Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers December 16, 2019 7:30 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the December 2, 2019 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Chief Barfield wished everyone a Merry Christmas  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet and offered to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the Department Heads were included in the packet and offered to answer any questions.  Public Participation - None  Main Street Wellington – MSW Director Arntz gave her report and reported on upcoming events, including the Annual Meeting at the Elms on January 13th, at 6 PM, where they would recognize the Volunteer of the Year. She mentioned the group’s membership drive, and encouraged residents to join. She thanked Vicki Rutherford from Wellington’s Front Porch FB Group, whom, among others, organized the Downtown Window displays. Mayor Schneider added that the downtown looked great, and was appreciative to those who decorated, and helped spread the Christmas Spirit downtown. Mr. Bughman thanked Jenny for all of her hard work throughout the year. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman mentioned how nice it was to have a packed house at the meeting, and encouraged audience members to attend regularly. He explained that the committees meet prior to council (at 5:30 PM beginning in 2020) where business is discussed, questions and concerns are heard and answered, and further mentioned that those meetings are also open to the public. He reported that the committee met prior to council and discussed November financials, and RITA collections, which are up, thanks to residents who voted for the income tax increase. Motion by Hartman, 2 nd by Rowland to increase Finance Director Pfeiffer’s salary to $68,764.80 per year, effective January 1, 2020. Roll call  vote was taken with all members voting “yes”. He mentioned that the SLCAD minutes were included in the packet.  Police – Mr. Wells reported that the committee will meet prior to council on January 6, 2020.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on January 6th at 5:30 PM. She mentioned that leaf collection will continue through the end of December.  Utility – Mr. Rowland reported that the committee met prior to the council meeting, where Electric Superintendent Bealer reported that everything was business as usual. Water/WW Superintendent Frenk reported that the Erie St. water tower was back in service, and he also updated the committee on the status of the new Ground Water storage tank, where reports were being resubmitted to the EPA.  Ordinance – Mr. Bughman mentioned that the committee will meet on January 6 th prior to council.  Personnel – Mr. Bogan had nothing to report at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2019-30 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2020 AND DECLARING AN EMERGENCY 2nd Reading Motion by Wells, 2 by Hartman to suspend the rules. ORDINANCE NO. 2019-33 AN ORDINANCE AMENDING THE 2019 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. RESOLUTION NO. 2019-34 A RESOLUTION ESTIMATING THE AGGREGATE AMOUNTS OF FUNDS TO BE AVAILABLE FOR DEPOSIT BY THE VILLAGE, REQUESTING PROPOSALS FOR PUBLIC DEPOSITORIES OF THOSE FUNDS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Wells to suspend the rules. ORDINANCE NO. 2019-36 AN ORDINANCE TO AUTHORIZE NOMINAL EXPENDITURES FOR FLOWERS OR OTHER SIMILAR REMEMBRANCES IN THE CASE OF INJURY OR DEATH AFFECTING MUNICIPAL EMPLOYEES 1st Reading Motion by Wells, 2nd by Hartman to suspend the rules. ORDINANCE NO. 2019-37 AN ORDINANCE TO AUTHORIZE AN EMPLOYEE RECOGNITION PROGRAM, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Wells, 2 by Hartman to amend the ordinance to read, “Not to exceed $50.00”, and to suspend the nd rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to approve as amended. Roll call vote was taken with all members voting “yes”. Mr. Bogan took a few moments to explain why the ordinances were being passed as emergencies, and mentioned that the discussions and decisions, which take place, are made in the committee meetings (prior to the council meetings). Mayor Schneider reported that one of the ordinance’s passed as an emergency this evening would change the committee start times, from 6:00 PM to 5:30 PM, and the Council Meeting start time will change from 7:30 PM to 7:00 PM. He asked the HS Government students in attendance, to spread the word of the time changes to their teacher and fellow classmates. 8. OLD BUSINESS - None 9. NEW BUSINESS Swearing In – Mayor Schneider swore in Special Officer Daniel Sumpter. Mr. Sumpter was met with applause. Lady Dukes Soccer Team – Mayor Schneider presented the Lady Dukes Soccer team with a resolution recognizing them as 2019 Conference Champs! Ms. Dronsfield mentioned that Coach Gundert had also received the Coach of the Year Award! They were met with applause. Committee Appointments – Mayor Schneider asked councilmembers to put in their requests for 2020 committee appointments. Swearing In – Mayor Schneider announced that Judge Robert White would swear in Councilman Wells, Councilman Bughman, Councilwoman Dronsfield, and himself at 5:00 PM January 6 th. Coffee with the Mayor – Mayor Schneider announced the next Coffee with the Mayor, at Bread N Brew on December 28th from 9 AM to 11 AM. Offices Closed – Mayor Schneider announced that the village offices would be closed on December 24th, 25th, and January 1st, and wished everyone a Merry Christmas! Thank You – Council President Hartman thanked his colleagues for their commitment and hard work throughout the year. He also thanked Mayor Schneider and Village Manager Dupee, and stated that it was easier for council to do their jobs when they have great people in place, doing their jobs. He thanked the Safety Services for their dedication to the community and the residents throughout the year. 10. ADJOURN – Motion by Wells, 2nd by Bughman to adjourn at 8:05 PM
