017-48 AN ORDINANCE AMENDING THE 2017 ANNUAL APPROPRIATIONS ORDINANCE BY AUTHORIZING THE TRANSFER OF CERTAIN FUNDS AND APPROPRIATIONS AS NEEDED FOR CERTAIN EXPENSES 2nd Reading Motion by Denes, 2 by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2017-49 AN ORDINANCE AMENDING SECTIONS 181.09 AND 182.01 OF THE CODIFIED ORDINANCES, RELATIVE TO USE OF INCOME TAX FUNDS 2nd Reading Motion by Denes, 2 by Wells to suspend the rules. ORDINANCE NO. 2017-50 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2018 AND DECLARING AN EMERGENCY 2nd Reading nd Motion by Denes, 2 by Wells to amend ordinance 2017-50 by an increase of $25,000 to adopt a tiered pay system for the Police Department. Roll call vote was taken with all members voting “yes”. Motion by Denes, 2nd by Wells to amend ordinance 2017-50 by an increase of $34,000 for an additional full-time Police Officer, this amount has been offset by a reduction in part-time wages. She noted that this is not the full wage amount, however, it is a difference in cost. Roll call vote was taken: Dronsfield – No, Bughman – No, Denes – No, Hartman – No, Rowland – No, Wells – Yes. Motion Failed. Motion by Denes, 2nd by Hartman to suspend the rules  for ordinance number 2017-50. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2017-51 AN ORDINANCE AMENDING THE 2017 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE ADDITIONAL APPROPRIATIONS FOR CERTAIN EXPENSES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Denes, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. RESOLUTION NO. 2017-52 RESOLUTION APPOINTING REPRESENTATIVES OF THE VILLAGE TO THE BOARD OF TRUSTEES OF THE SOUTH LORAIN COUNTY AMBULANCE DISTRICT 1st Reading Motion by Denes, 2nd by Rowland to suspend the rules. OLD BUSINESS – Ms. Dronsfield reminded everyone that Council will meet on Tuesday January 2nd and on Tuesday January 16, 2018. 9. NEW BUSINESS · Mayor Schneider invited Ms. Denes to join him in front of the Council desk and presented her with a Resolution for her eight year term and devotion to the Village of Wellington. He mentioned that Ms. Denes was a good friend and she would be missed at Council. Mayor Schneider presented Ms. Denes with a Key to the Village. Ms. Denes commented that Mayor Schneider was a good friend, and today was bittersweet; she was met with applause. · Moment of Silence for the Holmes Family – Ms. Denes requested a moment of silence for the Holmes Family, who had been met with a tragic loss today. She explained that the Holmes family were personal friends of many in attendance and that they are very active members of the community; Mayor Schneider concurred and called for a moment of silence. 10.
