Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers November 19, 2018 7:35 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Hartman, 2nd by Bogan to approve the minutes from the November 7, 2018 council meeting. Roll call vote was taken with all members voting “yes”. 4. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to report § Chief Barfield – Chief Barfield reported that the Police Department would be collecting toys for distribution in Wellington. A collection bin will be available at the Town Hall, and Officers will be collecting toys on December 8th from 10 AM – 1 PM. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and offered to answer any questions. Mr. Bughman congratulated Ms. Fields, and Ms. Beat on the completion of their Public Records Training. § Village Manager Dupee – Mr. Dupee reported that his report as well as those of the department heads were included in the packet. Mr. Hartman thanked Mr. Dupee, Ms. Hales, Chief Barfield, and the department heads for the work they put into the proposed budget. § Public Participation o Skip Gentry, SLCAD Director – Updates – Director Gentry gave an end of year report and updated council on the hard work and commitment put into the Southern Lorain County Ambulance District. Mr. Hartman thanked Mr. Gentry and the employees for the exemplary work that they do. o Oberlin Community Services – Director Margie Flood, gave a brief report on the services they offer to the residents of Wellington, and requested a donation from the Village to support their efforts. o Emily Campofredano – Ms. Campofredano invited council to the Wellington Drama Clubs production of A Christmas Story at the Lindley Center on November 29th through December 1st. Council thanked Ms. Campofredano for all of her hard work and commitment to the Drama Clubs. § Main Street Wellington – Ms. Arntz reported on the upcoming events, including Small Business Saturday, Decorating the Veterans Tree in the Gazebo, the Church Tour and the Bicentennial Finale Wellington 200, which will be at the Lindley Center on December 8th at 7 PM. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman mentioned that the committee met prior to the council meeting and discussed the 2019 budget, October financials, and RITA numbers, which are down 3%. § Police – Mr. Wells mentioned that the committee will meet on December 3rd prior to council and will be discussing Police Department staffing needs. § Public Works – Ms. Dronsfield mentioned that the committee will meet on December 3rd prior to council. § Utility – Mr. Bughman reported that the committee met prior to council and discussed Forest City electric rates, and the Kilowatt-hour tax. § Ordinance – Mr. Wells mentioned that the committee will meet on December 3rd and will have a 1st reading on an ordinance related to Downtown Parking Passes. § Personnel – Mr. Rowland had nothing to report. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2018-34 (Amended) AN ORDINANCE AMENDING SECTION 351.18 OF THE CODIFIED ORDINANCES FOR THE VILLAGE OF WELLINGTON RELATIVE TO DOWNTOWN PARKING 3rd Reading Motion by Hartman, 2 by Rowland to approve the 3 reading. Roll call vote was taken with all members voting “yes”. nd rd ORDINANCE NO. 2018-35 AN ORDINANCE RE-ADOPTING AND RESTATING SECTION 5.16 OF THE PERSONNEL POLICY MANUAL, RELATIVE TO CREDIT CARDS 2nd Reading Motion by Hartman, 2nd by Wells to move the 2nd reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2018-36 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 2nd Reading Motion by Hartman, 2 by Wells to move the 2 reading. Roll call vote was taken with all members voting “yes”. nd nd ORDINANCE NO. 2018-38 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2019 1st Reading ORDINANCE NO. 2018-39 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO EXERCISE A PURCHASE OPTION AND PROCEED WITH THE ACQUISITION OF CERTAIN REAL PROPERTY KNOW AS PERMANENT PARCELS NOS. 18-00-021-110- 077, 18-00-021-110-078, 18-00-021-110-048, 18-00-021-110-082, AND FRONTING ALONG EAST HERRICK AVENUE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Wells, 2 by Hartman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Rowland to approve as read. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS 9. NEW BUSINESS · Coffee with the Mayor – Mayor Schneider invited residents to come to Coffee with the Mayor on Saturday at Bread-N-Brew. · Thanks – Mayor Schneider thanked Mr. Dupee and the department heads, and Council for their hard work on the proposed 2019 Budget. · Hard Hat Award – Mr. Bughman congratulated Nate Meyer on winning the AMP Hard Hat award. · Thanksgiving – Mayor Schneider wished everyone a Happy Thanksgiving and reminded residents that the Village Offices would be closed on Thursday and Friday. 10.
