Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers June 4, 2018 8:13 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order and requested roll call. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Hales, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Enterprise Reporter Delozier, Madison Schneider 3. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the May 21, 2018 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to Report § Chief Barfield – Chief Barfield advised residents that school would be out soon, and warned motorist to be cautious while driving. He asked residents to keep Officer Ptacek (from the Amherst Police Dept.), and his family in their thoughts as he possibly would not be returning to duty after responding to an emergency in Sheffield Lake. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee stated that his report and those of the department heads were included in the packet. He informed council that the pole painting project would begin next week, throughout the central business district, and asked motorist to be cautious. Mr. Hartman thanked the employees for all of the work done the past couple of weeks. He mentioned to Mr. Dupee that he had a couple of questions concerning a possible Rural Water connection, and having the equipment necessary in the event of an emergency connection to Rural Water; Mr. Dupee will check with Mr. Rosemark and get back to him. § Public Participation – None § Main Street Wellington - Main Street Wellington Director Arntz gave her report, which included thanks to the volunteers for their assistance with planting the flowers pots located in the business district. She mentioned new businesses in town including the Snack Shack, Heathers Healing Hearts (a massage therapist) located in the Colonial Barber Shop, and Salon Image would be opening soon. She reminded residents to see Julie Bragg at the Lindley Center, where she would be discussing Civil War quilts. Ms. Arntz mentioned the Military Day, on June 16th at the Lorain County Fairgrounds, and the Village Garage Sales on June 16th and 17th. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee would meet on June 18th prior to council. § Police – Mr. Wells reported that the committee met prior to council for a brief meeting. He thanked the cemetery crew for having everything in wonderful condition for the Memorial Day celebration. § Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed the Clock Tower cleaning, and the North Main curbing project. She mentioned the upcoming Grand Ave. street repairs, Town Hall window painting, crack sealing, sidewalks, and storm sewer cleaning, to happen yet this summer. She advised residents to mow their grass, and not to mow the grass clippings into the street. She mentioned grant monies for playground equipment, and the village splitting the cost of portable goal posts with the youth football program, for the football field at the Rec. Park. Ms. Dronsfield commented that Keith Rowland’s daughter, Ava Rowland, a Wellington star with incredible talent, would be on her way back to Nashville. Mr. Rowland thanked Ms. Dronsfield, and mentioned that Ava just returned home from Kansas, where she opened up for Montgomery Gentry. § Utility – Mr. Bughman mentioned that the committee would meet prior to council on June 18th. § Ordinance – Mr. Wells reported that the committee met prior to the council meeting and discussed a draft ordinance to include mobile food vendors, and would be discussing the topic further at the July meeting. § Personnel – Mr. Rowland mentioned that the committee would meet after the compensation study had been completed. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018-18 AN ORDINANCE AMENDING SECTIONS 4.13 OF THE PERSONNEL POLICY MANUAL, RECOGNIZING VETERANS’ DAY AS AN EMPLOYEE HOLIDAY 3rd Reading Motion by Wells, 2 by Hartman to move the third reading. Roll call vote was taken with all members voting “yes”. nd ORDINANCE NO. 2018-22 AN ORDINANCE AMENDING SECTION 3.3 OF THE VILLAGE PERSONNEL POLICY MANUAL, RELATIVE TO PERFORMANCE EVALUATIONS 2nd Reading Motion by Hartman, 2 by Rowland to move the second reading. Roll call vote was taken with all members voting “yes”. nd ORDINANCE NO. 2018-23 AN ORDINANCE AUTHORIZING AN AGREEMENT WITH POGGEMEYER DESIGN GROUP, INC., FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH CONSTRUCTION OF A GROUND LEVEL STORAGE TANK AND RAW WATER PUMP IMPROVEMENTS AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by nd Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. Mayor Schneider mentioned that the next two ordinances were for the proposed income tax increase which would be on the November ballot. He encouraged residents to engage himself and members of council with questions and concerns pertaining to the increase. He further mentioned that they would be holding a public information session in July, as council moves forward. ORDINANCE NO. 2018-24 AN ORDINANCE AMENDING SECTIONS 182.01 AND 182.03 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, INCREASING THE INCOME TAX BY AN ADDITIONAL .75%, PROVIDING THAT THE REVENUES GENERATED BY SUCH ADDITIONAL TAX WOULD BE USED FOR OPERATING EXPENSES OF THE VILLAGE, AND/OR FOR CAPITAL IMPROVEMENTS FOR THE VILLAGE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading RESOLUTION NO. 2018-25 A RESOLUTION DIRECTING THE BOARD OF ELECTIONS OF LORAIN COUNTY TO PLACE UPON THE WELLINGTON VILLAGE BALLOT AT THE GENERAL ELECTION TO BE HELD ON NOVEMBER 6, 2018, THE QUESTION OF LEVYING AN ADDITIONAL SEVENTY-FIVE HUNDREDTHS OF ONE PERCENT (.75%) MUNICIPAL INCOME TAX IN EXCESS OF THE ONE PERCENT (1%) INCOME TAX NOW IN EFFECT, PROVIDING THAT THE REVENUES GENERATED BY SUCH ADDITIONAL TAX WOULD BE USED FOR THE PURPOSES OF OPERATING EXPENSES OF THE VILLAGE, AND/OR CAPITAL IMPROVEMENTS FOR THE VILLAGE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading RESOLUTION NO. 2018-26 A RESOLUTION DECLARING THIS COUNCIL’S INTENTION TO REENACT A PROVISION ALLOWING A PARTIAL CREDIT FOR MUNICIPAL INCOME TAXES PAID BY RESIDENTS TO OTHER MUNICIPALITIES IN THE EVENT THAT THE PROPOSED TAX INCREASE IS APPROVED BY THE VOTERS AT THE NEXT GENERAL ELECTION 1st Reading 8. OLD BUSINESS – None 9. NEW BUSINESS · Park Committee – Mayor Schneider reported that the Park Committee met prior to the council meeting and voted on a name, by secret ballot. He advised council that the name will be revealed on June 30th at a ground breaking ceremony at the new park, and afterward they will be showing the new Jumanji movie, free for the community, on a large inflatable screen. · Class of 2018 – Mr. Bughman congratulated the graduating class of 2018. · Keystone – Mr. Bughman congratulated the Keystone softball team on becoming State Champions. 10.
