Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers February 19, 2019 7:39 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman - Present Councilman Mark Bughman – Present Councilman Keith Rowland - Present Councilwoman Helen Dronsfield – Absent Councilman Guy Wells – Absent Others Present – Mayor Schneider, Village Manager Dupee, Finance Director Hales, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW Director Arntz, Madison Schneider, Allie Starler, Sophia Hardoby, Bill Berger, Todd Hardoby, and Mike Schneider 3. APPROVAL OF MINUTES – Motion by Hartman, 2nd by Bughman to approve the minutes from the February 4, 2019 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider § Law Director Bond – Nothing to Report § Chief Barfield – Chief Barfield reported that the tornado siren heard over the weekend was not a Wellington PD error. He mentioned that the Wellington tones, and the Avon Fire Dept. tones are similar, and Wellington received the alarm in error. He recommended signing up for the WENS system to be notified by text message of local emergencies, and notifications. § Finance Director Hales – Ms. Hales mentioned that her report was included in the packet and she would be happy to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet, and offered to answer any questions. Mr. Bughman had several questions concerning the ODOT meeting regarding sightline and speed issues at the underpass, which Mr. Dupee mentioned in his report; Mr. Dupee answered his questions. § Public Participation – Bill Berger, updated council on the boys and girls basketball teams, and their upcoming semi-final games. § Main Street Wellington – Ms. Arntz updated council on the upcoming events for Main Street Wellington, including a Volunteer Appreciation dinner, sponsored by the Wellington Women’s League on Wednesday March 13th, at the Wellington Eagles at 5 PM. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and discussed the 2019 property and casualty insurance proposal with Janie Geis from Wichert Ins. He mentioned  that the discussed January financials, which are up for the month. Motion by Hartman, 2nd by Bughman to approve the sale of the old yellow police patches. Roll call vote was taken with all members present voting “yes”. § Police – The Police Committee will meet on March 4th prior to council. § Public Works – The Public Works Committee will meet on March 4th prior to council. § Utility – Mr. Rowland reported that the committee met prior to council where they heard updates from Electric Supt. Bealer, and Water/Waste Water Supt. Frenk. Motion by Rowland, 2nd by Bughman to increase Justin Tripp’s hourly wage to $21.26, effective immediately. Roll call vote was taken with all members present voting “yes”. § Ordinance – Mr. Bughman mentioned that the committee met prior to council, where Mr. Dupee and Mr. Bond answered his questions in regard to the small cell wireless ordinance. § Personnel – Mr. Bogan mentioned that the committee canceled the meeting scheduled for tonight, and will meet on March 4th at 5:00 PM. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-03 AN ORDINANCE ENACTING A NEW CHAPTER 918 OF THE CODIFIED ORDINANCES RELATIVE TO USE OF PUBLIC WAYS FOR SMALL CELL WIRELESS FACILITIES AND WIRELESS SUPPORT STRUCTURES AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading nd Motion by Bogan, 2 by Hartman to move the third reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE 2019-05 AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL, ELIMINATING SECTION 4.1.1 AND APPENDIX “C”, ADOPTING A NEW APPENDIX “B”, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Coffee With the Mayor – Mayor Schneider announced the next Coffee with the Mayor at Bread-N-Brew on Saturday from 9 AM – 11 AM, and invited residents to join him. State of Wellington – Mayor Schneider announced that the State of Wellington breakfast would he held at the Wellington Eagles on March 14th, tickets are $10.00, and available at several business downtown, and at the Town Hall, Mayors Office. Founders to Futures Scholarship – Mayor Schneider announced that village councilmembers, village manager, finance director, police chief, department heads, and himself, made personal contributions for 2 - $400.00 scholarships for collage bound seniors, and 2 - $100.00 scholarships for military bound seniors. He mentioned that they have begun accepting applications, which are available at the high school Guidance Office, and the deadline for those are March 22nd. Kiwanis Pancake Day – Mayor Schneider reminded residents that the Kiwanis Pancake Day was Friday from 7 AM – 7 PM. 10. ADJOURN – Motion by Bogan, 2nd by Hartman to adjourn at 8:06 PM
