Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers January 16, 2018 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Absent Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present: Mayor Schneider, Village Manager Dupee, Finance Director Hales, Law Director Bond, Chief Barfield, MSW Director Arntz, Clerk of Council O’Brien, Madison Schneider and Mike Schneider 3. APPROVAL OF MINUTES – Motion by Wells, 2nd by Dronsfield to approve the minutes from the January 2, 2018 council meeting and the January 2, 2018 council special session meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider - § Law Director Bond – Nothing to Report § Chief Barfield – Nothing to Report § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet, and he would be happy to answer any questions. Mr. Bughman asked Mr. Dupee about the Fair Board meeting he attended that was mentioned in his report; Mr. Dupee explained that he had attended the meeting to inform the Fair Board of the utility rate changes, and the Fair Board was understanding of the matter. Mr. Bughman asked how the board reacted to the fact that they had been billed for the wrong sized meter; Mr. Dupee explained that they understood the oversite and appreciated the fact that Mr. Dupee attended the meeting and advised them of the changes. § Public Participation - None § Main Street Wellington – Ms. Arntz reported that annual Main Street meeting would be held on January 23rd at the Elms Retirement Center at 7:00 PM. She mentioned that she had Let’s Wine About Winter, and Beat the Winter Blues with Brews tickets if anyone was interested. Ms. Arntz mentioned that the Bicentennial Committee was delighted with over 70 people in attendance for the first bicentennial speaker presentation. She mentioned that the next speaker would be on February 13th at the Lindley Center, and would be Sara Hume, discussing Period Dress. Ms. Arntz thanked the Lindley Center for donating the use of the theater. Mayor Schneider reminded residents that the Founders Bicentennial Breakfast would be held at the Eagles on Sunday January 21st from 9 AM – 1 PM, and the cost of the breakfast was $8.00 per person. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and met with Janie Geis from Wichert Insurance, to discuss the 2018 Property and Casualty insurance renewal policy, which they approved in committee. Motion by Hartman 2nd by Wells to approve the 2018 Charges for Service that was presented at the Finance Committee. Roll call vote was taken with all members present voting “yes”. Mr. Hartman mentioned that the Ambulance Board and Fire Board minutes were included in the packet. § Police – Mr. Wells reported that the committee will meet prior to council on February 5th. § Public Works – Ms. Dronsfield reported that the committee will meet prior to council on February 5th. § Utility – Mr. Bughman reported that the committee met prior to council and discussed a letter addressing the Utility Rate Increase, which will be included with the February utility bill. Mr. Bughman mentioned that Aqua Line would be performing tests on the water system in an effort to detect water loss throughout the village. Mr. Bughman mentioned that the committee heard from Mr. Dupee that there would be a draft of a Cost of Service study being prepared by Courtney and Associates, coming sometime in the next week. § Ordinance – Mr. Wells reported that the committee will meet prior to council on February 5th. § Personnel – Mayor Schneider mentioned that Mr. Rowland was out sick, and wished him well. Mr. Wells asked whether the work session which was planned, would be a Personnel Committee work session or a Council work session; Mayor Schneider explained that the work session would be held on January 30th at 6 PM, and would be Personnel Committee work session, however he would like all of council to attend. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018–01 AN ORDINANCE AMENDING THE RESTATED PERSONNEL MANUAL RELATIVE TO EMPLOYEE HEALTH INSURANCE AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Hartman, 2 by Dronsfield to move the 2 reading. Roll call vote was taken: Hartman – Yes, Bogan – nd nd Yes, Bughman – Yes, Dronsfield – Yes, Rowland – Absent, Wells – No. ORDINANCE NO. 2018 -02 AN ORDINANCE AUTHORIZING THE CHIEF OF POLICE TO SELL AT INTERNET AUCTION A MOTOR VEHICLE WHICH IS NO LONGER NEEDED FOR PUBLIC PURPOSES 2nd Reading nd nd Motion by Bogan, 2 by Hartman to move the 2 reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2018-03 AN ORDINANCE AMENDING THE PERSONNEL POLICY MANUAL BY ADOPTING A NEW SECTION 4.1.1 RELATIVE TO POLICE DEPARTMENT COMPENSATION AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading nd nd Motion by Hartman, 2 by Wells to move the 2 reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2018-04 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO PROCEED WITH THE ACQUISITION OF A NEW FORD F350 CAB AND CHASSIS, AUTHORIZING THE MANAGER TO TRADE-IN AN EXISTING 2008 CHEVROLET 4500 DUMP TRUCK WHICH IS NO LONGER NEEDED FOR PUBLIC PURPOSES, AND AUTHORIZING THE PROCUREMENT AND INSTALLATION OF A DUMP BODY AND RELATED EQUIPMENT AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading nd Motion by Wells, 2 by Hartman to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS § Cemetery Board – Cremation Garden Update – Ms. Dronsfield reported that the Cemetery Board has found a company in Columbus where they will purchase the columbaria; they will be waiting until April to purchase, as the weather begins to clear. Mr. Bughman added that they would like to set the columbaria in early June, and have already sent the company their 50% down payment. Ms. Dronsfield mentioned that the ‘niches’ would possibly be available for purchase sometime in February. 9. NEW BUSINESS § Coffee With the Mayor – Mayor Schneider reminded residents to come out and have Coffee with the Mayor at Bread-N-Brew on Saturday January 20th from 9 AM – 11 AM. He mentioned that his guest speaker would be Director Skip Gentry from the SLCAD. § Happy Birthday’s – Mayor Schneider wished his father Mike Schneider, who was in attendance recording the council meeting for GLWB, a Happy 73rd Birthday. He also wished Clerk O’Brien a Happy Birthday. § Ice Fishing – Mr. Bughman mentioned that he had been fishing at the Above Ground Reservoir, and commented on the amount of out of town folks who ice fish there. He further mentioned that the out of town people have often made mention of how clean it is. There was some discussion about the safety of the fisherman, and who determines whether or not it is safe. Mayor Schneider asked Mr. Bond about the liability of the fishermen; Mr. Bond explained that the village falls under recreational immunity, if they are not charged a fee to fish the reservoir, the village is immune. Mr. Wells had concerns about the possibility of belongings, especially small heaters holding fuel, falling through the ice, possibly contaminating the reservoir; Mr. Dupee will check into it. § Pot Holes on State Routes – Mayor Schneider had questions pertaining to potholes on the State Routes; Mr. Dupee reported that they would make a call into the State for repair. 10.
