Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers March 2, 2020 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Bogan, 2nd by Bughman to approve the minutes from the February 18, 2020 council meeting. Motion carried with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet and offered to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the department heads were included in the packet and offered to answer any questions. Mr. Bughman asked Mr. Dupee the status of the bid award for the multi tech equipment from Bowling Green; Mr. Dupee reported that the PO had been issued.  Public Participation – Fire Chief Wetherbee was in attendance to give his yearly report, he updated council on the upcoming Fire Station expansion project, and also reported on the fire levy coming to the March ballot. Mayor Schneider thanked Chief Wetherbee for attending the meeting.  Main Street Wellington – MSW Director Arntz reported on the March 6th, First Friday from 4PM – 8PM, and encouraged residents to participate. She gave her THRIVE Healthy Minute report. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet prior to council on March 16 th.  Police – Mr. Wells reported that the committee met prior to council and discussed and reviewed the 2019 Annual Report. He thanked Corp. Smosney for his work on the report. He mentioned the many Scouts in the audience, and that he was happy to see them there.  Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed updates including: vehicle maintenance, a floor drain replacement project at Public Works, snow removal, a water main break repair on Sheila Dr., and asked residents to stay clear of a cone marking a broken manhole at the corner of Fourth St. and Prospect St., which will repaired in the near future.  Utility – Mr. Rowland mentioned that the committee will meet on March 16th prior to council.   Ordinance – Mr. Bughman reported that the committee met prior to council and discussed and reviewed a draft vacant property registration ordinance. He mentioned that they will be discussing the matter further at the next committee meeting.  Personnel – Mr. Bogan mentioned that there was an ordinance on tonight’s agenda to implement a tiered pay system. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2020-06 AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL INCLUDING NEW APPENDICES “B” AND “C”, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading RESOLUTION NO. 2020-07 A RESOLUTION DESIGNATING THE VILLAGE OF WELLINGTON AS A BEE CITY USA AFFILIATE, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Thank You Safety Service Leaders – Mayor Schneider thanked the Safety Service Leaders, Police Chief Barfield, Fire Chief Wetherbee, and Ambulance Director Gentry for attending the Coffee with the Mayor. He mentioned that the next Coffee with the Mayor will be held on March 28th from 9 AM – 11 AM at Bread-N-Brew, where Mitch Piskur from Armstrong Cable will be in attendance. New Chronicle Telegram Reporter – Mayor Schneider introduced Brookie Madison the new Chronicle Telegram reporter to council. State of Wellington – Mayor Schneider announced the State of Wellington breakfast at the Eagles on March 12 th beginning at 8 AM. He encouraged residents to attend and mentioned that the tickets were $10.00. Scouts in the House – Mayor Schneider welcomed the Boy Scouts to the meeting, and asked them to introduce themselves. The Scouts introduced themselves, and reported that they were in attendance to earn their communications merit badge. The Scouts were met with applause. Levy Support – Mayor Schneider reported on the school levies on the March ballot; he encouraged residents to attend the school open houses, and the Dialog with the Board meetings at Bread-N-Brew. He reminded residents that a strong school system is imperative for a strong community. He further reported on the Wellington Fire Levy, also on the March ballot and encourage residents to also support the Fire District’s levy. 10.
