Village of Wellington Council Meeting Agenda Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers July 15, 2019 7:43 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Mr. Wells asked for the minutes to be amended, under new business, 4th bullet point (in bold) Gary Feron Retirement – Mayor Schneider presented a Resolution to Mr. Gary Feron who has been a drummer in the Spirit of ’76 Drum Corps. since 1967. Motion by Hartman, 2nd by Wells to approve the minutes from the July 1, 2019 council meeting as amended. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Wells, 2nd by Hartman to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS § Mayor Schneider – Mayor Schneider took the opportunity to thank the VFW and the American Legion for making it possible for Wellington to host the Vietnam Memorial Moving Wall. He reported that it was estimated to have been visited by approximately 8,000 people. He further mentioned that he had received many positive comments on the grounds, and the location as being one of the best displays, and offered kudos to Wellington. Mayor Schneider was met with applause. Councilmembers also took the opportunity to tout the wall, the visitors, the volunteers, and echoed the Mayors accolades. § Law Director Bond – Nothing to report § Chief Barfield – Nothing to report § Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was in the packet and offered to answer any questions. § Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet. He reported that the asphalt paving would begin tomorrow, and would be finished on Thursday, weather permitting. Mr. Dupee updated council on the quiet zone, and mentioned that the contract had been executed with CSX, and the deposit had been sent. CSX will provide the village with a schedule for the work to be completed.  § Public Participation – K9 Companions 4-H Group and Kenny Knapp donated a chip reading device to the Police Department, to help them reunite lost dogs with their owners. Chief Barfield thanked the group for their donation. They were met with applause. § Main Street Wellington – MSW Director Arntz updated council on upcoming events including Dog Days of Summer on August 4th, a Christmas planning meeting, tomorrow at 4:30 PM in the south meeting room, and gave a THRIVE healthy minute report. 6. REPORTS OF COMMITTEES § Finance – Mr. Hartman reported that the committee met prior to the council meeting and mentioned that income tax receipts are up 27% for July. He mentioned that SLCAD minutes were included in the packet, and to be on the lookout for a new sign in front of the ambulance building. He further mentioned that they have had 877 runs through June and reported on how well the ambulance, fire, and police departments work together. § Police – Motion by Wells, 2nd by Hartman to hire Laura Singer as a part time dispatcher, at $16.00 per hour, with a 6 month probationary period, effective immediately. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to hire Nicole Charlton as a part time dispatcher, at $15.53 per hour, with a six month probationary period, effective after passing testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to hire David Duncan as a part time officer, at $18.00 per hour, with a six month probationary period, effective after passing testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to hire Jeffry Mechlenburg as a part time officer, at $18.50 per hour, with a six month probationary period, effective after passing testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Dronsfield to cancel the 2nd meeting in August due to the Lorain County Fair, and hold all committee meetings at the August 5th meeting, which will begin at 5:00 PM, and move the first meeting in September, to Tuesday September 3rd. Roll call vote was taken with all members voting “yes”. § Public Works – Ms. Dronsfield reported that the committee will meet on August 5th, prior to council. § Utility – Mr. Rowland reported that the committee met prior to council and discussed misc. updates, including lead and copper water testing, and the electric dept. was making room on their poles for Armstrong cable. He mentioned that the general manager would be in attendance at the next meeting, and that Armstrong would be offering service to businesses only, for now. § Ordinance – Mr. Bughman mentioned that the committee will meet prior to council on August 5th. § Personnel – Mr. Bogan had nothing to report at this time, and would likely be meeting in September. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2019-20 A RESOLUTION ADOPTING THE 2020 ANNUAL BUDGET OF ESTIMATED REVENUES AND EXPENDITURES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3rd Reading nd rd Motion by Hartman, 2 by Rowland to move the 3 reading. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS Reservoir Fishing – Ms. Dronsfield asked that individuals who fish at the up ground reservoir be mindful of their trash, including fishing line and hooks, which are often discarded in the water or the rocks. She mentioned that she had been approached by a resident whose dog had become entangled in discarded fishing line and the owner had to have a vet remove the hook from the dog’s leg. 9. NEW BUSINESS Pioneer Cemetery – Ms. Dronsfield thanked the VFW for funding the new Pioneer Cemetery archway which was installed at the entrance of the cemetery on W. Herrick Ave. She mentioned that the cemetery was the oldest in the village dating back to 1840.  National Night Out – Chief Barfield announced that August 6th was the safety services National Night Out from 6:00 PM – 8:00 PM, and invited residents to attend the event held in front of the Town Hall. 10.
