PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Dronsfield to approve the minutes from the April 16, 2018 council meeting. Roll call vote was taken with all members voting “yes”. 4. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reported that Friday was the 61st Anniversary of the death of Edmund Smith. He further reported that this week is Police Memorial week for Lorain County, and Wellington is hosting the memorial. On Wednesday at 7:30 PM, they will be holding a candle light vigil for the Officers who have given their lives in the line of duty in Lorain County. He announced that on Thursday, weather permitting, they will be holding a memorial service, with all of Lorain County at 11:00 AM in front of the Town Hall. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. Mr. Hartman thanked Ms. Hales and her staff for manually folding and stuffing over a thousand May utility bills. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet. He reported that Thrive of Southern Lorain County will be holding a free Health Fare, in conjunction with Mercy, on May 12th from 8 – 11 AM at the Methodist Church. Mr. Hartman asked Mr. Dupee about the repairs to be made at the Industrial Ave. water tower; Mr. Dupee explained that there was a small leak found, and temporarily repaired in the tower in 2016, and they were coming back to permanently repair the area and inspect the tower.  § Public Participation - None § Main Street Wellington – Ms. Arntz reported that the 20th Annual Gazebo Garden Walk is Saturday May 12th from 10 AM – 4 PM. She mentioned that Lorain County Pride Day is May 19th, and is looking for volunteers to help clean up downtown. Approval of Minutes: Minutes from the May 1, 2017 Joint Meeting – Motion by Dronsfield, 2nd by Bughman to approve the minutes from the May 1, 2017 Joint Meeting. Roll call vote was taken with all members voting “yes”. c. Old Business d. New Business VILLAGE OF WELLINGTON · Ms. Dronsfield reported that the Cemetery Board, would soon begin construction of a columbarium facility at the old Trails End (at the end of Courtland St.) She further reported that the niches would be available for purchase in the near future. Mr. Bughman added that the columbarium would not be set until 6 weeks following the concrete pad installation, which had been on hold due to the weather. RESOLUTION NO. 2018-17 A JOINT RESOLUTION OF THE VILLAGE OF WELLINGTON AND THE TRUSTEES OF WELLINGTON TOWNSHIP DETERMINING THE RATE OF TAXATION TO BE LEVIED UPON THE TAXABLE PROPERTY WITHIN THE VILLAGE OF WELLINGTON AND THE TOWNSHIP OF WELLINGTON FOR CEMETERY PURPOSES Motion by Wells, 2nd by Hartman to adopt the resolution. Roll call vote was taken with all members voting “yes”. e. Adjourn Joint Village/Township Meeting – Motion by Rowland, 2nd by Dronsfield to adjourn at 7:50 PM. Nancy Fisher, LeRoy Brasee, Fred Pitts, Virginia Haynes, and Louise Grose left the meeting. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the Council Meeting and continued the conversation regarding the potential municipal income tax increase. He further reported that they will continue the conversation on Monday May 21st, and encouraged residents to participate in the discussion. Motion by Hartman, 2nd by Rowland to hire Wade Lamp at a seasonal employee for the Electric Dept. at $13.50 per hour, effective May 10th. Roll call vote was taken with all members voting “yes”. § Police – Mr. Wells reported that the committee met prior the Council Meeting and discussed vehicle maintenance, training needs, evaluations, and received a quarterly report. § Public Works – Ms. Dronsfield reported that the committee met prior to the Council Meeting and discussed the completion of the soccer pavilion at the Rec. Park, ODOT paving SR 58 in June, and paving SR 18 in 2019. She mentioned that Denes Concrete would be hired to install the angled parking area in front of the library, and the ODOT salt ordinance was on tonight’s agenda. Motion by Dronsfield, 2nd by Rowland to hire seasonal summer employees, effective immediately: Brittany Evans at $8.65 per hour, Joe Neuwirth at $8.65 per hour, Hayden Bartolovich at $8.50 per hour, William Dowdell at $8.50 per hour, Damon Bollin at $8.95 per hour, and Hope Diermyer at $8.35 per hour. Roll call vote was taken with all members voting “yes”. § Utility – Mr. Bughman reported that the committee will meet prior to Council on May 21st.  § Ordinance – Mr. Wells reported that the committee met prior to Council and briefly discussed seasonal mowing ordinances, and reminded residents not to mow their grass into the street. He mentioned that they briefly discussed the law enforcement options relating to unlicensed vehicles. Mr. Wells reported that he is the alternate delegate for the council of governments that meets for RITA. He further reported that he has nominated Finance Director Hales to be a trustee for that board. Motion by Dronsfield, 2nd by Hartman to endorse Vanya Hales, as nominee for Trustee of the RITA board. Roll call vote was taken with all members voting “yes’. § Personnel – Mr. Rowland reported that the next committee meeting is to be determined. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018-15 AN ORDINANCE AUTHORIZING THE CHIEF OF POLICE TO SELL AT INTERNET AUCTION TWO POLICE MOTOR VEHICLES WHICH ARE NO LONGER NEEDED FOR PUBLIC PURPOSES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading Motion by Wells, 2 by Rowland to move the third reading. ORDINANCE NO 2018-21 AN ORDINANCE AUTHORIZING THE MAYOR, MANAGER AND FINANCE DIRECTOR TO ENTER INTO AN AGREEMENT WITH THE WELLINGTON IMPROVEMENT CORPORATION FOR THE SALE OF APPROXIMATELY 2.1211 ACRES OF LAND ON INDUSTRIAL AVENUE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Wells, 2 by Dronsfield to suspend the rules. NEW BUSINESS LINC Meeting/Needle Exchange – Mayor Schneider asked that any residents with questions concerning the needle exchange program to please contact Chief Barfield, or himself. He mentioned that they received a donation of drug tests which can be purchased at the Police Department for $5.00. He gave kudos to Chief Barfield for all of his accomplishments with the LINC program. Community Service – Mr. Bughman mentioned that the Wellington High School students would be performing community service throughout the village on Wednesday. Bicentennial Magazines – Mayor Schneider announced that the magazines are free and paid for by donations to the Bicentennial fund and are available at the Town Hall, the Platinum Petal, Main Street Wellington and the museum. Bicentennial Speaker – Mayor Schneider announced that Scott Markel, portraying Archibald Willard, will be the next bicentennial speaker on May 22nd at 7 PM, at the Lindley Center.  Honorary Detective – Chief Barfield recognized Al Leiby as Honorary Detective for the Wellington Police Department. Mayor Schneider swore Mr. Leiby in, and Chief Barfield presented him with a bicentennial badge. Mr. Leiby was met with applause. OHSAA Baseball and Softball Tournament – Mr. Berger announced that the tournament began today and Wellington is hosting two games. He mentioned that the Lady Dukes are playing against an unnamed opponent, and will be playing tomorrow, in the sectional finals. They are seated second in the Lakewood District division three. The Dukes will be playing a sectional semifinal game against Brooklyn on Tuesday at 5 PM, and are seated sixth in the Lakewood District division three. 10.
